OBJETIVOS ESPECÍFICOS DEL PUESTO

PERFIL DEL CANDIDATO

Salud y Autosuficiencia Indigena en La Guajira (SAIL), aims to reverse child and maternal morbidity and mortality rates that occur in context of poor healthcare service coverage, a dispersed population, poor baseline nutrition, unhealthy reproductive and birthing practices, and an onerous civil registration process. The Global Health Corps (GHC) physician will work alongside and strengthen the existing healthcare system. Program activities will be guided by advancing integrated, locally-driven solutions for healthy and productive development, and are focused on five goal areas: access to care, capacity building of lay people and health professionals, surveillance, prevention, and program management.

Detailed Description

  • Lead the strategy to identify and monitor at risk patients in coordination with the local program coordinator and foster the articulation of the La Guajira health system with focus in Manaure.
  • Deploy the objectives of the PEDIATRICIAN component of the program and build a network with health experts located in the Guajira state.
  • Conduct medical activities of the PEDIATRIC component to ensure the attention of the population at risk identify within the program
  • Act as a subject matter expert of malnutrition for the SAIL program
  • Lead the coaching strategy for the Indigenous Health Workers in La Guajira

BACKGROUND

WHO Director-General, Dr. Margaret Chan, announced on 1 February 2016 a Public Health Emergency of International Concern regarding the increase in neurological disorders and neonatal malformations. This comes after an Emergency Committee convened under the International Health Regulations (IHR) agreed that a link between Zika infection during pregnancy and microcephaly, though not yet scientifically proven, is strongly suspected and constitutes an «extraordinary event» and a public health threat to other parts of the world.

Between 1 January 2007 and 3 March 2016, a total of 52 countries and territories have reported autochthonous (local) transmission or indication of transmission of Zika virus (41 since 1 January 2015).

To contribute towards the response to this emergency, UNICEF in Latin America and the Caribbean region has developed and is implementing a regional ZIKV response plan. The goal of the UNICEF LAC regional ZIKV response is to enhance UNICEF’s contribution to the control of the spread of ZIKV and the mitigation of its impact on children and their families, in particular the most disadvantaged communities, in the Latin America and the Caribbean Region. UNICEF is working in support to nationally led efforts, and in close collaboration with PAHO/WHO as UN leader in the response, and other relevant stakeholders, with a focus on its comparative advantage and mandate, to:

  • Prevent transmission of ZIKV through:
  • Personal protection (in particular for pregnant women, Pregnant and Lactating Women (PLW) and adolescent girls of childbearing age) through community engagement and Communication for Development (C4D) activities that will support behaviour adaptation to prevent the spread of the virus.
  • Vector control (reducing breeding sites/vector density) and C4D activities through national capacity development of government institutions and NGO partners
  • Provide care and support to families affected by ZIKV, including multi-disciplinary management of microcephaly and other potential malformations/conditions that are currently known and unknown as to the causes.
  • To monitor and manage the evaluation of the ZIKV LAC response plan (LACRO + Country Offices) it is required to:

  • Through existing monitoring framework, provide information on progress towards achieving results for improved decision making and programing;
  • Assess efficiency and effectiveness of programme response;
  • Ensure systematic reporting on results.
  • Improve accountability on delivering results for ZIKA affected populations.
  • Report systematic results of the Zika Response in LAC.
  • To meet these requirements effectively, the UNICEF LACRO intends to hire services of a Monitoring and Evaluation Specialist with experience in M&E of public health and development programmes, with an emphasis on outbreak responses and other health emergencies.

    PURPOSE

    Under the supervision of the Regional M&E Specialist, with the guidance of the LACRO ZIKA Regional Adviser and the ZIKV Team Coordinator; the Monitoring and Evaluation Specialist (performance monitoring & reporting) shall ensure systematic monitoring, quality reporting of results through i) performance monitoring of the ZIKV response at the regional and country office level, and ii) an evaluation of the regional ZIKV response strategy/plan..

    MAIN RESPONSIBILITIES AND TASKS

  • Support the adaptation of ZIKV Response Framework (for Regional Office and for Country Offices) including guidelines to integrate mainstreaming of the Response in Regular Programmes.
  • Ensure that RO results are measured and followed according to the performance monitoring plan of the ZIKV response.
  • Ensure data is collected regularly to report results on a regular basis according to the monitoring framework of the Regional Zika Strategy.
  • Management of the ZIKV response management evaluation, including the elaboration of the TOR and follow up the evaluation to ensure quality standards. Ensure there is a steering committee and results are discussed within UNICEF and other stakeholders previous publication. At the end of the evaluation process, ensure the dissemination of results and finalize the management response at the regional level.
  • Knowledge management of results within LACRO, COs and other stakeholders. This include the systematization of lessons learned based on evidence.
  • Support the implementation and dissemination of KAP studies, systematizations, and other evidence generating activities)
  • Capacity building in Monitoring and Evaluation in ZIKV Context.Capacity building on ZIKV Response M&E provided in LACRO and UNICEF Country Offices.

  • MINIMUM QUALIFICATIONS AND COMPETENCIES

    Education:

    Advanced university degree in social sciences, public health, business administration, statistics, planning, or other related fields.

    Work Experience:

    POSITION DESCRIPTION

    For the position of Fund Development and Reporting Officer – Latin America, Build Change is seeking an experienced, innovative, outgoing, bilingual individual with a proven track record of raising funds, winning contracts, building partnerships and brand recognition for an international non-profit social enterprise. The successful candidate should have documented success in researching, positioning, writing and winning technical grant and contract proposals for donors such as USAID, World Bank, American Red Cross, UN agencies and others. The successful candidate should also have proven experience in negotiating partnerships with corporations, multi-laterals and NGOs and a prior track record of leading the development of a portfolio of grants and contracts of at least $2M per year.

    This position reports to the Director of Programs and Partnerships – Latin America, with frequent interaction with the CEO. This position may be located in Bogotá, Colombia or Guatemala City, Guatemala.

    RESPONSIBILITIES

    · Secure at least US$1M in grants and contracts in year 1, growing to US$2M per year by year 3

    · Develop at least 2 major funded partnerships per year with corporations, governments, multi-laterals, NGOs, or other agencies

    Consultoría Propuesta de un sistema de registro desde el nacimiento para acceso a servicios sociales

  • Antecedentes
  • Sobre el registro de personas de 0 a 18 años

    De acuerdo con datos oficiales, en El Salvador el 98.5% de los recién nacidos cuenta con registro de nacimiento, el cual es extendido por las municipalidades del país. Este es el proceso que popularmente se le conoce como «asentamiento» de un recién nacido, por el cual las alcaldías extienden una partida de nacimiento.

    La partida de nacimiento es el documento que identifica a un recién nacido. Es también el documento que, además de señalar quiénes son los padres biológicos y otras informaciones relativas al lugar y fecha de nacimiento, sirve para identificar a esta persona hasta que alcanza la mayoría de edad y cuenta con el documento único de identidad (DUI).

    A la partida de nacimiento se suman registros administrativos que llevan algunas instituciones del Estado que proveen servicios públicos. Dentro de estas instituciones destacan el Ministerio de Salud con los registros de salud de pacientes y el Ministerio de Educación con el registro de alumnos que se matriculan cada año lectivo. Además de los Ministerios, existe una tercera fuente de información sobre personas, que ha sido sistematizada a partir de los beneficiarios de los programas sociales que abarca población de aproximadamente 76 municipios: el Registro Único de Personas (RUP). Si bien los registros son de instituciones públicas, la información no está en un repositorio único y los identificadores utilizados siguen directrices diferentes. En otras palabras, no existe un registro único desde el nacimiento hasta la etapa adulta.

    Sobre la institución nacional a cargo del Registro de Personas y proyectos vinculados al registro desde el nacimiento

    El Registro Nacional de las Personas Naturales (RNPN) es una entidad de derecho público, con autonomía en lo técnico y en lo administrativo que para efectos presupuestarios se encuentra adscrito al Tribunal Supremo Electoral. Su competencia abarca todo el territorio nacional en materia de Registro del Estado Familiar, e identificación ciudadana.

    UNICEF, OEA y BID establecieron una alianza regional en el 2006 para promover el registro de nacimiento como instrumento para combatir la exclusión económica, política y social. Desde entonces ha habido avances significativos en la región, que han sido analizados en las tres reuniones regionales sobre registro de nacimiento que han tenido lugar en Paraguay, Panamá y México.

    En el año 2004, el Comité de los Derechos del Niño de las Naciones Unidas, recomendó al Estado Salvadoreño que realice acciones para que todos los niños y niñas salvadoreñas posean una identidad eliminando obstáculos existentes.

    Dando respuesta a la Observación del Comité el RNPN inicia desde el año 2008, y en concordancia con el marco legal existente (LEPINA), el Registro Civil Hospitalario como un proyecto que toma fuerza dentro del proceso institucional, el cual, es parte de la estrategia del Programa de Universalización de la Identidad Civil en las Américas (PUICA), para alcanzar las metas establecidas en el «Programa Interamericano para el Registro Civil Universal y Derecho a la Identidad», aprobado por los Estados miembros de la Organización de los Estados Americanos, OEA, en la Asamblea General de 2008. Así mismo, es una de las iniciativas apoyadas por la Agencia Española de Cooperación Internacional para el Desarrollo (AECID) para contribuir al fortalecimiento de los registros civiles de la región.

    Es así como se constituyó la Unidad de Registro Hospitalario, que tiene como principales objetivos:

  • Prevenir el incremento de sub-registro a nivel nacional, mediante las actividades realizadas en doce centros Hospitalarios de la Red Nacional.
  • Incrementar la seguridad jurídica de los recién nacidos.
  • Facilitar la inscripción de nacimiento inmediato, de los nacidos en los hospitales nacionales, a través de un sistema de Registro Hospitalario.
  • Garantizar la inscripción conforme a derecho de los niños y niñas recién nacidos que ocurren en estos centros.
  • Fruto de este esfuerzo se han establecido acuerdos y mecanismos para que los registros hospitalarios sean entregados a las alcaldías correspondientes por medio de actas de entrega, en un plazo no mayor a 10 días contados a partir de la fecha de la captura de información. Lo anterior ha permitido disponer anualmente de la información y centralización de los registros de nacimientos y controles de calidad.

    Asimismo, en el marco de la Ley Especial de Creación del Régimen de Identificación Migratorio y Aduanero, el RNPN ha puesto en marcha un proceso de identificación de personas adultas, adolescentes y menores de edad residentes en los bolsones geográficos a raíz de la demarcación limítrofe entre Honduras y El Salvador. Esta es una experiencia que puede servir para tomar lecciones aprendidas del proceso.

    Hacia un registro desde el nacimiento: identidad, identificación y herramienta para la política social

    A pesar de los avances en materia de registro, existe una tarea pendiente: construir un sistema de registro único desde el nacimiento que permita, además de dar identidad y servir como identificación a una persona, que permita darle seguimiento en el trayecto de vida, identificando necesidades que pueden ser cubiertas desde los servicios sociales públicos. En otras palabras, que sea una herramienta que contribuya a la planificación de servicios públicos de la política social y a la dosificación de estos en el territorio, según las necesidades de la población. Dicho sistema integral basado en el registro de nacimiento debe de articularse con el documento existente para la etapa adulta (DUI).

  • Justificación
  • Para desarrollar un estudio de esta naturaleza y alcance, se requiere la contratación de una consultoría a cargo de un especialista o equipo cuyo conocimiento sea diverso y cuente con la capacidad de desarrollar una propuesta de registros para el país.
  • Además de sistematizar el conocimiento generado en el país acerca de esta temática, es indispensable poner en marcha una revisión de casos pioneros internacionales de registro y su uso para efectos de la política social, de manera que se puedan identificar lecciones para El Salvador. Asimismo, una parte fundamental del proceso consiste en analizar el estado actual, oportunidades y retos para implementar el sistema de registro, considerando múltiples dimensiones (legal, institucional, política, técnica, entre otras).
  • El país cuenta con diferentes estudios y experiencias sobre registro de personas. Sin embargo, este conocimiento se encuentra fragmentado. Para desarrollar una propuesta para discusión e implementación en el país, se requiere una consultoría que en primera instancia sistematice el conocimiento alrededor del tema: los estudios anteriores sobre registros en el país y sus principales hallazgos en relación al registro desde el nacimiento.
  • El registro universal desde el nacimiento es una herramienta fundamental para proteger derechos de niños, niñas y adolescentes así como para la planificación y provisión de programas sociales de manera eficiente.
  • Objetivos específicos
  • Esta consultoría tiene por objetivo apoyar en la construcción de una propuesta sobre el registro desde el nacimiento para contribuir a asegurar el ejercicio de los derechos de identidad y de identificación, así como el acceso a la oferta pública social. Los objetivos específicos son:

  • Realizar un estudio sobre mejores prácticas internacionales en diseño e implementación de registros desde el nacimiento con ejemplos de su uso en la provisión de programas y servicios de la política social, y un diagnóstico del país que identifica oportunidades, problemas y requerimientos que intervienen en la implementación de registro.
  • Identificar problemas y requerimientos que intervienen en la implementación del documento único de identidad desde el nacimiento que incluya el análisis del proceso para la obtención de la partida de nacimiento, tiempos, costos (para las familias y las municipalidades) así como lo que representan en ingresos para las municipalidades.
  • Desarrollar y validar una propuesta de implementación del registro único de las personas desde su nacimiento a través de la discusión y consulta con el equipo técnico, instituciones gubernamentales (nacionales y locales) y posibles beneficiarios. La propuesta deberá considerar la inclusión de dicho número de identificación en las bases de datos existentes del Registro Nacional de las Personas Naturales, sin generar saltos en la numeración.
  • Metodología:
  • El/la consultor/a seleccionado/a trabajará bajo la orientación, supervisión y validación de sus productos por un equipo formado por el área de políticas sociales de UNICEF, personal técnico de Secretaria Técnica y de la Unidad de Coordinación del Registro del Estado Familiar del RNPN. El trabajo se desarrollará de manera remota, sosteniendo reuniones de avance (presencial y/o virtual) con periodicidad quincenal o mensual, según el cronograma de trabajo.

  • Duración del contrato
  • La consultoría deberá desarrollarse en un periodo de 8 meses, a partir de la firma del contrato.

  • Condiciones de trabajo:
  • UNICEF no proveerá recursos logísticos para el desarrollo de esta consultoría, sin embargo, en caso de necesitar algún apoyo puntual, la persona consultora coordinará con el Especialista de Políticas Sociales, la satisfacción de cualquier necesidad para el logro de la consultoría.

    El contrato es por servicio y no representa una relación laboral directa ni permanente, tampoco cubre los seguros de vida, ni seguro por servicios médicos u otras prestaciones que el (la) consultor (a) deberá garantizarse y mostrar pruebas de contar con tales servicios antes de iniciar la contratación.

    Viajes y costo de estadías, no son cubiertos por UNICEF, por lo que deben ser asumidos por el/la consultor/a y/o equipo.

  • Presupuesto estimado:
  • El valor total de la consultoría será establecido con base en las propuestas económicas recibidas en el concurso de selección. Los pagos para la presente consultoría se realizarán contra entrega de los productos antes mencionados, recibidos a entera satisfacción de UNICEF.

Esta sistematización permitirá identificar cuáles son los vacíos de información y de acciones existentes, así como ejemplos de su uso en la provisión de programas y servicios de la política social. La revisión bibliográfica deberá incluir trabajos realizados por UNICEF y otras organizaciones afines, y documentos legales como:

  • Ley Orgánica del Registro Nacional de las Personas Naturales
  • Ley del Nombre de la persona Natural
  • Ley de Emisión del DUI en el extranjero
  • Código de Familia
  • Ley transitoria del Registro del Estado Familiar y de los Regímenes Patrimoniales del Matrimonio.
  • Ley de Protección Integral de la Niñez y Adolescencia
  • Ley especial de creación del régimen de identificación, migratorio y aduanero, aplicable a las personas afectadas por la sentencia de la corte internacional de justicia del 11 de septiembre de 1992.
  • Ley Reguladora de la Emisión del Documento Único de Identidad

    Producto 2. Plan de consultas a ser realizado, metodología e instrumentos para realización de consultas grupales e individuales. Las consultas y lugares recomendados son los que a continuación se presentan.

  • 5 Talleres regionales de consulta con niñas, niños y adolescentes, madres y padres.

    Producto 3. Sistematización del proceso de consulta participativa conducido a nivel nacional, municipal y comunitario, con distintos sectores y grupos poblacionales para conocer los factores que inciden en la inscripción oportuna de nacimientos y el subregistro, de acuerdo a la información del RNPN.

    Producto 4. Borrador de informe que incluye: (i) el diagnóstico basado en el análisis documental, estudio de casos extranjeros y el proceso de consulta, abordando oportunidades y obstáculos de diferente índole para la implementación de registro desde el nacimiento; y (ii) una propuesta inicial de registro con el diseño de sistema, y el proceso detallado de validación e implementación. Para desarrollar la propuesta, los ámbitos mínimos que deberán considerarse son:

  • Marco normativo: convenciones, leyes, reglamentos
  • Marco institucional: mandato y competencias de instituciones afines
  • Marco técnico/tecnológico: capacidades institucionales y de sistemas de información
  • Marco político: gobierno central y alcaldías
  • Marco financiero: gasto de implementación y universalización de registro
  • El producto será entregado en formato Word.

    Producto 5. Versión final de informe con la propuesta validada por instituciones involucradas e incluyendo la hoja de ruta que identifique macro procesos y tiempos para su implementación. El producto será entregado en formato Word, con calidad publicable, y una presentación PowerPoint con los principales hallazgos del informe.

    Producto 6. Diseño completo de plataforma informática para: (i) captación de datos y documentación de identidad desde el nacimiento; y (ii) integración de bases y su desvinculación de datos de niñas, niños y adolescentes con la base de datos del documento de identidad de las personas adultas. Todo conforme a la legislación en la materia.

    • Demonstrated experience working on anticorruption, transparency, and accountability, public administration, public financial management, civil society strengthening, or monitoring and evaluation in Guatemala or Central America.
    • Demonstrated capability to work with broad-range of government and civil society stakeholders and partners.
    • Prior experience working on USAID or other donor-funded technical assistance projects strongly preferred.
    • Strong communication, management anNatiod reporting skills.
    • Fluency in written and spoken Spanish (Level IV) and intermediate level of English (Level III) required.
