Overview:
IBTCI is currently seeking a Monitoring Specialist (Guatemalan National) to support the upcoming USAID/Guatemala Metrics Project. The Metrics Project (Metrics) will provide monitoring, evaluation design, and learning support services to the USAID/Guatemala Mission. The overall purpose of this project is to enhance USAID/Guatemala's monitoring and evaluation (M&E) and learning systems and capacity for accountability and adaptation across or within projects and activities. Generally, Metrics will provide services that fit into three areas: (1) Evaluation Design, (2) Performance Monitoring, and (3) Learning and Adaptation.
The period of performance is expected to be 5 years and is expected to be based in Guatemala. The position is contingent upon a successful award.
Essential Duties/Tasks and Responsibilities:
§ Support the performance monitoring needs of USAID and implementing partners.
§ Support the development of Performance Management Plans development, activity-level and IR-level MEL Plan development
§ Support the development of data collection methodology and the conducting data quality assessments.
§ S/he will provide technical assistance to the team to support them while carrying out their in-country activities.
Required Knowledge, Skills and Abilities:
§ Guatemalan National
§ Previous experience with performance monitoring for USAID-funded programs.
§ English and Spanish fluency required in speaking, writing, and reading.
§ Strong experience in social science research methods.
Minimum Requirements:
§ At least 8 years of demonstrated experience in in performance monitoring, including supporting performance management plan development, data quality assessments, and/or participatory data collection methods.
§ Familiarity or experience with USAID M&E procedures; and ability to travel in country.
§ Excellent organization and writing skills and a demonstrated ability to deliver a quality written product.
§ Excellent oral communication, presentation, and interpersonal skills.
§ Fluency in speaking, reading, and writing English is required.
Education:
Must possess a graduate degree in international development, economics, social science, statistics, or a related field.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position may have supervisory responsibilities.
Travel: Travel within Guatemala is required.
