Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. GENERAL OBJECTIVES

To provide strategic and programmatic support to the implementation of Integrated Case Community Management (iCCM) and Nutrition programmes across the Action Against Hunger International network, and to use emerging evidence to influence health and nutrition policy and practice at a national and global level.

The final objective that will be pursued with this position is to put this initiative in focus, improving our impact on the problem of acute malnutrition.

PURPOSE OF THE JOB

The role of this post is to provide administrative and secretarial support services to the Country Representative and support the team in the Front Office of the Country Office.

  • Administrative, executive assistance and secretarial support services to the Country Representative and Front Office to facilitate smooth running of the Office and effective processing of information and data.
  • Helps manage the immediate office operations with respect to communications, meetings and work flow; identifies complex or sensitive subjects, and contacts, for special treatment as well as priority issues that need to be brought to the supervisor’s attention. As appropriate, provides information and guidance to staff at all levels within the organizational unit to ensure understanding of intent and deadlines.
  • Establishes internal tracking systems and procedures for logging new contact details, and ensuring these are incorporated in Office Contacts System, and are available for mailing and invitation lists; sharing correspondence and documents; monitor work progress and cases of priority and concern to the supervisor.
  • Arranges appointments and maintains the Representative’s and the Deputy Representative’s calendars, receiving high ranking visitors, places and screens telephone calls and answers enquiries; Organizes high-level meetings including taking responsibility for finalization of the meeting agenda, invitations, the production and distribution of documentation, and preparation of minutes of meetings. Distribute meeting reports and information and ensure follows-up on required actions.
  • Organizes and facilitates the administrative work of the office, particularly the Front Office, including establishing internal procedures and tracking systems for correspondence and documents: receives screens and registers correspondence and documents.
  • Collects and prepare briefing materials for supervisor concerning official trips or special meetings. Undertake travel arrangements for supervisor and other members of the Front Office, including arranging itinerary, visas, and hotel reservations. Ensure offices are informed of travel arrangements and requirements. Brief supervisor of important developments upon their return.

    2. Work Experience

    6 years of experience in accounting, financial or budget work, including on the job training in accounting and financial procedures and systems. Knowledge and skills in using corporate financial systems as well as standard office computer applications.

    IT Skills – Computer literacy and the ability to effectively use standard office software tools and other office technology to create documentation, exchange and archive e-mail, and maintain electronic filing systems.

    Office Management Skills – Five years of office support work experience, including, organizing and supervising the whole range of office support and administrative activities. Ability to work with minimum of supervision. Ability to extract and format data and to solve operational problems. Ability to organize own and others work, set priorities and meet deadlines.     Propósito del Puesto:

    Resumen de las funciones / responsabilidades:

  • Conduce los vehículos oficiales para transportar al Representante y el Oficial a Cargo, personal de UN y visitantes cuando se requiera, de manera adecuada, pronta y profesional garantizando el acatamiento a la normativa de transporte nacional.
  • Responsable del mantenimiento día a día de los vehículos de la organización, comprueba aceite, agua, baterías, frenos, neumáticos, etc. Realiza reparaciones menores y gestiona otras reparaciones, con el fin de mantener los vehículos en óptimas condiciones de funcionamiento.
  • Entrega de documentos relevantes a contrapartes, recoge oportunamente documentos de Cancillería en el Ministerio de Relaciones Exteriores, el correo y otros documentos que se soliciten.
  • Realiza gestiones administrativas ante Cancillería, operaciones en bancos; actualización de registros del kilometraje diario, el consumo de gasolina, cambios de aceite, lubricación, etc.
  • Se asegura de que las medidas exigidas por las normas y reglamentos de seguridad del conductor y se adoptan, en caso de estar involucrado en un accidente.
  • En ausencia de supervisor o punto focal de la coordinación del pool de conductores, se espera que el titular del puesto apoye en la coordinación de los otros conductores.
  • Realiza otras tareas, según sea necesario.

The speed at which global problems — from disease outbreaks, to the global refugee crisis, to millions of out-of-school children — disrupt the lives of children around the world is only getting faster. UNICEF innovates in order to stay agile and find solutions to the evolving challenges affecting all children.Innovation at UNICEFis driven by an interdisciplinary team of individuals around the world tasked with identifying, prototyping, and scaling technologies and practices that strengthen UNICEF’s work for children. Innovations range from new ways to structure programmes to new products and technologies. To create these solutions, UNICEF works with anetwork of global problem solverswho can find new ways to accelerate results that reduce inequities for children. These innovators are also creating a new global infrastructure of openness, of collaboration across borders, of exploration, and of innovation for equity.

    MAIN RESPONSIBILITIES AND TASKS

  • Systematize ongoing innovations to deliver results for children that UNICEF country offices are implementing, including a categorization of the innovation, results, lessons learned, associated costs and indicators of sustainability.
  • Identify and conceptualize lessons learned of implementing innovations in the region and ideas on how to identify, design, and implement innovations in country offices that are driving faster and more sustained changes for children in the region.
  • Identify and categorize key partners of innovation and platforms at the regional level and windows of opportunity to work with them, including centers of excellence, government agencies, universities, research institutions, entrepreneurs and startups associations.
  • Support the design and knowledge exchange materials in the region to outline the views and role of UNICEF on innovations in the LAC region.
  • Facilitate discussions on knowledge building and knowledge sharing on innovation.

    The consultancy will be home-based with some traveling to 2-3 countries, including a short working trip to the UNICEF Regional Office, based in Panama.

    Deliverables

  • A report with a systematization / mapping of ongoing innovations to deliver results for children that UNICEF country offices are implementing, including a categorization of the innovation, results, and lessons learned, implementation costs, and a brief analysis of institutional and financial sustainability of each innovation. The report will include identified lessons learned of on how to identify, design, and implement innovations in country offices that are driving faster and more sustained changes for children.
  • An exploratory report with innovations for children in the region outside UNICEF, including a short list of key partners of innovation and platforms at the regional level and windows of opportunity to work with them. The list may include centers of excellence, government agencies, universities, research institutions, entrepreneurs and startups associations.
  • A framework for the LAC region with an understanding of what how LACRO should consider innovation to be implemented in the Region, providing the basics on for what innovation efforts are to be applied, the typologies of innovation, the support institutional and financial mechanisms available both internally and externally. The report will also specify innovation entry points to better support the implementation of UNICEF innovations in the LAC region in the context of middle and high income countries.
  • MINIMUM QUALIFICATIONS AND COMPETENCIES

    Education:

    Advanced university degree in social sciences, business administration or other related fields. Knowledge of human centred design and design thinking approach.

    Work Experience:

  • 5 years or more of relevant professional work experience in the implementation of innovations for development, especially in high and middle income countries.
  • Experience working in Developing Countries in the LAC Region.
  • Experience working with the innovative teams for public private partnerships and non-traditional knowledge centres.
  • Languages:

    Fluency in English and Spanish. Fluency in Portuguese and/or French an asset.

    Responsabilidades
    Bajo la supervisión de la Team Leader MEAL de la GHT (basada en Oxford), la persona seleccionada tendrá como funciones principales:

    • Apoyo técnico o refuerzo para las respuestas humanitarias para las respuestas humanitarias Oxfam de categoría 1 y 2, con el fin de asegurar la puesta en marcha de los sistemas MEAL pertinentes y en el tiempo deseado;
    • Responsable directo del HSP (Humanitarian Support Personnel) MEAL, contribuye a la coordinación de sus despliegues;
    • Desarrollo y difusión de las herramientas y guías que utilizan el Planteamiento Común Oxfam del MEL y de la rendición de cuenta social (CAMSA) para todo el MEAL en coordinación con los equipos técnicos;
    • Establecer un marco común MEAL en relación con la Norma Humanitaria Fundamental (CHS) y los estándares Oxfam – la rendición de cuenta respecto al Objetivo Global de Salvar Vidas está a cargo del equipo MEAL;
    • Puesta en marcha y coordinación de los ejercicios de evaluación internos y externos y coordinación de los eventos de aprendizajes y promoción de buenas prácticas;
    • Dar soporte a las evaluaciones en tiempo real: selección de los equipos, definición de los TdRs, asegurarse que las lecciones aprendidas serán tomadas en cuenta por los programas ;

    Responsabilités

    • Sous la responsabilité de la Team Leader MEAL de la GHT (basée à Oxford), la personne sélectionnée aura comme fonctions principales :

    Profil requis

    • Expérience importante en réponses humanitaires, en incluant le démarrage des réponses de catégories 1 et 2;

    Purpose for the job

  • Policy interpretation and application

    Alert and recommend to the Head of Office, the Regional Operations Officer and Headquarters when deviation from the rules and regulations may be required, and propose alternative solutions to meet office objectives. Contribute to global and regional strategic planning and policy changes/formulation on operational matters as and when necessary.

    Implement the effective communication, training, roll-out, monitoring and evaluation of new operational initiatives, guidelines and procedures. Provide staff briefing and orientation regarding all of the operational areas.

  • Safeguard the financial resources entrusted to the office by managing financial assets, financial planning and cash management activities and by recommending improvements to the financial and administrative management systems and procedures. Accountable for fiduciary integrity/responsibility for funds and assets taking decision on all operational and financial transactions, disbursement of funds, and administrative arrangements. Provide required oversight and support to programme group team to ensure all implementing partners accountability with regard to supply and non- supply assistance.

    Ensure efficient, cost-effective and transparent utilization of resources through knowledge and technology transfer between offices and consistency of approaches and applications.

  • Leadership in strategic planning and policy formulation in the areas of operations
  • Play a substantive role in strategic planning and decision-making within the UNICEF Operations and provides sound professional input to the development, reform and change of financial, human resources and administrative policies, systems and procedures.

    Contribute to effective management process by providing technical support to corporate committees.

  • Office Services
  • Ensure the provision of basic offices services including space management, equipment, communications and security to enhance staff safety and productivity. Identifies and proposes appropriate office accommodations, (i.e., ensures maintenance of premises, security of staff, office premises, equipment and supplies) complying with UN Coherence and Harmonization principles as required. Ensures the acquisition of all expendable and non-expendable property (administrative and/or programme supplies), ensuring that procurement is made according to the organization’s rules, regulations and procedures. Controls inventory, its utilization and disposal.

    Under the auspices of the Inter-Agency Operations Management Team, support approaches for enhancing UN common services to attain efficiencies and effectiveness.

  • Country Programme Management Plan (CPMP) Preparation
  • Contribute to the consolidation and preparation of the finance, budget and administrative components of the CPMP; participate in the review of office structures and operations, and compilation of required job descriptions, prior to budget preparation, in line with the country programme commitment; contribute to the preparation of budget and the accompanying justification and documentation. Participate in the country programme strategy, development, planning and preview/review meetings, to identify staffing and administrative operational requirements.

  • Compliance and Internal Control
  • Monitor and manage budget process. Ensure all other operational reporting requirements are fully met for the office. Monitor compliance with all operational systems and procedures and ensure integrity in all financial and other administrative operations of the office.

    Serve as the focal person for office management indicators; ensure accuracy, promptness and appropriateness of information, and reports to the Head of Office and Headquarters; in collaboration with the Deputy Representative, ensure the implementation of agreed audit recommendations; advise on corrective measures to be taken and establish relevant internal controls.

  • Staff Learning and Development
  • Develop training activities to ensure effective operational performance and efficiency. Develop and implement effective staff learning and development programme activities for both programme and operations staff on operational matters for capacity building drawing on knowledge institutions partnership as relevant. Plan and conduct operations workshops for staff’s competency building, staff development, learning and career development. Provide coaching and counselling to the staff on performance enhancement/development.

  • Partnership, Coordination and Collaboration
  • Maintain good working relations with government counterparts; Arranges operational facilities and basic cooperation agreements with government authorities, (e.g., customs, visas, protocol, receipt of contributions, security, accommodations, privileges and immunities.). Ensure adherence to financial regulations and rules pertaining to Cash Assistance to Government (CAG) by Government and all implementing partners.

    Cooperate and coordinate with other UN agency counterparts in the UN reform initiatives (including Harmonized Approach Cash Transfers (HACT) capacity building of IPs, common services and premises agenda, etc.)

    Assist Head of Office in finance, human resources and administrative matters providing technical advice on all operational submissions for the approval of the Regional Director; brief office staff on financial, human resources and administrative policies and procedures providing authoritative advice; provide technical guidance and oversight to junior Operations staff in country offices and swiftly resolve operational issues.

    Liaise with the HQ Divisions or the Regional Office to obtain guidance on policy interpretation and applications in the area of operations; advise on the applicability of new policy directives to country operations. Make sound recommendations on the improvement of systems and internal controls, planning and restructuring and resolution of sensitive issues and problems, taking into account the prevailing conditions in the locality.

    Establish and maintain all consultative and management committees; Organize and train or brief committees in compliance with the guidelines.

    Collaborate with senior Programme Officers and country office staff providing operational solutions in support of programming activities while maintaining sound internal operational controls.

    Represent the office in meetings with local banks and administrative suppliers; negotiates locally issued contracts as well as in meetings with other UN Agencies to coordinate operational matters and activities, including harmonization of the UN common system.

    Represents UNICEF in the local salary survey committee and fully participates in all processes of the salary survey review and administration to ensure the methodology is applied correctly throughout.

    Coordinate promptly with the Regional Office, the Head of Office, Programme Officers and other staff in the country office for security-related issues and emergency operations. Provide operational support to emergency preparedness and emergencies. Inform and update all staff members in the country office on security related issues and emergency operations.

  • Lead the overall design and implementation of behavioural and social change strategies and activities through cross-sectoral consultation, gathering and analysis of evidence related to behaviours and practices, and through building close relationships with key government partners.

Among these high-profile individuals a handful are identified whose recognition level extends beyond national borders and co-ordinate closely with DOC and the regional office in extending their impact and use beyond national borders.

  • Manage a country communication team that effectively develops, maintains and updates celebrities contact list/database.
  • In close co-ordination with DOC’s celebrity relations staff, identify, develop, maintain and grow relationships with personalities with reach beyond national boundaries for local and global use.
  • Establish, document, review and refine process of working with celebrities, including special events, media opportunities, field trips etc.
  • Participate in global advocacy activities by planning visits of Goodwill Ambassadors, National Committee representatives, Executive Board members etc. including preparing information materials (e.g., press releases, programme summaries, country fact sheets and media kits), and necessary logistic arrangements. Apply country communication resources to highlight the achievements of the country programme. Maintain close collaboration with RegionalCommunication Advisers and HQ Communication Officers for effective overall coordination.
  • Monitor and evaluate results and effectiveness of working with celebrities and share results and findings with regional and HQ communication colleagues.
  • 6. Global priorities and campaigns

    In addition to local/national campaigns, ensure that the Country Office has an effective process in place for integrating and taking action on UNICEF’s global communications priorities and campaigns, both disseminating these elements in a locally-appropriate way, as well as providing/enabling coverage of the work in the country for global use.

  • Manages the work of the country communication team to include support for UNICEF’s global communications objectives and strategies through development of complementary country specific and local community materials and activities.   • Build the Country Office communication capacity to independently produce, transmit and distribute content in multiple media formats – print, photos, audio, video, web etc. – for local and global use, adhering to the quality standards and production guidelines set by DOC.
  • Assist the Programme Communication Officer in the development of communication tools and/or strategies.
  • Identify opportunities to strengthen the capacity of partners through appropriate advocacy and communication training, access to information, supplies and equipment and through knowledge sharing.
  • 11. Advisory support and communication for strategic results

    Implementation of UNICEF programme (regional) plans, ensuring communication on gender and equity issues are mainstreamed across all programmes.

    12.Emergency preparedness and response plans addresses gender issues that may be expected to intensify during emergencies.

    Qualifications of Successful Candidate

  • Advanced university degree in Communication, Journalism, Public Relations or other related fields of disciplines. A first level university degree (Bachelor’s) in combination with two (2) additional years of demonstrated professional experience in the field of journalism, communications, external relations, public affairs, public relations or corporate communications may be accepted in lieu of the advanced university degree.
  • Ten years of progressively responsible and relevant professional work experience.
  • International and national work experience in both developed and developing countries.
  • Professional experience in communication, print, broadcast, new media.
  • Background/familiarity with Emergency situations.
  • Fluency in English and Spanish. Fluent Portuguese highly desirable.
