This position is based in WFP’s Regional Bureau in Panama, within the Programme Unit. The job holder will have a Programme Policy profile and will report to the Country Strategic Planning Consultant.

JOB PURPOSE

To provide support to the implementation of WFPs Integrated Road Map (IRM), which comprises: (1) the WFP Strategic Plan (2017-2021), (2) the policy on Country Strategic Plans, (3) the Financial Framework Review and (4) the Corporate Results Framework. Together these four pillars will allow the organization to design and deliver coherent portfolios, instead of a project-based approach. Under this new approach, Country Offices will be better positioned to support the countries in which WFP operates through an increased emphasis on maximizing and measuring results within country strategic plans.

The Programme Associate will focus on providing support to Country Offices in transitioning to the Coutry Strategic Plan (CSP) frameworks aiming to outline WFPs contribution to achieving zero hunger at a country level.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical and project management support to programme unit and assist in the development and implementation of various activities and processes within the CSP framework in support of the CSP Consultant and the RBP Programme Unit;
  2. Prepare reports and collect information from various sources within WFP system (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control;
  3. Support accurate tracking of funds related to CSP formulation allocated to COs and RB and provide regular analysis and updates;
  4. Liaise with COs on all administrative aspects related to Regional Bureau missions within the IRM framework;
  5. Ensure and/or perform accurate, timely recording of data within the Programme Unit area of responsibility with the IRM framework and consistency of information presented to stakeholders;
  6. Support the CSP consultant in the design of methodologies and approaches to CSP formulation missions and other programme support missions;
  7. Support communication aspects related to coordination between COs, Regional Bureau and Headquarters, including translations;
  8. Support efforts to strengthen staff capacity in COs and RB on all isssues related to the formulation of CSPs;
  9. Track CO progress within IRM processes basing on previously specified programmatic objectives; and
  10. Others as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has worked with technical teams in the area of food security programming or other aspects of humanitarian and/or development work.
  • Has contributed to implementation of programmes.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

  • Professional Experience: Minimum 5 years of relevant experience in programme. Previous experience with WFP or another organization working on food security or development issues in the region is desirable.

The Regional Bureau for Latin America and the Caribbean (RBP) provides strategic guidance, technical support and direction to WFP country operations in the region. WFP RBP is strenghthening its approach to manage strategic oversight and implementation or regional and national-level initiatives on preparedness and response (EPR), with a specific focus on cash-based transfer (CBT) as well as with linkages to asset creation, resilience and national social protection. This position will support the Operations Team (OpT) within the programme unit of the Regional Bureau, with frequent travel in the LAC Region. The National Officer will report directly to the Regional Programme Advisor. The Officer will also closely work with UN Agencies, partners and in particular regional or sub-regional organizations.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. To assist the Operations Team in providing technical support to Country Office and strategic orientation in all emergency preparedness and response actions;
  2. To develop CBT EPR plans, proposals and budgets in consultation with other relevant units in the Regional Bureau;
  3. To build capacity to WFP, government counterparts and cooperating partners on CBT and EPR in the region;
  4. To support Country Offices to ensure full CBT preparedness for emergencies, including cash delivery mechanism preparedness;
  5. To provide Country Offices within the Region with technical advice and guidance in the appropiate use of CBT as transfer modalities in food assistance programmes and advise them regarding compliance with the internal Business Process Model;

STANDARD MINIMUM QUALIFICATIONS

Summary: The Open Algorithms (OPAL) is looking for a Technical Project Lead to begin as soon as possible for 12 months (with the first 1-month being a trial period).

About the project: The Open Algorithms (OPAL) project is a socio-technological innovation to leverage private sector data for public good purposes by “sending the code to the data” in a privacy preserving, participatory, scalable and sustainable manner. It has two main objectives: providing a far better picture of human reality to official statisticians, policymakers, planners, businesses, and citizens, while enabling greater inclusion and inputs of all members of societies on the kinds and uses of analyses performed on data about themselves. OPAL, developed by a consortium composed of Data-Pop Alliance, Imperial College London, the MIT Media Lab, Orange, and the World Economic Forum, builds on years of work of this group and others, and is a key milestone towards realizing a vision where data is at the heart of societal development around the globe, in support of the UN Sustainable Developments Goals and democracy.

OPAL will start with pilots in Senegal and Colombia with funding from the Agence française de développement (AFD), provided to the Overseas Development Institute (ODI), in partnership with their National Statistical Offices—ANSD and DANE—and leading local telecom operators—Orange- Sonatel and Telefónica Colombia. In its initial phase of OPAL’s deployment, requests for predetermined indicators—e.g. population densities—will be sent via the platform through predeveloped algorithms running on the companies’ data servers, behind their firewalls, in a privacy preserving manner, and results will be made available via an interface. Local engagement and empowerment will be central to the development of OPAL: needs, feedback and priorities will be collected and identified through local workshops and discussions, and their results feed into the design of future algorithms. These algorithms will be open, therefore subject to public scrutiny and redress. A local advisory committee on ethics and development—*CODE* in French and Spanish—will provide guidance and oversight to the project, to ensure it abides by key ethical principles. In addition, training will be delivered around the project to foster its use and diffusion as well as capacities and connections more broadly.

About the position:

The technical project lead will be responsible for coordinating the development of the platform, supporting the users of the platform, and the installation in local countries with key partners. They will be critical in coordinating between the platform development team in London (Imperial College), the MIT team in Cambridge, and telecommunications operators in Senegal and Colombia.

Key activities include:

  • Leadership role in the platform installation, support to telecommunication operators, algorithm development, and support of the platform users.

  • Support technical efforts of and liaise with the telecommunication operators in-country especially at the time of installation and launch of the platform. Senegal will be deployed first and then Colombia. Support the local teams working with the platform (e.g. explain to partners how to use the API and algorithms, provide user support) and refer unresolved questions to the development team.

  • Liaise with all partners and stakeholders regarding technical aspects of using the OPAL platform, including: algorithms and use cases.

  • Support the definition and planning of the general OPAL workstream including definition of timeline and resource requirements with key technical partners.

o Coordinate daily with the rest of the global OPAL team as well as frequently with local OPAL teams in English, French, and potentially Spanish.

  • Monitoring of platform usages and performance and follow-up in countries and assistance as needed

o Contribute to design of testing protocols.

  • Clarification of Technical Requirements, and ensuring compliance of requirements.

  • Participate in the meetings of the OPAL Global project.

3. About you

• Experienced professional with 3-5 years of work experience in a technical lead position and proof of successful past experience in a similar position including experience interacting with end-users and manage project launches

• Academic background in computer science, engineering, or a similar field with ability to code in python and use APIs, work and manage a Linux environment.

• Interest in development issues and developing countries contexts, including Africa and/or Latin America. Time spent in developing countries is a plus

• Excellent writing, facilitation and organizational skills

Context:

Under the direct supervision and guidance of the Regional Director for Central America, North America, and the Caribbean and the thematic oversight of the Migration, Environment and Climate Change (MECC) Head of Division at Headquarters (HQ), the successful candidate will act as a regional thematic resource person. S/he will monitor and analyse regional thematic trends; support regional thematic project development, and review and endorse projects related to his/her thematic area in the Central America, North America, and the Caribbean region.

The MECC Thematic Specialist will directly coordinate work with the MECC Focal Point based in the Regional Office for South America in Buenos Aires who reports to the Regional Director for South America. S/he will contribute to the development of MECC activities led by Regional Office for South America.

Core Functions / Responsibilities:

  1. Act as a thematic resource person providing capacity building, training, and general support to Country Offices (CO) in the region. Contribute to building the capacities of IOM staff in the thematic area of MECC and to mainstreaming environmental and climate change dimensions in other relevant thematic areas.

  2. Contribute to determination of regional strategies in MECC thematic programming with Field Offices and Member States, provide technical input for the development of complementary national strategies and connect the MECC field to other migration relevant policy and practice areas.

  3. Act as the main counterpart to the MECC Division in Headquarters (HQs), ensure coordination, knowledge exchange and information flows between MECC Divisions, and the regional offices.

  4. Provide technical guidance and information to governments and other agencies working with migration, environment and climate change issues and strengthen the knowledge base relating to thematic area. PCI is recruiting for a Chief of Party (COP) to lead an anticipated multi-million dollar USAID-funded project designed to reduce social conflict and improve social cohesion by bringing together diverse sectors and stakeholders within communities to identify and address the main drivers of social conflict at the familial, community, and municipal levels. By building partnerships between communities and governing institutions (both statutory and traditional), and strengthening governing institutions and non-governmental capacity to respond to local conflicts, the project will increase social cohesion within and between communities to reduce social conflict and increase confidence in governing institutions.

The COP is responsible for the overall implementation of the project, and s/he provides technical and administrative supervision to the project. The COP will oversee coordination with key stakeholders (including the GOG, civil society, the private sector, and others) and lead preparation and oversite of any subcontract. Additionally, the COP will be responsible for communications with USAID, for publicly representing the project, and for liaising with the GOG and other institutions/stakeholders on issues related to rural and community development in Guatemala, particularly in the Western Highlands.

Primary Responsibilities:

  • Provide an integrated vision and lead execution of inter-related components in local capacity strengthening, community mobilization, public-private partnership development, and conflict resolution. These areas of intervention will be tailored to each of the following sectors: youth and families, governance, land rights, and extractive and natural resources.
  • Provide strategic leadership through vision, continuous improvement of quality, innovation and establishing a results-driven-management system.
  • Mentor senior technical staff to develop standard operating guidelines, quality assurance and control systems, milestones, successful startup and efficient technical service delivery mechanisms.
  • Provide strategic oversight for all activities and ensure to cost-effectively achieve project objectives.
  • Propose and implement innovative and state-of-the-art ways to facilitate community development through the promotion of security, community organization and improved coordination and involvement of local authorities.
  • Oversee partners’ and sub-grantees’ performance by establishing accountability mechanisms in program, finance, commodity and data quality management.
  • Develop systems to identify operational risks and their management and to reduce risks in project implementation.
  • Establish a culture of evidence-based decision-making and data driven analytics through a well-developed monitoring and evaluation system.
  • Assure good financial management of the project (e.g. budget execution, program-finance linkages, monitoring and reporting processes and procurement systems) and adhere to PCI and USAID financial policies and procedures.
  • Oversee total compliance to PCI and USG regulations in all aspects of program implementation.
  • Lead in establishing excellent communication protocols and working relationships with Government, donors, partners and other stakeholders.
  • Establish a work culture that respects and prioritizes the needs of communities, especially the most vulnerable.
  • Lead in managing human resources through recruitment, mentoring, setting performance objectives, rewarding and training project team members.
  • Actively engage in PCI’s effort to embed innovation and support the project team in doing so as well.

Qualifications:

  • Minimum of 7 years of senior management experience responsibility with progressively increasing responsibilities managing development projects.
  • Experience managing complex, multi-million dollar contracts and/or cooperative agreements funded by the US Government.
  • Demonstrated delivery of strong results in a COP role.
  • Experience in Latin America, with preference for recent work in Guatemala.
  • Post-graduate degree in development studies, international relations, public policy, government, or a related field.
  • Relevant technical expertise in local capacity strengthening, community mobilization, public-private partnership development, conflict resolution, or other related fields.
  • Preference for experience working in any of the following sectors: youth and families, governance, land rights, and extractive and natural resources.
  • Experience working with senior government officials and building consensus among diverse actors, including NGOs (local and international), representatives of civil society, the private sector and USAID partners.

Primary Responsibilities:

  1. II. Background

Catholic Relief Services (CRS) is recruiting a Director for its Honduras Center for Conservation Agriculture (CCA) Project, a 7-year program that will contribute to wide-scale adoption of conservation agriculture in Honduras for increased livelihoods resiliency for famers and their families. The Project director will guide the CCA through its initial conformation into a sustainable center that will provide long-term technical services for conservation agriculture, both within and outside of Honduras. This effort builds on previous CRS investments in the Global Water Initiative, Blue Harvest, ProSoils, and Water Smart Agriculture. The Director will provide strategic and program leadership to a team of both internal and external experts, and will establish the relationships and guide the development and implementation of a business model that will lead to the long-term viability and impact of the CCA.

  1. III. Job Summary

The Project Director will provide the vision and overall leadership to the program team. S/he will be responsible for overseeing the overall management of the project including the quality of programmatic implementation (including research, monitoring, evaluation and learning) and administrative elements of the project, including establishment and implementation of a viable business model, and monitoring the budget.

The Project Director will also serve as the primary point of contact in country with government actors, the private sector, and non-government stakeholders. He/she is responsible for ensuring compliance with the donor grants including oversight of budgets, finance and administration, and donor reporting. The Project Director is responsible for ensuring that project results are achieved on time and on budget, including strategies for phase out and sustainability; and that the budget is consumed as planned

The Project Director will be a senior leader from the agricultural development sector, with a business vision, and will be responsible for leading all aspects of the development, implementation and consolidation of the Center for Conservation Agriculture project, including ensuring that the project contributes to the thought leadership of the industry and positions the CCA as a catalyst for widespread adoption of conservation agriculture. The Project Director is also responsible for leveraging this position for future growth within this sector for CRS.

The candidate will operate within the organizational structure of CRS. The successful candidate will also be responsible for representing the project to major stakeholders, especially donors and key relevant ministries within the country.

  1. IV. Primary Job Responsibilities

Program Quality

  • Lead the design and implementation of the Honduras Center for Conservation Agriculture Project with an innovative program lens, designing pilot solutions to existing development issues.
  • With key program staff and stakeholders, ensure program’s strategic objectives and results are fully accomplished and meet expected technical quality standards through annual and quarterly activity planning and budget forecasts.
  • Ensure that vision and plans for the program are innovative and are in line with CRS agency and country program strategies, as well as with Honduran government priorities.
  • Lead quarterly technical review of implementation plans for the CCA and ensure appropriate actions are taken to meet implementation timelines and commitments.
  • In collaboration with program staff, provide guidance and technical oversight to collaborating agencies to ensure that best practices and lessons learned are documented and disseminated.
  • Coordinate with M&E department to oversee the design and implementation of the program’s monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting of project performance and outcomes. Ensure that M&E lessons learned are incorporated into the project design and activities.
  • Ensure coordination with the Technical Advisors for the design and implementation of scientific research components of the project.
  • Integrate project interventions with other CRS programs as appropriate through linkages with other service providers.
  • Ensure that processes are anchored in a business model approach with the integration of key CRS models such as, the Holistic Organizational Capacity Assessment Instrument (HOCAI), Integral Human Development (IHD), the Justice Lens, the Gender Lens and CRS Guiding Principles.

Management

  • Ensure staff compliance with CRS administrative and operational procedures and policies, as well as donor procedures, policies and regulations.
  • Approve program expenditures, budget adjustments, and cost modification requests to donors.
  • In coordination with the Business and Finance Specialist, ensure accurate and timely financial reports, carry out quarterly financial tracking and reporting system, review the budget comparison report to ensure that spending and program implementation is aligned, while analyzing the progress toward program goals and against burn rates. Proactively identify and address financial issues and concerns.

Representation and Communication

  • Seek out opportunities to represent CRS programming in international circles and highlight the innovative work under the Center for Conservation Agriculture.
  • In collaboration with CRS supervisor, act as primary program contact to donor and other local and international stakeholders, and be responsible for addressing all program matters.
  • Represent CRS at external meetings with international and domestic stakeholders.
  • In specific instances, prepare and deliver presentations of the project ongoing activities, challenges/opportunities, and results achieved.
  • Strengthen linkages with existing and potential partner agencies.
  • Oversee the development and implementation of program communication strategies and materials, including compliance with donor’s branding and marketing requirements as well as CRS marketing and communication procedures.
  • Collaborate effectively and regularly with regional/HQ management and technical advisors, especially with regards to sharing and reviewing important communication with the donor.
  • Seek and follow through on opportunities for income generation, complementary funding, and proposal development to sustain CCA operations and services

Human Resources

  • Manage recruitment portfolio for the Center, in collaboration with Human Resources Department and CRS country program management, orient, and support the professional development of supervisees, providing timely, respectful feedback.
  • Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
  • Supervise and coach the program team to meet program objectives.
  • Oversee the management of the relationship with partner organizations, ensure regular communication and organization of review/planning workshops.
  • With program staff, lead the identification of performance gaps and training needs of CRS and partner staff and ensure the design and delivery of high quality training, technical assistance, and administrative and financial support to all partner agencies, including the selection and coordination of consultants.

  • V. Knowledge, Experience, Skills and Abilities

  • Bachelor’s Degree in Agriculture with advanced degree in business management administration, economic development or international economics (or equivalent combined experience).

  • Minimum of 10 years’ progressive experience in agriculture program management and leadership with experience in sustainable production, agricultural production machines and equipment, irrigation and at least working knowledge of conservation agriculture; experience in environment a plus

  • Strong commitment to agricultural field work and frequent engagement in field

  • Experience in managing visible, complex, high value projects at a national level.

  • Demonstrated ability to engage with a wide range of key actors, including private sector, national government agencies, academic and research entities, other NGO peers, and small-holder farmers

  • Experience designing and managing financially viable agricultural services a plus.

  • Excellent leadership, planning, analytical, communication, research and technical skills, with a proven ability to prioritize multiple work demands

  • Proven ability to think and lead strategically and creatively

  • Excellent team coordination skills; strong interpersonal and supervisory skills; ability to build and motivate diverse and talented teams

  • Experience in budgeting and budget management.

  • Excellent oral and written communication skills; critical thinking and analysis for innovation, learning and reporting

  • Cross-cultural sensitivity, patience and flexibility; ability to work with people of different perspectives, good judgment.

  • Proficiency in Microsoft Office, Word, PowerPoint, Excel and Outlook.

  • Applications from Nationals of Honduras or Central America strongly preferred.

  • Willing to live in commuting distance from the Project location.

  • Supervisory: Supervises the Honduras Center for Conservation Agriculture project team members including the Business and Finance Specialist and Research & MEAL Advisor.

  • *Internal:** Country Program management and technical staff, LACRO Regional team, Agricultural Livelihoods and Water staff in PIQA, MEAL staff in PIQA, other technical and strategy advisors.

  • External: Government officials (Honduras Commission on Climate Change, municipal government leaders); university and other researchers; multi-lateral agencies, donors, and NGO leaders; private sector leaders in various agriculture-focused industries; potential donors and investors for the CCA.

Travel Requirements: This position will require travel nationally and internationally as up to 30% of the time.

Foreign Language Requirements: Advanced fluency (reading, writing, and speaking) in English & Spanish. Excellent English writing skills required.
