Homicide rates are among the highest ever recorded in the region and are as deadly as many contemporary armed conflicts such as Syria, Iraq and Afghanistan. Disappearances, forced recruitment into gangs, and the sexual exploitation of women and girls also form part of the pattern of violence. The overwhelming majority of survivors of sexual violence are between the ages of 10 and 19 years. The scale and severity of the epidemic of violence has caused people to flee their homes and seek international protection in record numbers. According to UNHCR roughly 164,000 refugees and asylum seekers have been forced out of the Northern Triangle of Central America (NTCA) with reports of over 700,000 internally displaced as of 2015.

In response, (following initial assessments to identify gaps in the areas of protection & partnership development), the IRC has decided to open a country office in El Salvador and is launching an integrated protection pilot programme (with possibility of later continuation and scale-up) to help meet the acute needs of people displaced by violence, as well as those returning to the country following deportation. This programme will use innovative approaches to deliver humanitarian programming, primarily through a partnership approach with local civil society organizations.

SCOPE OF WORK The Head of Mission’s core responsibilities will be to: support the start-up and management of the IRC office and activities in El Salvador; represent the IRC to external stakeholders at all levels; develop strategic relationships and engage in the national dialogue around internal movement due to violence, identify and cultivate partnerships/funding opportunities in coordination with IRC teams across the organization; engage in appropriate and coordinated advocacy and communications on relevant issues; and explore and develop IRC’s longer-term presence in El Salvador and the Central American region.

The Head of Mission is responsible for overall leadership and supervisory management of IRC operations in El Salvador, including stewardship of resources, staff safety, security and risk management within a complex operating environment, program quality and accountability, and performance management. The Head of Mission is the IRC’s representative to the Salvadoran government, donors, international organizations, and other NGOs/civil society. S/He will provide overall oversight and guidance for IRC’s presence and implementation of pilot programming in El Salvador, and will be expected to work effectively across the organization to deliver high-quality programs, advocacy and strategic engagement.

Success in this position requires an individual with strong initiative and a demonstrated ability to lead teams and work effectively with colleagues/functions based in different locations, and represent the IRC and our work to a range of internal and external audiences (including media relations). Additionally, the Head of Mission will be expected to have exceptional communications and risk management skills and proven experience in developing networks and building partnerships.

The Head of Mission will be directly responsible for the overall coordination and strategic direction of the program, providing supervision and coaching for line reports, leading teams to deliver responsive, high-quality technical support to the efforts of actors working with displacement within the country including civil society, government, and NGOs, ensuring efficient management of funds for results, compliance and high-quality, timely reporting, and oversight of financial management systems.

Based in San Salvador, the El Salvador Head of Mission will report to the Director of the Emergency Unit in New York. The post will receive support from headquarters/regional staff in the areas of program quality, new business development, safety and security management, finance, and operations management.

The Head of Mission will have a small core team under his/her direct supervision during the pilot phase of the operations in El Salvador, including a Senior Program Manager (Protection), Finance Manager, Safety and Operations Manager, HR Officer, and an Admin and Procurement Officer.

RESPONSIBILITIES Leadership and Representation

  • Establish and lead the country program by maintaining open and professional relations with colleagues, promoting a strong team spirit and providing guidance, oversight and resources to enable staff to perform successfully;
  • Initiate and sustain strong, mutually beneficial and authentic partnerships with organizations in El Salvador;
  • Seek out and pursue opportunities to raise the profile of the work of the IRC and its partners in El Salvador, as well as the lives and needs of the people the IRC seeks to serve;
  • Play a leadership role in efforts to improve coordination around issues and needs related to people displaced by violence.

Strategic Direction, Program Quality, Partnerships and Growth:

  • Set the strategic vision and direction of the program to develop the highest quality technical assistance that is adapted to the Salvadoran context;
  • Align programming to the IRC’s mission and strategy, sectoral expertise and technical standards;
  • Remain current on national, regional and international issues impacting the program and partners, and develop responsive strategies to ensure the IRC’s mission can be carried out appropriately in rapidly changing contexts;
  • Ensure program alignment with and involvement in meeting regional and global objectives;
  • Identify opportunities for appropriate expansion and growth of programs following the pilot period of operations in country, supported by the acquisition and investment of human resources;
  • Develop and maintain a high level of understanding of donor priorities, country plans and planned funding initiatives;
  • Maintain and expand participation with key donors, host government, local stakeholders and relevant policy and coordinating bodies.

Fundraising and Budget Management

  • Ensure submission of appropriate, timely high quality proposals and lead required donor negotiations;
  • Monitor and identify appropriate sources for match fund requirements and coverage of funding gaps;
  • Provide timely and effective oversight of the financial position of the country program including identification and implementation of required changes to match funding levels;
  • Maintain effective and coordinated budget monitoring processes for grant funds and discretionary funds.

Security and Operational Management

  • In coordination with the Operations and Security Manager, ensure that the security management plan for the country program is updated and that there is consistent monitoring and analysis of the security environment, along with adherence by all staff to the IRC security protocols and procedures;
  • Oversee the opening of the IRC office in El Salvador, coordinating all operational aspects with support from HQ/Regional departments;
  • Oversee the development, deployment and utilization of IRC’s Global policies including financial and operational policies, procedures, and systems to deliver compliance with IRC and donor requirements;
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews;
  • Model and encourage active practice of the principles of the «IRC Way – Global Standards for Professional Conduct»;
  • Maintain a healthy and empowering office environment that encourages open, honest and productive communication among IRC staff and with partner organizations;
  • Maintain open communications with regional management staff, regional technical advisors, and HQ departmental staff.

Human Resource Management, Staff Development & Retention

  • Develop a positive work environment for all staff supported by a professional level human resource management function;
  • Support and hold management staff accountable for providing staff development opportunities and planning;
  • Work with regional or HQ HR staff to identify and implement recruitment and retention strategies.

Qualifications

  • University degree in related field or equivalent experience.
  • 8 years’ experience leading complex emergency response projects and/or programs requiring extensive judgment and interpretation. Professional experience in the Northern Triangle region is required, experience in El Salvador is preferred.
  • Strong initiative skills
  • Proven abilities in all aspects of project design and implementation including start-up phases
  • Demonstrated ability to support coordination of peer agencies, local government and community leaders to work effectively towards a common and agreed upon result.

SCOPE OF WORK The Senior Protection Manager will serve as the overall technical lead for the Protection programme and will be responsible for providing strategic direction and vision to the IRC’s protection response in El Salvador as the team launches programming in the country (initial programme to be focused in/around the San Salvador area). The Senior Protection Manager will be responsible for the implementation of all aspects of a quality, protection response combining information sharing, access to information on rights and entitlements, access to services and basic needs assistance, risk reduction, vulnerable case identification and referrals and specialized programming for women and children. The Senior Protection Manager will oversee an initial overall team of 7 staff plus community volunteer focal points during the pilot phase of the project, who will focus on setting up activities in target communities in/around San Salvador, launching and managing an innovative interactive information and referral platform which would include hotline and online chat capacity, support to acute basic need provision (cash-based support) through small grants to existing civil society and NGO partners, and capacity building and partnerships with NGOs/Civil Society serving populations affected by violence within the country.

Based on needs identified during the assessment phase, the Senior Protection Manager will launch programmes building on the initial pilot strategy for the IRC mission in El Salvador, interfacing with technical colleagues in HQ. The Senior Protection Manager will also support fundraising efforts as needed, participate in protection actor coordination meetings, and work closely with the IRC El Salvador Head of Mission to continuously review the implementation strategy for effectiveness and fit for purpose, as well as to support the adaptation of the model for further expansion throughout El Salvador and/or the region, as needed.

The Senior Protection Manager will report directly to the IRC El Salvador Head of Mission.

RESPONSIBILITIES Technical Quality

  • Provide technical and management leadership to the start-up and implementation of the Protection Programme in accordance with best practices and IRC policy
  • Contributes to the development of any revision of the El Salvador Programme Strategy planning and documentation during and at the end of the initial 6-month pilot phase, in consultation with the technical unit and in collaboration with the IRC El Salvador Head of Mission.
  • Provides technical guidance on confidential and safe data collection, case identification, safe information sharing and referral mechanisms in line with internationally recognised best practices.
  • Support, as needed, the identification of key partners working with targeted persons of concern for partnerships based around acute basic need provision (cash programming) and capacity building/programme expansion for protection programming.
  • Support to improve quality of specialized services available in country in addition to contributing to the standardization of protection protocol and SOP’s.
  • Support actions to mainstream cash/voucher assistance into protection programming.
  • Liaise with Violence Prevention and Response Unit technical experts at HQ to ensure program quality.

Coordination

  • Participate in coordination mechanisms at the national, and, as appropriate, at the sub-national, level.

    1 As much as possible, participate in general protection and child protection coordination mechanisms (in the event a separate mechanism exists for women and girls (i.e. GBV task force).

Staff Supervision and Development

  • Directly supervises the Protection Manager (Capacity Building and Monitoring), Information Platform Officer, and the Protection Programme Cash and Voucher Senior Officer (in an overall team of 7 full-time protection staff) and provides quality oversight to and mentoring of the protection teams in the field, including support to volunteer community focal points.
  • Ensure a focus on providing adequate capacity building and training for IRC staff and volunteer community focal points especially in the initial phases of the programme.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
  • Ensure timely completion and submission of monthly timesheets, probation reviews and performance reviews
  • Overall responsible for staff work plans, work and vacation schedules, and staff training/development activities
  • If/as required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies

Articulation of broader Protection Strategy

  • Based on experience during the initial 6-month pilot phase of IRC programmes in El Salvador, support articulation of a broader programme strategy (if indicated) to include considerations for longer timeframe, geographic scale up, and increased direct service provision.

Fundraising against Program Strategy

  • As needed, support the El Salvador Head of Mission to pursue new funding opportunities to deliver on the initial program strategy and/or to support an eventual scale up.

Grant Planning, Implementation, and Reporting

  • Lead the overall implementation of the Protection programme and provide guidance to the protection staff to ensure that stated goals and objectives are met, that the project is appropriately monitored and evaluated, and that project reports are written and submitted in a timely manner
  • Prepare program work plans that meet the program objectives and prepare appropriate operational guidelines for project staff;
  • Ensure that project activities are implemented within the assigned budget parameters, manage all financial aspects of the protection programs, approve relevant expenses and review expenditures, in consultation with the Finance Team;
  • Analyze protection concerns in San Salvador and throughout the country, propose new areas of work to IRC, and participate/lead in proposal development;
  • Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes
  • Ensure regular field monitoring and modifications as required.
  • Ensure IRC and donor reports as per set schedules on grant activities, indicators and achievements are produced in quality.
  • Aid in the adaptation of the program stategy at the midway point of the pilot, support donor reporting and the final pilot project report, as well as aid in the development of any reports/recommendations related to next steps or the continuing strategy for programming in El Salvador.

Other Reporting

  • Provide support to sit-reps, and other reporting as requested by the IRC El Salvador Head of Mission or Technical Unit.

Ad hoc support to Head of Mission

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as needed (in line with IRC security protocols and joint decisions through the Head of Mission and Security and Operations Manager) to maintain/enhance the security environment for IRC programs
  • As needed, support Head of Mission for occasional tasks that may arise that are not detailed above.

Qualifications

  • Advanced degree preferred; in social work, psychology, human rights, international law, social science or related field.
  • Five plus years of experience implementing child protection, women’s protection and/or protection programming in an emergency or complex emergency and security contexts, with demonstrable understanding of the relevance of international humanitarian law and human rights law to humanitarian action; Professional experience in the Northern Triangle region is required, experience in El Salvador preferred.
  • Solid knowledge and understanding of international child protection and women’s protection standards and best practice
  • Applied experience in mental health and psychosocial support programming;
  • Demonstrated experience in capacity building and mentoring of staff, as well as identified partner organisations.

Position Summary:

The field officer (FO) is responsible for supporting operational, technical, logistical, and administrative needs of implementation in the municipality and its surroundings in coordination with the project development officer (PDO). The field officer must support operational, technical, logistic and administrative needs of the program. They guide and supervise the beneficiary communities, from the start date of the agreements underpinning the development of activities until the end of the term, and verify that commitments are met. Responsibilities:

  • Provide technical, administrative, and logistical support during the project’s execution, evaluation, and systematization.

Project Summary: **Colombia Transforma is a program financed by USAID/OTI. Transforma provides support strategically aimed at achieving sustainable peace in Colombia. The initial goal will be to strengthen the institutional capacity of the Colombian government to implement rapid response during the first 36 months after the signing of the peace accords.

Position Summary: The field officer (FO) is responsible for supporting operational, technical, logistical, and administrative needs of implementation in the municipality and its surroundings in coordination with the project development officer (PDO). The field officer must support operational, technical, logistic and administrative needs of the program. They guide and supervise the beneficiary communities, from the start date of the agreements underpinning the development of activities until the end of the term, and verify that commitments are met. The field officer will be based in the municipality of Cúcuta , with a vailability of travel to other municipalities in Norte de Santander as required by the program and with the permission of the supervisor of the contract. The duration of assignment is three (3) months initially, with the possibility of extension.

Responsibilities:

  • Provide technical, administrative, and logistical support during the project’s execution, evaluation, and systematization.
  • Support programmatic and technical aspects of the Colombia Transforma Program. Generating an implementation model through continuous progress and impact monitoring, identifying issues and obstacles, and promptly evaluating solutions for these to maximize the project’s impact.
  • Monitor grants in progress, including but not limited to: Attending grant events, collecting information, and drafting impact and progress reports.
  • Attend grant and activity coordination meetings.
  • Guarantee donor adherence to the grant agreement, implementation plan, and execution timetable.
  • Support monitoring of the program’s development and implementation tasks.
  • Provide donors as much technical assistance as they require during the grant’s planning phase, including the creation of the implementation plan and budget.
  • Develop and maintain kind, professional, and open relations with local partners, counterparts, donors, and local authorities.
  • Assist grant specialists in document processing as needed.
  • Ensure donors submit deliverables and final reports adequately and by the stipulated deadline.
  • Contribute pictures, documents, testimonies, and information to the grant archive.
  • Visit and report on project sites when authorized by the contract supervisor.
  • Contribute continuously to the political analysis and security updates (knowledge of the situational context).
  • Support coordination of the project’s events, conferences, and activities, including logistics and site selection.
  • Develop other tasks as requested by the Supervisor.

Qualifications:

  • Professional or accredited experience in the social sector that includes 3-4 years of experience leading or coordinating community projects.
  • Experience working autonomously, preferably with community development.
  • Experience performing similar roles.
  • Knowledge of the social context in the Norte de Santander department.

Though diet-related Non-Communicable Diseases (NCDs) often manifest themselves in adulthood, they have their origin early in life. Child overweight and obesity, which is increasing globally and particularly in Latin America, affects a child’s immediate health and wellbeing, peer relations e.g. through bullying and discrimination, and opportunities to participate in educational and recreational activities but also contributes to the development of non-communicable diseases throughout childhood and into adulthood.

Eating and lifestyle habits are established early in childhood with learned behaviors often continuing into adulthood. As children and adolescents spend a high proportion of their time in schools both for academic and extracurricular activities the school environment provides excellent opportunities for prevention initiatives. Unhealthy feeding practices, and low nutritional and health literacy are barriers to healthy growth and development and schools should foster a protective and enabling environment for children to reach their full potential.

Fostering an appreciation of quality non-processed food and the development of cooking skills at school and the home environments are considered as key preventive measures, empowering children and adolescents with the knowledge and skills to adopt healthier dietary choices.

To this effect, UNICEF wishes to develop a cooking teaching and learning tool for use by children and adolescents in schools and at home. UNICEF is a key advocate for the protection of child rights, including the right to a healthy growth, and the right to quality education.

PURPOSE OF THE CONSULTANCY

General objective:

UNICEF seeks to produce a cookery book of recipes created by top Latin America chefs, to stimulate consumption of healthy diets, develop cooking skills and promote the social aspect of cooking and eating in primary and secondary school children. The book would be available for free download (pdf form) from UNICEF LACRO website but also available for purchase (hardcopy) from publishers for UNICEF’s fundraising purposes.

Specific objectives:

Under the overall guidance of the Regional Nutrition Specialist and in coordination with the Communication team, UNICEF is looking for a consultant to coordinate the production of a cookery book of recipes created by top Latin America chefs.

Main tasks:

  • Contact Top 50 Latin American Chef association for contact list
  • Prepare introduction letter to be sent to Chefs
  • Prepare agreement for free and unrestricted use of recipes by UNICEF, including rights of sale of printed book for fundraising.
  • Prepare modalities/standards for images/photos of chefs and dishes
  • Contact Chefs and follow up with material and deadlines
  • Prepare media material (documentary style) regarding the book development process. Additional media material on the book initiative and its use

  • Top 50 Latin American Chef contributing:

  • Chef profile (with photo), what prompted their passion for coking and how they developed their career path (max 1000 words) (written in 1st person could be an option)
  • 3 dish recipes. 1 starter 1 main course and 1 dessert. Each recipe should have no more than 500 words and be accompanied by no more than 4 images of key preparation stages and a picture of the final dish. (each recipe to fit in 1 page). Dishes are the own creation of chefs.
  • Recipes:

  • Recipes should be developed for school children and adolescents for preparation in school or at home with basic coking instruments and basic cooking skills.
  • The recipes should be exciting to the palate and to the eye, stimulating an interest in raw ingredients, their origin, preparation and should promote the social aspect of eating.
  • The recipes should promote healthy balanced diets, proposing exciting ways to prepare a variety of foods and, fruit and vegetables.
  • The recipes should promote the use of ingredients local to the chef’s restaurant but also suggest alternatives if an ingredient may be difficult to find in other Latin American countries.
  • The 3 recipes should have sugar, fat or salt content within limits set in WHO guidelines for a healthy diet.
  • Recipes should have different degree of difficulty and preparation times: a) easy requiring no more than 20min. preparation b) medium difficulty with no more than 40min preparation; c) challenging, with no more than 60min preparation.
  • Recipes will be presented in the book in 3 sections (starters, Main courses and Desserts) starting with easier/faster recipes and progressing with more complex/longer preparation times. Given the contribution by several Chefs, the proposed recipes and their degree of difficulty/time needed for each recipe will be discussed with Chefs, to ensure a variety and balance in the recipe collection,

    OBJETIVO GENERAL:
    El objetivo general de esta consultoría es:

    Diseñar una metodología de trabajo adecuada la realidad local, para promover aquellos cambios de comportamiento que más favorecen las uniones tempranas y sus determinantes a nivel individual y comunitario, y acompañar los pasos iniciales de su implementación en comunidades seleccionadas.

    OBJETIVO ESPECÍFICOS:
    A partir del objetivo general, se definen los siguientes objetivos específicos a alcanzar:

    ⦁ Elaborar, en base a la información de estudios previos y utilizando el modelo ecológico, una encuesta sobre los conocimientos, actitudes y prácticas que pudieran promover, justificar o aceptar las uniones tempranas y el matrimonio infantil y sus factores causales asociados (normas y pautas tradicionales de género, embarazo en adolescencia y violencia de género), en zonas priorizadas de un programa piloto, definido por el socio institucional, y coordinar la implementación de la misma. Este diseño debe incluir un modelo de encuesta online, que facilite el análisis posterior de la misma.

    ⦁ Diseñar un marco de monitoreo y evaluación de los cambios que se pretenden lograr en el citado programa piloto en conocimientos actitudes y prácticas, con indicadores, línea de base y metas, de aquellos elementos seleccionados que, en base a la investigación realizada, tengan mayor incidencia en promover o aceptar las uniones tempranas o el matrimonio infantil.

    ⦁ En base a la investigación y selección de aquellos cambios necesarios, preparar y validar materiales educativos y diseñar programas de formación diferenciados para lideresas comunitarias/educadoras que trabajarán con grupos de niñas y adolescentes, en la mejora de su autoestima, y su empoderamiento en distintas facetas vitales, y para los/las promotores que trabajarán con el resto de los actores claves comunitarios (específicos para los distintos actores: adolescentes varones, padres, madres, líderes comunitarios etc.)

    ⦁ Elaborar criterios de selección para lideresas/educadoras/promotores que trabajarán en el programa piloto e implementar los diferentes programas de educación diseñados.

    ⦁ Apoyar técnicamente, acompañar y monitorear la implementación de las primeras intervenciones con las adolescentes, sus familias, la comunidad y los adolescentes varones.

    RESULTADOS ESPERADOS:
    Los resultados que se esperan alcanzar con la implementación de esta consultoría son:

    ⦁ Instituciones gubernamentales clave y UNICEF cuentan con una base de conocimientos sólida, basada en evidencias, sobre cuáles son los conocimientos, actitudes y prácticas existentes, en los territorios seleccionados, que más favorecen el matrimonio infantil y las uniones tempranas y sus determinantes.
    ⦁ Instituciones gubernamentales claves cuentan con un programa piloto de intervención en conocimientos, actitudes y prácticas.

    ⦁ Instituciones gubernamentales clave y UNICEF cuentan con un plan de monitoreo y evaluación de los cambios de comportamiento a promover.

    ⦁ Instituciones gubernamentales clave y UNICEF cuentan con un plan de formación de lideresas/educadores/promotores, para promover cambios sociales y de comportamiento diferenciado según sea su público objetivo (las adolescentes, los varones adolescentes, los padres, las madres, los líderes de la comunidad) y con los materiales necesarios para su implementación.

    ⦁ Instituciones gubernamentales clave y UNICEF tienen al menos 100 personas formadas para promover los cambios de comportamientos individuales y sociales en las zonas priorizadas, y se ha acompañado sus primeras intervenciones por el consultor.

    METODOLOGÍA Y ETAPAS DE IMPLEMENTACIÓN:
    Se prevé que la consultoría de asistencia técnica tenga una duración estimada de nueve (9) meses, dada la naturaleza y complejidad de la acción propuesta. En este periodo de tiempo se llevarán cabo, en estrecha coordinación con el equipo técnico de UNICEF las actividades correspondientes a cada etapa del proceso.

    Cada producto de cada etapa debe tener la aprobación de UNICEF para poder avanzar al siguiente proceso.

    METODOLOGÍA Y CRONOGRAMA DE TRABAJO

    Servirá para establecer un diálogo técnico-político entre el equipo consultor y las personas designadas por UNICEF y el socio local institucional. En ella se preparará la metodología de trabajo, se definirá el cronograma del mismo, y se concretarán la/las zonas piloto de intervención por parte del socio local.

    Esta etapa tendrá una duración no superior a 15 días después de la firma del contrato.

    Segunda

    DISEÑO DE LOS INTRUMENTOS

    En esta etapa se definirá los instrumentos/encuesta para el levantamiento de información (estudio CAP y sobre factores causales) para analizar los factores sociales y de comportamiento, que facilitan o favorecen los matrimonios infantiles o uniones tempranas, y sus factores asociados, tomando en cuenta los actores clave sujetos de la acción de la consultoría. Esta encuesta debe permitir la recogida online de la información.

    Asimismo, en esta etapa, se diseñará el marco de monitoreo y evaluación de la futura intervención, con indicadores, línea de base y metas de los elementos seleccionados para ser modificados.

    REALIZACIÓN DE ESTUDIOS

    En esta etapa se implementará el levantamiento de información en el terreno por el socio local implementador del estudio CAP para el matrimonio infantil y uniones tempranas y sus factores causales asociados, en los territorios seleccionados.

    Se formará a los equipos encuestadores del socio local, para que puedan aplicar los instrumentos definidos para cada actor clave sujeto de la acción de la consultoría, y que apoyen en la coordinación de la misma.

    Asimismo, en esta etapa se realizará los análisis de los registros correspondientes y se preparen los borradores preliminares del informe con los resultados de los estudios; presentación y discusión de los resultados de los estudios con los actores clave correspondientes a distintos niveles (local y nacional).

    Cuarta

    REALIZACIÓN DE ESTUDIOS

    En esta etapa, y en base a los resultados previos, se procederá a diseñar los programas de formación de los diferentes actores: Lideres/educadoras/promotores etc., diferenciados para la población objetivo de cada uno de ellos (las adolescentes, los varones adolescentes, las madres etc.).

    Asimismo, se diseñarán y validarán los materiales educativos para cada caso, y se diseñara el modelo de evaluación de los conocimientos adquiridos.

    En esta etapa se realizará la formación de todo el personal seleccionado que trabajará en la zona piloto, de manera diferenciada según sus grupos objetivos, y se evaluará el aprendizaje de los mismos.

    Y finalmente, la consultoría acompañará y observará el trabajo de las personas formadas, valorando la aplicación de los conocimientos adquiridos, y, en su caso, hará recomendaciones para mejorar posteriormente algunos de los productos producidos anteriormente por esta consultoría.

    CRITERIOS MÍNIMOS PARA LA SELECCIÓN DEL EQUIPO DE CONSULTORES EXTERNOS:
    Se espera que esta consultoría sea implementada en su totalidad, por una firma consultora con un equipo de consultores externos, que, en su conjunto, reúnan y demuestren lo siguiente:
    ⦁ Formación profesional en áreas relacionadas con la sociología, antropología, humanidades, comunicación social o psicología.
    ⦁ Experiencia de más de 5 años en:
    ⦁ La realización de estudios CAP y/o evaluaciones de programas sociales.
    ⦁ El diseño e implementación de programas y proyectos sociales.
    ⦁ El diseño, registro y reporte de indicadores sociales.
    ⦁ El diseño de materiales para cambio de comportamiento.
    ⦁ El trabajo para el abordaje de la desigualdad basada en el género y de promoción de nuevas masculinidades.
    ⦁ Experiencia en el manejo de relaciones con el Gobierno Dominicano (incidencia política) y el diálogo social.

    PRESENTACIÓN DE LA PROPUESTA TÉCNICA Y ECONÓMICA
    Se pide a las partes cualificadas e interesadas que presenten lo siguiente:

    1. Carta de interés en la presentación de una propuesta.
    2. Propuesta técnica detallada que demuestre claramente un conocimiento profundo de estos TdR e incluya lo siguiente:
      ⦁ Descripción preliminar de la metodología para la realización de las distintas actividades relacionadas a la asistencia técnica, basada en la información de estos TdR.
      ⦁ Plan y calendario de ejecución de la asistencia técnica.
      ⦁ Perfil de composición del equipo, con sus CV, su papel en esta asistencia y porcentaje de tiempo que cada miembro propuesto dedicará al proyecto, así como del nivel de manejo del idioma español.
      ⦁ Explicación de la experiencia previa demostrada basada en los criterios de selección de selección de estos TdR.
    3. Una propuesta financiera con un desglose detallado de los costos para la asistencia técnica, tomando en cuenta los resultados, productos y etapas de la consultoría. Se incluirá lo siguiente:
      ⦁ Costos honorarios de cada personal profesional del equipo
      ⦁ Gastos de misión de campo estimados para todas las actividades de la asistencia técnica
      ⦁ Gastos administrativos (todos los gastos deben de ser cotizados con los impuestos correspondientes incluidos).
    4. Perfil de la Firma de Consultoría.

    The incumbent will enhance the capacity of the LACRO Emergency Unit to support COs and governments in disaster risk analysis, reduction and resilience.   • Contribute to the design of capacity building programmes in DRR and resilience, identifying training needs, designing materials and implementing programmes and training. Provide technical expertise to adjust and promote risk informed programming so they are consistent and fully aligned with UNICEF Strategic Plans (SP) and Regional Office Management Plans (ROMP) processes and terminology.
  • Contribute high quality inputs and support to REA in planning, implementation, monitoring and reporting on the Emergency Unit´s Annual Work Plan (AWP), and assume responsibility within the Unit for assigned activities within the AWP.
  • Under direction of REA, liaise with key regional partners in the design of interagency or multi country DRR and resilience programming; identify funding sources and develop relevant proposals.
  • Support LACRO Emergency Unit in Knowledge Management activities and south-south / horizontal cooperation, both at regional and country level.
  • Contribute to UNICEF regional and global initiatives to advance DRR, climate change adaptation and resilience, including participate in regional interagency Resilience Group, ensuring the contribution to its work plan and actions, both at regional and country level.
  • Work with the regional team to ensure inclusion of DRR and Climate change issues across UNICEF´s work, including but not limited to WASH, Health, Education, Social inclusion, Nutrition and humanitarian situations.

  • PREPAREDNESS and RESPONSE

    Within the responsibility delegated by the REA the ES will:

  • Ensure support to LACRO Emergency Unit in review CO’s preparedness and response capacities and gaps, in order to establish due actions for supporting COs in strengthening their capacities to support governments in emergency response, according to CCCs in Humanitarian Action.
  • Provide support where needed in strengthening UNICEF led / co-led sectorial coordination (Education, Child Protection, WASH and Nutrition) and capacity.
  • Provide support where needed to COs in their emergency response. This may include: support from RO in needs assessment, response planning and inter-agency coordination, also through ad hoc missions; supplies mobilization (in coordination with Supply Division); identification of human resources in cooperation with HR / DHR; review and quality control to resource mobilization proposals (CERF, EPF, etc.), etc.

  • An advanced university degree (Master’s or higher) in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines.     Generalidades

    Miyamoto International es una empresa global de ingeniería, gestión en construcción y gestión de proyectos que proporciona servicios críticos que promueven el sostenimiento de industrias y salvaguardan comunidades.     El Programa es de tres meses y tiene como objetivo principal fortalecer el vínculo público-privado para capacitar ingenieros estructurales en la metodología de evaluación detallada de danos. El programa facilitara una serie de talleres para capacitar a entrenadores en la metodología para entonces extender la capacitación a un grupo mayor de ingenieros y eventualmente ejecutar la evaluación de danos en unos 4,000 edificios dañados por el terremoto.

    Responsabilidades

    El Gerente de Programa tendrá su sede en la Ciudad de Mexico. Reportará al Gerente del Programa de América Latina y el Caribe (LAC) quien cubrirá varios países en dicha región. El Gerente de Programa recibirá apoyo del equipo de los Programas Internacionales de Miyamoto, incluyendo los equipos de ingeniería que supervisarán cualquier desarrollo o actividades programáticas técnicas.

    El alcance general de las responsabilidades incluye, pero no se limita a:

    Gestión del Programa y Liderazgo

    El Gerente de Programa será responsable de la entrega general oportuna y de calidad de todos los productos y actividades del programa.

    Esto incluye:

    • Liderar la vinculación y la coordinación con los actores nacionales y locales pertinentes del gobierno de Mexico tanto del sector privado para cumplir con los objetivos del programa.

    Trabajo en Formalizar la Metodología y Herramientas de Evaluación Detallada de Danos Estructurales y la Ejecución de dos Cursos de Capacitación:

    (1) Un curso de capacitación de entrenadores dirigido a ingenieros estructurales en la metodología de evaluación detallada de danos estructurales;

    (2) Un curso de capacitación dirigido a funcionarios del gobierno CDMX en temas de respuesta y recuperación a terremotos.

    Esto incluye la ejecución de las siguientes actividades en colaboración con técnicos de Miyamoto International y contrapartes del gobierno de la Ciudad de México, incluyendo del Secretariado de Desarrollo Urbano y Vivienda (SEDUVI) y el Instituto para la Seguridad de las Construcciones (ISC), además con actores claves del sector privado, incluyendo la Sociedad Mexicana para la Ingeniería Estructural (SMIE) y el Ilustre Colegio Nacional de Ingenieros y Arquitectos de México (ICNIAM):

    · Movilizar 30 ingenieros estructurales públicas y privadas para participar en el curso.

    · Llevar a cabo dos talleres de capacitación de entrenadores en la metodología adaptada de evaluación detallada de danos estructurales.

    · Desarrollar un curso de capacitación en temas de respuesta y recuperación a terremotos.

    · Llevar a cabo dos talleres de capacitación en temas de respuesta y recuperación a terremotos dirigidos a 20 funcionares del gobierno de CDMX.

    · Supervisar el arranque del proceso de evaluación detallada de edificios dañados por el terremoto dirigido por ingenieros recién capacitado en la metodología.

    Perfil del Candidato

    Educación

We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

    Overview of Role:

    CHAI is seeking a highly motivated individual with experience in disease surveillance systems, data analysis and public health research. This individual will assist with malaria surveillance system design and implementation, data analysis, mapping activities, and operational research studies to support malaria elimination in Central America. Support will focus on three countries in the region: Panama, Guatemala, and Honduras. The aim of this support is to ensure that national malaria programs and ministries of health are using robust evidence to inform their strategic and operational decision making. Strong communication and organizational skills are needed as s(he) will work closely with CHAI’s Global and Regional Malaria Teams, and will help to translate epidemiological evidence to malaria programs and other partners in country. Further, it is expected that the Research Associate will need to collaborate with other academics and public health agencies to ensure CHAI’s elimination work is complementary and not duplicative.

    • Supporting the implementation of new surveillance platforms for improved data collection, data management, analysis and data visualization;
    • Assisting to monitor and evaluate the performance of surveillance platforms;
    • Designing and facilitating operational research projects: identifying knowledge gaps, defining research questions, protocol development, survey and sampling design, formulating training material, training and monitoring survey data collectors, data management, analysis, and dissemination;
    • Collating, organizing and merging available data, assessing its quality and suitability for analysis such as hypothesis tests, linear and multiple regression, spatial analyses and risk mapping;
