Banco Mundial y MINERD lanzan proyecto para mejorar la calidad de la educación

El ministro dominicano de Educación, Andrés Navarro, lanzó hoy con el vicepresidente del Banco Mundial para América Latina y el Caribe, Jorge Familiar, un nuevo proyecto de apoyo al Pacto Nacional por la Educación para mejorar la calidad de educación pre-universitaria. “El Gobierno hizo de la educación una prioridad en la agenda nacional, y ha logrado avances significativos bajo el Pacto Nacional para la Reforma Educativa," dijo Jorge Familiar, vicepresidente del Banco Mundial para América Latina y el Caribe. "Una educación de calidad es clave para que los alumnos salgan de la escuela con las habilidades necesarias para su éxito futuro y el de su país". Según la última evaluación de aprendizaje de los estudiantes en la región, cerca del 78 por ciento de los estudiantes dominicanos de tercer grado no logró un nivel básico de competencia básica en lectura, y el desempeño del 90 por ciento de los estudiantes estuvo por debajo del nivel básico en matemáticas en 2013. Esto a pesar de haber sido el país que más avanzó en las pruebas regionales entre 2005 y 2013. Para ayudar a mejorar el aprendizaje en la educación pre-universitaria, el Proyecto de Apoyo al Pacto Nacional hará lo siguiente:Apoyar las políticas docentes para mejorar la calidad de la instrucción en el aula;Mejorar el sistema de evaluación de los alumnos para dar seguimiento y apoyar programas de formación de profesores;Mejorar los estándares del programa de atención a la primera infancia, Quisqueya Empieza Contigo; yPromover y facilitar la descentralización de la gestión de la escuela pública. Malaria is one of the world’s most important causes of illness, death, and lost economic productivity. Over the past decade, dramatic increases in donor funding have facilitated scale-up of effective interventions to prevent, diagnosis, and treat malaria. This investment has successfully reduced the burden of malaria in many settings, and some countries have begun planning to eliminate it altogether. Yet these gains are fragile: global funding for malaria remains short of what is needed, last decade’s rapid growth in malaria financing appears to have halted, and resistance to insecticides and drugs threatens to set back efforts. The great majority of the growth in funding for malaria programs has come from potentially volatile international donors rather than from domestic contributions, making the sustainability of recent gains an open question.

CHAI provides direct management and technical support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

The Country Associate will:

  • Work with the National Malaria Program in the target country and the CHAI global malaria team to conduct a rapid country assessment to identify the technical, operational and financial requirements for sustainably achieving elimination

  • Lead the assembly and compilation of epidemiological, operational, and financial data

  • Coordinate evaluation of program processes, capacity, guidelines and field activities to define implementation barriers and identify areas that require strengthening to achieve elimination

  • Build strong working relationships with key stakeholders across government and non-governmental organizations

  • Work with the CHAI Regional Manager to develop a country work plan for delivering a coordinated program of support to the National Malaria Program

  • Support the National Malaria Program on the reorientation of their program towards elimination, specific activities will include:

  • Revising national malaria strategic plan

  • Updating national guidelines and policies to align with global elimination recommendations

  • Developing detailed operational plans, SOPs and associated training materials to build government capacity and support effective execution of malaria program

  • Identify key impediments to the successful execution of malaria elimination plans and work with malaria programs and other partners to develop solutions to rapidly address those bottlenecks

  • Work with the MoH and partners to accelerate introduction and uptake of new tools and diagnostics

  • Serve as a trusted adviser to the government on malaria elimination

  • Provide program and budget updates for progress reports and best practice sharing

  • Compile inputs and draft necessary presentations/reports for internal stakeholders and donors

NPA has over the last year been tasked by the Colombian government and the FARC-EP to lead and coordinate a demining pilot project as part of the ongoing peace negoations; this in order to build trust between the parties and the people of Colombia, in addition to reducing the level of risks that landmines and other UXOs pose. NPA is currently building its national capacity and is looking to strengthen its team. We are therefore seeking an experienced Technical Field Manager(s) (TFM) with the necessary technical background to provide support to NPAs operations and national capacities.

The position is field based in Colombia, and will require extensive travel time and the ability to work and live in remote environments.

Duties and responsibilities:

The TFM will be part of the NPA Humanitarian Disarmament Team in Colombia. We are looking for candidates that can support on all technical and operational matters related to NPAs operations in Colombia, and candidates that have experience in providing support to national authorities, including but not limited to:

  • Lead, prioritise and quality assure survey and clearance operations of landmines and other Explosive Remnants of War; Non-Technical Survey, Technical Survey, Clearence, Battle Area Clearence, Explosive Ordnance Disposal, Impact Assessment.
  • Assist in recruitment and training of national staff or partners required for the implementation of the programme.
  • Liaise with local, national and international agencies, represent NPA in a professional manner and brief stakeholders on NPA operations as required.
  • Provide progress reports on technical, operational and administrative matters as required.
  • Any other task or duty as assigned by the Operations Manager or Country Director.

Required qualifications:

Must have an understanding and working experience with the land-release concept in a mine action programme or capacity building of authorities within mine action. Good communication skills are required along with the ability to motivate staff.

  • Relevant higher education or equivalent military qualifications.
  • Proven ability to lead, manage, develop and motivate a team.
  • Experience from setting up Mine Action operations Quality Mangement Systems.
  • Mine Action and/or Explosive Ordnance Disposal (EOD) background, with a minimum of two years international experience.
  • Experience from project planning, implementation, follow up and reporting.
  • Experience of managing logistics, finance and human resources is an advantage.
  • Previous working relations with national authorities, military forces, partners and/or donors is an advantage.
  • Written and verbal proficiency in English.
  • Written and verbal proficiency in Spanish is an advantage.
  • Driving licence.
