GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 4 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics Department.

JOB ENVIRONMENT AND GENERAL OBJECTIVE

Within the Logistics Department, the Technical Support Unit has the following general objectives:

· Definition of the technical policies and standard procedures to be applied in field missions

· Expertize advice to the field teams and operations department (construction; water and sanitation; shelter; fleet, facility and cold chain management; general and biomedical equipment management)

· Design of training modules, and training of field staff

· R&D related to the expertize of the unit

The Applied Security position is within the Technical Support Unit of the Logistics department and has an objective of contributing to the collation and sharing of technical expertise related to Applied Security and safety topics both within OCBA and for some topics, within the wider movement.

As a key component in security management, Applied Security has been boosted within OCBA but requires continued development:

· The actual expertise related to the products/items used in Applied Security is spread into the various OCs in the movement, including the OCBA. Some interesting products that could be useful to solve field challenges and that are available on the market have not been investigated yet. There is a clear need to consolidate this knowledge.

· In recent years, OCBA deployed a new intersectional course that aims at improving the skills and know-how of logisticians in Applied Security. There is an ambition to go for more frequent editions including the deployment of regional contextualized editions of the training, ensuring continuous improvement.

The Technician occupies a back office position that is a key player in achieving these ambitions.

The position reports hierarchically to the Head of the Technical Support Unit and functionally to the Security Focal Point of the OCBA.

It will also liaise as appropriately with the Intersectional platform for Security Advisors and Logistics Coordination.

MAIN RESPONSABILITIES AND ACTIVITIES

1. Training (international element)

· Execution, facilitation during and continued development of the international training (Applied Security course for field logistician and logistical coordinators).

· To be achieved in conjunction with the relevant international technical working groups and aforementioned Logistics and Security platforms.

· Regional contextualized Applied Security courses as per operational demand.

· Drilling and tailored trainings as per operational demand.

2. Products (international element)

· Drafting technical sheets for products related to Applied Security for the MSF movement.

· Encorporating agreed technical sheets into internationally accessible material libraries.

  • Develops and/or leads technical dossier regarding Applied Security products.

· To be achieved in conjunction with the relevant international technical working groups and aforementioned Logistics and Security platforms.

· Link European Supply Centers for choice of providers and input regarding quality if required.

3. Knowledge repository

· Drafting and developing procedural resources (memo´s, protocols, guidelines etc.) relevant to Applied Security for MSF OCBA.

· Maintenance of log toolbox for Applied Security for field logistics staff.

· Management and maintenance of repository of expert-level documentation available for senior logistical staff and security advisor.

· To be achieved in conjunction with hierarchical and functional management.

4. Field Support

· Provide both pro- and reactive support (technical advice etc.) to OCBA field operations through operational logistics department.

· Explore possibilities for auditing Applied Security setup in operations.

5. Indicators

· Develop indicators and metrics for comparison of Applied Security activity over time.

· Monitor said indicators in conjunction with operational logistics department.

6. Reporting / Coordination

  • Reporting of international activities to the Intersectional Logistics Coordination and Security Focal Point Platforms
  • Liaising with international working groups for Applied Security related technical families

SELECTION CRITERIA

Training and Experience

· Minimum experience of 2 years as a logistician with MSF, including 1 year experience as a Logistics Coordinator, Field Coordinator or Head of Mission

· Experience in security management is necessary. Experience with the deployment of physical protection measures is desired.

· Good communication and reporting skills both English and French. Spanish is an advantage.

· Experience in training is a significant advantage.

· IT knowledge as an advanced user.

Purpose of the Position

Under the guidance of the Chief of Field Office, São Paulo, NO3 and Chief of Health and HIV/AIDS Unit, NO4, the HealthOfficer is responsible for providing professional technical, operational and administrative assistance throughout the programming process for the Health and HIV/AIDS Unit within the Country Programme from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative tasks to facilitate interventions and projects development, implementation, progress monitoring, evaluating and reporting of results.

Key Accountabilities and Duties & Tasks

1. Support to interventions, projects development and planning

– Conduct/update situation analysis for the programme sector(s) for development, design and management of Health and HIV/AIDS Unit. Research and report on development trends (e.g. political, social, economic) for higher management use to enhance interventions/projects development planning, management, efficiency and delivery of results.

– Contribute to the development/establishment of Health and HIV/AIDS Unitthematic goals, objectives and strategies and results-based planning through analysis of Health and HIV needs and areas for intervention and submission of recommendations for priority and goal setting.

– Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical programme transactions. Preparing materials/documentation and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluating results.

– Prepare required documentations/materials to facilitate the programme review and approval process.

2. Health and HIV/AIDS thematic area management, monitoring and delivery of results

– Work closely and collaboratively with internal and external partners to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.

– Participate in monitoring and evaluation exercises, mid and annual reviews with government and other counterparts to assess programmes/projects and to report on required action/interventions at the higher level of programme management.

– Monitor and report on the use of unit resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/ stakeholders. Follow up on unresolved issues to ensure resolution.

– Prepare regular/mandated unit interventions/project reports for management, donors and partners to keep them informed of programme progress.

3. Technical and operational support to Health interventions/projects implementation

– Conduct regular field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.

– Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on Health and HIV/AIDS related issues to support programme implementation, operations and delivery of results.

4. Networking and partnership building

– Build and sustain effective close working partnerships with relevant sector government counterparts and subnational stakeholders through active sharing of information and knowledge to facilitate Health and HIV/AIDS interventions/projects implementation and build capacity of stakeholders to achieve Country Programme goals.

– Draft information and technical materials for CO programme advocacy to promote awareness, establish partnership/alliances and enhance resource mobilization for UNICEF Health and HIV/AIDS Unit.

The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 4 Operational Cells, the Emergency Unit and other departments supporting operations, including the Human Resources Department.

    JOB ENVIRONMENT

    The Learning Unit is integrated in the Human Resources Department, and works closely with all MSF-OCBA departments with the objective of providing adequate learning solutions to the diverse needs of the missions, teams and individuals across the organization. The learning needs addressed range from induction to managerial to technical issues, including many medical, logistics, human resources aspects that are central to the success of the operations.

    The Learning Unit is in charge of providing advice to the organisation, generating new learning solutions, and coordinating the most formal part of the learning offer. The Learning Unit is structured around 3 main activity areas (face-to-face trainings, e-learnings and field support) and composed by two administrative staff, five Learning Officers, two Learning Managers and one Head of Unit. In complement to this, three Learning Referents are located in the Operations, Medical and Logistical Departments in order to provide dedicated support.

    A growing proportion of the MSF-OCBA learning offer is available through the online platform MSF eCampus, which serves several sections of the MSF international movement. The overall budget of the formal trainings within MSF-OCBA is close to 1,5 M€, with more than 1500 students per year.

    GENERAL OBJECTIVE

    The Learning Officer, working under the supervisor of the Learning Manager, is responsible for the adequate execution of key elements of MSF-OCBA learning and training processes, in order to ensure the development and implementation of the learning solutions under his/her responsibility, looking at providing quality solutions that meet MSF-OCBA learning needs.

    Main responsibilities may include any of the steps of a learning cycle, including learning needs analysis, solutions design, development, implementation and/or evaluation. These are often done with a combination of internal clients (notably staff from the projects or the headquarters) and internal and external resources (such as subject matter experts and instructional designers). Projects may be both short (implementation or improvement of existing trainings) and long in nature (development of complex trainings that combine a diversity of objectives). Advice may include pedagogic support and orientation to Departments and field projects and missions. Learning activities may exceptionally require displacement to countries where MSF-OCBA has projects.

    MAIN RESPONSIBILITIES AND TASKS

    · Participates at HQ and Field learning needs assessment processes by providing technical advice to line management and relevant subject matter experts in the detection and analysis of relevant needs.

    · Designs and develops, in collaboration with subject matter experts and technical referents, new or revised training programs focusing on considering different learning modalities: face-to face, online, offline, etc.

    · Participates in the definition of new learning models than can respond to MSF learners’ characteristics and to the specifics presented by their job contexts.

    · Implements processes and tools to enhance and formalize on-the-job training activities as well as informal learning ensuring that these are acknowledged as a valid medium to train and develop staff.

    · Coordinates the organization of MSF Training Programs ensuring that contents are up-to-date and training methodologies follow adult learning principles and consider diversity of program participants.

    · Manages implementation of training events and oversees appropriate conduction of training sessions (online and face-to-face) promoting adequate team dynamics and learning environment.

    · Provides Train the Trainer support to facilitators responsible for preparing and conducting training sessions.

    BACKGROUND

    Fast growing cities and urban areas of the world are engines of growth and wealth accumulation. This growth can have positive social, cultural and educational impacts. On the other hand, evidence demonstrates that fast economic growth, combined with rapid sprawling population expansion in urban areas, also increases disaster vulnerability and exposure. The level of urbanization is far higher in the developed world; however, the annual ‘urbanization rate’ is much faster in the developing world. The primary urban agglomerations with the highest concentrations of people and economic activity mostly overlap with the areas of extreme or high risk related to disasters such as coastal areas, along rivers and in flood plains.

    This joint initiative with UNISDR, UN-Habitat and the European Commission aims at improving understanding of, and capacity to, address disaster risk at the local level in crisis-prone cities. UN-Habitat will focus on supporting local capacities from crisis-prone cities, and humanitarian partners, in measuring their resilience status and have an action plan in order to build resilience.

    The action builds on the achievements of the Hyogo Framework for Action – Building the Resilience of Nations 2005-2015, and paves the way toward the implementation of the Sendai Framework for DRR 2015-2030 at the local level and the New Urban Agenda adopted at Habitat III in Quito, Ecuador October 2016. The Action will also contribute to the European Commission’s Action Plan for Resilience in Crisis Prone Countries 2013-2020 and The EU Approach to Resilience: Learning from Food Security Crises.

    The project will work with local government institutions, to plan, coordinate, implement and support the various outlined activities. The primary and most direct beneficiaries will be local stakeholders, city authorities and civil society. Women, children and other at risk groups, often disproportionately affected by crises situations, will be engaged and receive additional attention.

    MAIN OBJECTIVE

    The overall objective of this project is to build more inclusive, sustainable, and resilient cities, by strengthening the capacity of key public, private and civil society stakeholders to measure, make decisions, plan and develop actions for building resilience to ensure that public and private investments are risk-informed and that early interventions in crisis-prone cities are linked to longer-term development goals in line with the actions of the New Urban Agenda. This joint initiative aims at improving local government and stakeholder understanding of, and capacity for, developing and implementing resilience action plans.

    The expected results are:

    1. Increased commitments to build local-level resilience.

    2. Local Resilience and investments measured.

    3. Key issues and challenges identified in linking early interventions in crisis-prone cities to long-term sustainable development inputs.

    4. Capacity is built in cities and local governments to develop and implement integrated local climate and disaster resilience action plans.

    5. Crisis-prone cities have enhanced capacity to develop and implement plans to increase their resiliency.

    UN-Habitat will work in coordination with the Commission and EU Delegations in each city to ensure consistency with the EC programming documents and complementarity between thematic and geographic actions; this will also ensure complementarities of activities funded by other programmes and initiatives undertaken by other partners operating at the local level and globally.

    MAIN RESPONSIBILITIES

    Under the direct supervision of the Chief Technical Advisor of the Programme, the candidate will provide substantive professional support to the Programme and will undertake the following tasks:

    • Database structure designing – tables, views, procedure and functions, business logics and entity relational diagrams (ERD)

    • Prepared technical and user manual of each separate databases of existing and new system

    • Prepared table structure attribute proper description and explain integration with other tables in database

    • Support collection of data, process information and analysis of the results from the application of the CRPP methodology including tools and guidelines in pilot Cities.

    • Assist in research, review, analysis, and compilation of effective indicators, metadata and metrics related to urban resilience (including Risk Reduction and Sustainability related indicators).

    • Assist in the analysis of the inter-connected relationships and metrics between Hazards, Stakeholders and Urban elements.

    • Guidance, support and development with the web development for the Programme

    • Report on progress, problems and proposed solutions; contributes to the production of global reports, information and communication tools in the areas of intervention.

    • Undertake any other tasks for the Programme, which are in line with the experience of the consultant.

    DUTY STATION

    The work shall be performed from the CRPP Barcelona office.

    PROGRESS CONTROLS AND PAYMENT INSTALLMENTS

    Payment will be done in installments on a monthly basis upon completion and acceptance of monthly progress report. A time sheet must be submitted by the individual contractor, duly approved by the Chief Technical Advisor, which shall serve as the basis for the payment of fees. Final payment amount will be based on actual man-days worked for that month.

    TRAVEL

    If UN-Habitat determines that the individual contractor needs to travel outside the UN-Habitat CRPP Barcelona office in order to perform his/her assignment, that travel is provided by the organisation. When travel is authorized for the individual contractor, economy class shall be the standard of accommodation for air travel in all cases and irrespective of the duration of the journey.

    EDUCATION

    • Advanced university degree in IT/Computer Science or equivalent

    WORK EXPERIENCE

    • A minimum of 5 years of progressively work experience in areas related to data management.

    • A minimum of 3 years work experience in the development and design of tools related to urban resilience with demonstrated experience in the development of guidelines, toolkits or policies in relation to urban resilience.

    LANGUAGE SKILLS

    • Fluency in spoken and written English, Spanish and Catalan is required.

    • Knowledge of other languages (French) would be an additional asset.

    OTHER SKILLS

    • Ability to work co-operatively with other staff and share experience.

    • Ability to work with minimal supervision and with good sense of initiative to keep the supervisor regularly informed of progress.

    • Ability to work effectively under pressure.

    • Good communications, reporting and representation skills

    • Good teamwork and drive for results.

    • Excellent computer skills in Microsoft Office, spreadsheets and other software packages required.

    Evaluation criteria

    Applicants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications, work experience and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: responsive/compliant/acceptable having received the highest score out of a pre-determined set of weighted technical (70%) and financial criteria (30%) specific to the solicitation.

    CV Review:

    • Educational qualifications as defined in the ToR (15 points);

    • Minimum 5 years of relevant work experience as defined in the ToR (25 points);

    • Language proficiency in spoken and written English (10 points)

    • Competency based interview max points (20 points)

    Maximum available technical score points: 70.
