ORGANIZATIONAL CONTEXT
This position is based in WFP's Regional Bureau in Panama, within the Programme Unit. The job holder will have a Programme Policy profile and will report to the Country Strategic Planning Consultant.
JOB PURPOSE
To provide support to the implementation of WFPs Integrated Road Map (IRM), which comprises: (1) the WFP Strategic Plan (2017-2021), (2) the policy on Country Strategic Plans, (3) the Financial Framework Review and (4) the Corporate Results Framework. Together these four pillars will allow the organization to design and deliver coherent portfolios, instead of a project-based approach. Under this new approach, Country Offices will be better positioned to support the countries in which WFP operates through an increased emphasis on maximizing and measuring results within country strategic plans.
The Programme Associate will focus on providing support to Country Offices in transitioning to the Coutry Strategic Plan (CSP) frameworks aiming to outline WFPs contribution to achieving zero hunger at a country level.
KEY ACCOUNTABILITIES (not all-inclusive)
- Provide technical and project management support to programme unit and assist in the development and implementation of various activities and processes within the CSP framework in support of the CSP Consultant and the RBP Programme Unit;
- Prepare reports and collect information from various sources within WFP system (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control;
- Support accurate tracking of funds related to CSP formulation allocated to COs and RB and provide regular analysis and updates;
- Liaise with COs on all administrative aspects related to Regional Bureau missions within the IRM framework;
- Ensure and/or perform accurate, timely recording of data within the Programme Unit area of responsibility with the IRM framework and consistency of information presented to stakeholders;
- Support the CSP consultant in the design of methodologies and approaches to CSP formulation missions and other programme support missions;
- Support communication aspects related to coordination between COs, Regional Bureau and Headquarters, including translations;
- Support efforts to strengthen staff capacity in COs and RB on all isssues related to the formulation of CSPs;
- Track CO progress within IRM processes basing on previously specified programmatic objectives; and
- Others as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has worked with technical teams in the area of food security programming or other aspects of humanitarian and/or development work.
- Has contributed to implementation of programmes.
- Has observed or assisted with policy discussions.
STANDARD MINIMUM QUALIFICATIONS
- Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
- Language: Fluency (level C) in Spanish and English language. Evaluation of written and spoken English may include an assessment exercise.
- Professional Experience: Minimum 5 years of relevant experience in programme. Previous experience with WFP or another organization working on food security or development issues in the region is desirable.
