Mercy Corps has been present in Guatemala since 2001, focusing its interventions on food security, health, disaster relief, land conflict resolutions, horticulture value chains, and sustainable income generation. Our current projects work on violence prevention and conflict management, enhancing the resilience of vulnerable households and opportunities for women and youth.

With funding from USAID, the United Nations and the private sector, Mercy Corps has been able to work together with communities in Guatemala to respond to these priorities, bringing benefit to more than 30,659 direct beneficiaries.

General Position Summary

The Mercy Corps Guatemala Country Director is an innovative and visionary leader responsible for resourcefully managing all programming in Guatemala, resulting in lasting improvement in the lives of Guatemalans. S/He has held senior leadership roles in formulating strategic direction within an international development context. The CD has supervisory responsibility for the country team and the total country portfolio of some 7 grants across a country and 3 field offices in Guatemala. The total grant portfolio is valued at $49.5M with funding from USAID, Starbucks and the United Nations Peacebuilding Fund. A $40M USAID Community Conflict Prevention Grant is the flagship program of the country portfolio.

The CD develops sustainable, multi-sector programming and is accountable to beneficiaries and donors, placing a high value on innovative solutions to development issues and creative partnerships in tough environments. S/he is responsible for the implementation of all security protocols.

Essential Job Responsibilities

St**rategy & Vision**

  • Explore, evaluate and present innovative funding opportunities, leveraging impact and integrating activities with other NGOs; priority sectors include: market led economic development and recovery, civil society capacity building, resilience, community led development, conflict management, and emergency response
  • Anticipate needs, understand donor pool and secure sufficient resources in a timely manner.

Program Operations Management

  • Apply Mercy Corps’ M&E principles and framework to programs and ensure the country’s overall strategy includes effective, timely reporting systems for all donors.

  • Build and maintain operational systems that ensure proper administrative support for programs, as well as segregation of duties between finance and operations.

  • Oversee expenditures of all country funds and grants, according to Mercy Corps and donor policies and procedures.
  • Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.

Influence & Representation

  • Represent Mercy Corps programs with national and international media and participate in community activities as appropriate.
  • Maintain productive relationships with internal and external constituents such as private partners, local governments, foundations, the private sector, etc.
  • Anticipate needs, understand donor pool and contribute to shaping donor’s views on development.

Accountability to Beneficiaries
Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Supervisory Responsibility:
Directly supervises all Senior Country Program Managers and Chief of Parties, Operations Managers/Directors and Finance/Compliance Managers/Directors as well as the Human Resource Manager/Director. Overall indirect responsibility for all Mercy Corps Guatemala team members, both ex-patriate and nationals in Guatemala, approximately 73 staff.

Accountability

Reports Directly To: Regional Program Director

Works Directly With: Senior Program Officers in Portland, Oregon USA and Edinburgh, Scotland; Regional Finance Officers; Technical Support Unit team members; Legal and other HQ departments as relevant.

Knowledge and Experience

  • BA/S or equivalent in relevant field required; MA/S preferred.
  • 7-10 years of field experience in international relief and development programs, including demonstrable success in managing (large, complex, transitional) development programs of more than $40M.
  • 5 years of senior-level leadership, capacity building and field management experience.
  • Capacity to respond to emergency and disaster response as appropriate.
  • Knowledge of Sphere standards and other training in emergency response preferred.
  • Demonstrated success working effectively and respectfully with host country government, private sector, INGO, NGO partners and other stakeholders in complex environments.
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
  • Proven skills in financial and grants management; prior experience with (donor), (government) grant management.
  • Successful and proven negotiation, communication and organization skills.

Living Conditions / Environmental Conditions

The CD is based in Guatemala City. The location is accompanied. Housing is individual accommodation with unlimited freedom of movement beyond the house/office. There are high quality International schools in Guatemala. Staff have good access to services and modern conveniences, including medical, electricity; water, etc. This position requires up to 35% travel by car to field offices throughout Guatemala.

Purpose of the Position

The Chief is responsible for managing and supervising all stages of education programs/projects from strategic planning and formulation to delivery of results on strengthening national education systems to improve learning outcomes, universal access to and equitable and inclusive primary/early childhood education and renewed involvement in secondary education, especially for children who are marginalized, disadvantaged and excluded in society. S/he leads a group of professional and support staff to develop and manage the education programme in country.

Key Accountabilities and Duties & Tasks

1. Managerial leadership

– Establish the Section’s annual work plan with the education team; set priorities/targets and performance measurement. Monitor work progress and ensure results are achieved according to schedule and performance standards.

– Establish clear individual performance objectives, goals and timelines; and provide timely guidance to enable the team to perform their duties responsibly and efficiently. Plan and ensure timely performance management and assessment of the Team.

2. Program development and planning

– Provide technical assistance and operational support to ensure that current comprehensive and evidence-based data are available to guide UNICEF’s strategic policy advocacy, intervention and development efforts on education programs and to set program priorities, strategies, design and implementation plans.

– Keep abreast of national/regional/international development priorities on education to leverage UNICEF position and competencies with donors, national governments, communities and constituents to advocate/promote education initiatives and policies.

– Supervise the development of education programs/projects (as a full component of the CO and/or UNDAF programs). Establish plans of action, program goals and results, using results-based planning methodology and terminology (RBM).

4. Advisory services and technical support

– Provide technical advice to key government officials, NGO, UN system and other country office partners on strategies and best practices to influence approaches/policies and to support social/economic/political/legal development planning, implementation and delivery of results on education programs and related issues.

– Coordinate/ensure the availability of technical experts (with Regional Office/HQ) to ensure timely support throughout all stages of programming/project processes.

– Participate in strategic discussions to influence policy and agenda setting for combating all forms of discrimination against children by advising on and advocating strategies and approaches to promote universal access to and equitable and inclusive education for children in the country.

5. Advocacy, networking and partnership building

– Build and strengthen strategic partnerships through networking and advocacy with local/national governments, UN system agency partners, donors, internationally recognized institutions, NGOs, funding organizations, research institutes and private sector to reinforce cooperation and/or pursue opportunities, leverage funds, to promote goals and achieve sustainable and broad results on education programs.

– Prepare communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances for sustainable results and support fund raising for UNICEF and Country Office programs on education.

– Participate and/or represent UNICEF in inter-agency (UNCT) discussions and planning on education and related issues to ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF development planning and agenda setting process. Qualifications of Successful Candidate

Education

– An advanced university degree (Master’s degree or equivalent) in education, economics, psychology, sociology or other social science field is required.

– Previous work experience at supervisory/ managerial level is considered desirable.

Colombia: Consultant for Sustainable WASH Systems in Tumaco, Colombia

Purpose and scope

Lazos de Agua 2.0 is a new WASH program led by the FEMSA Foundation, the Coca-Cola Company, the Inter-American Development Bank and ONE DROP (the Conveners) that will serve as a powerful driver to support governments throughout Latin America and the Caribbean in their efforts to achieve universal access to sustainable WASH services. In Colombia, the Lazos de Agua initiative is partnering with Plan International to deliver sustainable WASH systems to communities in Tumaco.

The principal purpose of the diagnostic study is to provide the evidence base for a relevant and appropriate project design and provide key information to inform site selection and targeting in Tumaco, Colombia.

This ToR covers all three aspects of One Drop’s ‘ABC’ approach. The ABC approach is based on three complementary components designed to establish solid foundations on which targeted communities can achieve their full potential and create an enabling environment for change. The approach includes: ‘A’ (ACCESS) – improving access to safe, equitable, adequate and affordable drinking water and sanitation; ‘B’ (BEHAVIOR) – addressing the root causes and inadequate behaviors that hinder an enabling environment for sustainable access to WASH; and ‘C’ (CAPITAL) – aimed at accelerating access to WASH services through market-based strategies, the development of financial products for households and supply chains for WASH related products and services. A barrier analysis[1] will complement the work conducted in relation to Component B.

The specific questions to be answered in this ToR include:

  1. What is the overall water, sanitation and hygiene situation for the municipality of Tumaco, specifically related to ACCESS and CAPITAL? This includes interalia:

a. Identifying suitable rural and urban communities for implementation

b. Cost per beneficiary costings for proposed water and sanitation infrastructure

  1. What are the specific areas of greatest need for water, sanitation and hygiene improvements in Tumaco, specifically related to access and capital? This includes interalia:

a. Opportunities for growth of WASH-related businesses in urban areas particularly in relation to storage tanks, household treatment options, on-site sanitation emptying, cleaning services, bathroom construction. In-depth research to understand the challenges and opportunities for market-based WASH services development

b. Opportunities for directly paying for household WASH services (water, sanitation); feasibility of voucher systems and cash transfers

c. Review the determinants that impact on willingness to pay for WASH services

  1. What is the current level of knowledge, the existing attitudes and current practices related to water, sanitation and hygiene for high need groups in Tumaco, and what are the specific areas of greatest need for intervention?

a. What are the determinants relating to key behaviors that need to be addressed? What barriers are present that affect behavior change? What factors motivate adoption of these key behaviors?

  1. What design elements of a social art for behavior change strategy are most appropriate and effective given the socio-cultural context in Tumaco?

specific activities

In line with One Drop’s TOR guidance and Plan International USA’s approach, the specific activities of the consultants will include the following:

  1. Develop a detailed inception report for undertaking the full Diagnostic Study. To do this, the consultant/firm will:

· Conduct a literature review of Colombia-specific literature (peer reviewed and grey) and secondary data relating to WASH (related to the area of Tumaco). This preliminary step will inform the design of the following components of the diagnostic study i.e. to identify existing data sources and needs for primary data collection. A list of the reviewed documentation will be an expected deliverable

· Outline methodological approach, study design, existing data and literature sources and data gaps to drive the design of the diagnostic components.

· Include a full design for the diagnostic study components listed below.

  1. Conduct a WASH situational analysis which will provide an overview of the water, sanitation and hygiene situation for the municipality of Tumaco, specifically related to ACCESS and CAPITAL (as outlined in Q1 above). Activities include:

o Conduct secondary data collection on general demographic and contextual information, wealth quintile analysis, biophysical environment, institutional environment and governance, history of WASH interventions, education and health systems and issues, microfinance, WASH supply and demand.

o Identify existing data sources and needs for primary data collection to be carried out in the needs assessment. Conduct key informant interviews as necessary.

o Based on the situational analysis findings, provide recommendations for 1) a preliminary targeting approach for the project within the municipality and 2) a sampling approach within the municipality for the needs assessment.

  1. Conduct a WASH needs assessment that identifies specific areas of greatest need for water, sanitation and hygiene improvements in Tumaco, especially related to the ACCESS and CAPITAL components above. Please refer to the Annex for specific data collection needs. This will include:

o Conduct primary data collection at household level, to include: a) demographic, socio-economic data and feedback on community WASH infrastructure, and b) water supply, sanitation and hygiene facilities, technology options and costs.

o Conduct primary data collection at schools and health clinics on water supply and sanitation technology options and costs.

o Conduct primary data collection on the (approximate) number of beneficiaries that different technology options can serve in communities, schools, and health clinics, and the (approximate) life-cycle costs of these facilities.

o Collect and analyze water quality samples (according to Colombian government, the estimated cost is between $50 and $75 per sample at a commercial laboratory for basic analysis of approximately 17 or 18 common criteria), including surface and groundwater samples at as many sites as affordable within the budget.

  1. Conduct formative research that will evaluate the current level of knowledge, the existing attitudes and current practices related to water, sanitation and hygiene in Tumaco and the specific areas of greatest need for intervention. This may include: quantitative and/or qualitative data collection related to current knowledge, attitudes, and practices on key behaviors at household level related to water, hygiene and sanitation, noting in particular gender equity and equality issues of relevance. This will include:

  2. Conduct a barrier analysis to examine the key factors preventing or motivating stakeholder groups from adopting specific behaviors. The drivers behind those community members who adopt, are resistant to adopt, or who are ‘positive deviants’ in relation to new behaviors will be examined in detail. In carrying out the analysis, the consultant will conduct single gender and mixed gender group assessments (of the determinants of) agreed target behavior/s, by stakeholder group.

The following information, identified from an initial rapid assessment in Tumaco, points to the following illustrative listing of key behaviors for further study.

Background: Heavy rains in Peru, ongoing since December 2016, continue to impact 11 of the 25 regions in the country. The situation has worsened in the past few days due to the cumulative effect of unabated rains. More rains are foretasted for the next 48 hours and heavy rains may continue into April. Most of the country is affected with northern coastal areas bearing the brunt of rains and floods. Government authorities have reported 62 deaths and an estimated 615,000 people affected since January 2017. More than 100,000 people are now estimated to be in need of assistance, a 38 per cent increase since last Thursday. This number is expected to rise as more detailed assessments are carried out.

Main Tasks and Duties
• Provide support to efforts focused on listening to affected communities and collecting their perspectives, ensuring not just that this is systematic but that these perspectives are fed back into system level project and policy work at sector and overall humanitarian leadership level, including advocacy work.
​• Work with sectors and partners to ensure that feedback from affected communities influences humanitarian programming and decision-making processes.

• Provide regular updates for OCHA situation reports on CwC activities underway and reporting on feedback collected from communities.
• Assist sectors, iNGOs and UN to ensure that prevention of sexual exploitation and abuse is incorporated into all programmes and that referral systems are in place.
• Lead a CwC working group in hubs in affected areas, where necessary, and
• Provide support for multi sectoral needs assessments and analysis related to CwC, including assessment of information needs of communities, communication preferences, damage assessments of communications infrastructure
​• In partnership with the government, work on the design of appropriate transition strategies for the group including how coordination mechanisms and membership will change during the transition from the emergency to recovery and develop and implement an exit strategy.

Specific Required Skills
• Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, humanitarian affairs, communication or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• At least three years’ experience in aid and development work at field level, preferably in a humanitarian crisis. Good working knowledge of the mandates and modalities of the international humanitarian sector including the UN cluster system and the role of OCHA. Proven track record in leadership and coordination in crisis situations, including team building and conflict resolution. Strong background in community engagement work, preferably specifically in CwC and preferably in a developing country context. Proven advocacy and strategic engagement/negotiation skills including donor relations. Technical experience in designing and managing communications projects is preferable. Proven interpersonal and networking skills. Experience in working with radio is an advantage. Chemonics seeks a chief of party for the anticipated USAID Governance for Citizen Security (G4CS) Activity in Honduras. G4CS aims to enable communities and state actors to employ a locally driven, comprehensive, and functional crime and violence prevention agenda. The activity will strengthen the provision of services related to violence prevention and increase citizen participation in efforts to decrease gang-related violence and crime. G4CS will seek to achieve two main results: 1) increased community effectiveness and empowerment to prevent crime and violence, and 2) more effective targeting and application of government resources to improve citizen security. The activity will focus interventions in the USAID target municipalities of Tegucigalpa, San Pedro Sula, Choloma, Tela, and La Ceiba. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Work as the primary liaison with USAID/Honduras on technical matters and adjust activities and operations in response to USAID/Honduras technical direction
  • Ensure quality control and the overall responsiveness of technical assistance provided under this activity
  • Provide overall leadership management and general technical direction of the entire activity, ensuring an integrated vision among different components and actors and a focus on achieving the results defined in the contract
  • Identify issues and risks related to activity implementation in a timely manner and suggest appropriate activity adjustments

Qualifications:

  • Bachelor’s degree in political science, international development, law, public administration, public policy, economics, or related field + 15 years of experience; OR Master’s degree + 12 years of experience; OR J.D. + 10 years of experience
  • At least four years of relevant senior project management experience in developing countries, with skills in high-level strategic visioning and leadership, including: 1) direct supervision of professional and support staff; 2) quality evaluation of staff performance and deliverables; 3) project management under contract(s)
  • At least five years of experience with donor-funded local governance, citizen security and violence prevention, and/or municipal strengthening programs of a similar size, scope, and complexity
  • At least five years of experience in the Latin American region or a similar development context preferred
  • At least five years of experience working on successful institutional reform processes and/or community empowerment and development initiatives preferred; demonstrated technical and analytical skills
  • Experience leading and managing challenging and complex projects that engage a variety of public sector institutions and stakeholders; demonstrated ability to interact effectively with government counterparts and local organizations
  • Capacity in managing multi-sectoral integration approaches involving host country government institutions, the private sector, community-based organizations, NGOs, local governments, and other donor programs
  • Proven experience in the design, management, implementation, and monitoring and evaluation of similar-sized donor-supported programs, including ensuring contract compliance
  • Excellent oral and written communication and interpersonal skills

Oxfam is looking to fill the position of Emergency Food Security and Vulnerable Livelihoods (EFSVL) Advisor to be part of Oxfam Global Humanitarian Team (GHT). The GHT works across Oxfam and supports countries and regions in their response to crises and supports them in emergency preparedness to become more resilient to future shocks and stresses.

The EFSVL team supports regional and country offices and our partners with technical advice on emergency food security and livelihoods preparedness and response to create stability and build resilience in slow and rapid onset, and protracted contexts. We develop and disseminate technical tools and standards to ensure programme quality and to retain Oxfam’s leadership in our key thematic areas of work. We provide a technical steer to the organisation to ensure that we maintain ourselves as a leader in our thematic programme areas.

JOB PURPOSE

This position is one of Oxfam’s 7 global EFSVL advisors, responsible for leadership in the thematic areas of EFSVL related to Early Warning and Early Action (EWEA), ensuring program quality, and providing technical support to country and regional teams to improve planning, response and evaluation of programming in emergencies.

The global advisor will spend about 40% of their time as the organisational lead for Early Warning/ Early Action with an EFSVL focus, leading on strategy implementation, quality assurance, capacity building, global representation and influencing, research and innovation, knowledge management, and more, for this thematic area.

Global advisors are typically first responders for large humanitarian emergencies, either in their focus countries or for other Category 1 or 2 emergencies in non-focus countries.

The EFSVL global early warning/ early action advisor will work closely with Oxfam EFSVL staff at country, regional, and global levels, management staff, EFSVL HSPs, other teams in the GHT (i.e. PHP/PHE, Gender, Protection, DRR, MEAL, Cash, Capacity Building, Humanitarian Coordinators), humanitarian policy and advocacy teams, long-term economic development teams, ICT staff, Resilience Knowledge Hub, and other key staff/teams in Oxfam in order to fulfill the responsibilities of this position.

Key Responsibilities

Specific areas of responsibility are outlined in the five categories below.

  1. Lead the delivery of Oxfam’s humanitarian strategy

  2. Support countries and regions to respond to Category 1 and 2 humanitarian responses

  3. Support country teams to build their humanitarian capacity

  4. Lead and coordinate the representation of Oxfam in global humanitarian bodies, processes and debates, including global partnerships

QUALIFICATION AND EXPERIENCE

· A postgraduate qualification in a relevant field, e.g. MSc in fields related to food security, nutrition, economics, geography, humanitarian studies, agriculture or other technical livelihoods/food security related area, and proven record of overseas emergency project implementation

· At least 5 years’ practical experience in emergency food security and livelihoods, including in assessment, analysis, and program design; preparedness and early warning; technical standards and best practices. Experience with development programming is preferred.

· Knowledge and experience in at least two core thematic areas including cash-transfer and market-based programming, social protection; agriculture and livestock; food aid; and/or nutrition.

· Strong demonstrable technical experience in slow onset, rapid onset, and chronic/protracted crises and complex emergencies, in both rural and urban settings;

· Theoretical knowledge and proven practical experience with capacity building issues

· Ability to effectively advise and support field staff and partners using methods such as mentoring, coaching, shadowing, demonstration, accompaniment, training, written advice, verbal advice, research and development;

· Enhanced collaboration and networking skills

· Well-developed strategic, planning and analytical skills;

· Proven influencing and negotiating skills with internal and external audiences in complex and stressful circumstances;

· Good communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities;

· Ability to travel, often at short notice and in difficult conditions, for up to a maximum of 12 weeks per year, with exceptional deployments of up to six weeks;

· Working knowledge of Spanish. Arabic and Portuguese or other languages is desirable;

GRC is currently seeking a Project Manager Emergency Relief for Peru.
Since February the Peruvian coastal areas are facing an accumulation of continuous rain, affecting especially the northern provinces of Lambayeque, Piura, Cajamarca, Tumbes and causing flash floods, landslides and mud-streams. As a response to the needs of the affected population the German Red Cross and Peruvian Red Cross are implementing an emergency relief project. It will focus on the immediate relief in the most affected areas of Piura (amongst others Paita, Tambo Grande, Sullana and Catacaos districts) and Tumbes (amongst others Casitas district). The most urgent needs will be tackled, mainly in the field of basic health, water and sanitation and early recovery for the most vulnerable families.

For the implementation of the project the GRC seeks a project manager for monitoring, administering and managing the project phase.
