Evaluation Team Leader and Subject Matter Experts – Dominican Republic

Panagora Group, a woman-owned small business and holder of the USAID/Dominican Republic Monitoring, Evaluation, and Learning Platform contract, seeks team members to carry out a whole-of-project performance evaluation of the USAID/Dominican Republic CLIMA project, which works to reduce insecurity and economic losses caused by the havoc of severe weather events. To achieve this objective, USAID is working with organizations primarily at the municipal level on information management, land use planning, and implementation of small-scale adaptation actions. Additionally, USAID is helping small farmers strengthen their livelihoods and resilience through the implementation of resilient approaches to agriculture, primarily through enhanced cocoa production and processing, and the development of a weather index insurance product. The assignment is short-term, with field work expected to take place in late November/early December.

Panagora Group is recruiting for the following positions:

TEAM LEADER

Qualifications:

· A higher-level degree in international development, management, statistics, environmental science, or a related field

· A minimum of 15 years of experience conducting and managing performance or impact evaluations

· Experience as a team leader of USAID activities

· 10 years’ experience with USAID and other donor funded environmental or agricultural program activities, with a working knowledge of USAID standards

· Excellent reporting, writing, and quality assurance skills

· At least a 4S/4R Spanish language fluency

SUBJECT MATTER EXPERTS

Qualifications:

· A higher-level degree in environmental science, land use planning, agriculture, or a related field

· A minimum of 5 years’ experience in management or monitoring and evaluation of activities related to environmental management at the municipal level or weather-related resilience in the agriculture sector

· Evaluation experience on USAID- funded projects

· Excellent reporting and writing skills

· At least a 4S/4R Spanish language fluency
