Norwegian Red Cross (NorCross) is a member of the world wide Red Cross Movement working in the fields of relief and assistance and the development of sister Red Cross societies. Norwegian Red Cross has established regional- and country representations, to ensure proximity to key partner Red Cross / Red Crescent societies as well as donors and international partners.

We are now seeking a Country Manager for Honduras and el Salvador to be based in Tegucigalpa.

The Country Manager is the overall responsible for Norwegian Red Cross supported programmes in the countries. He/she represents the organization vis-à-vis the Honduras and El Salvador Red Cross Societies, The ICRC, The IFRC, other Partner Red Cross and Red Crescent National Societies working in the country, the Norwegian Embassy and international donors and organizations present in the country.
The portfolio includes Urban Violence, Protection Health, and Organizational Development. The Country Manager reports to the America Regional Representative based at the NorCross regional office in Panama City, Panama.

Main responsibilities:

-Cooperate closely with the Honduras and El Salvador Red Cross, ensuring common understanding of goals, priorities and programs. Provide guidance and support on needs analysis, programme development, quality assurance and management.

-Manage the programme portfolio, ensure that project planning, budgeting, monitoring and reporting is carried out in a timely and appropriate fashion in accordance

-Ensure proper Implementation of the NORAD, Telethon, MFA and UE projects and develop new project proposals in accordance with strategic plans, reaching 100% execution rate.

-Contribute to efficient communication and coordination with the rest of the NorCross team in the region

-Liaise with the ICRC in the country (where relevant) and contribute to the compliance of the NorCross- Telethon/MFA-ICRC tripartite agreement.

-Monitor the mutual compliance of the Partnership Agreements between NorCross and HNS, including adequate reporting.

-Provide guidance and support to the HNS on programme development, quality assurance, management and admin/finance.

-Monitor and provide analysis of political, socio-economic and humanitarian trends

-Strategic responsibility in-country: Ensure that activities are based on country plans which are consistent with Americas Framework Document and that work plans comprising donor requirements are used monthly and revised mid-year.

-Cooperation design: Ensure that all NorCross cooperation is in line with HNS priorities and consistent with NorCross strategies and common results framework. Position NorCross to formulate and lead EU-funded projects responding to unmet needs in Honduras and El Salvador in accordance with the Americas team’s EU concept note.

-Program follow up: Ensure that all new MFA funded projects are approved; count on baseline surveys and that monitoring and reports are based on tracking progress towards humanitarian outcomes.

-Technical support: Provide risk management support to Red Cross activities in Honduras and in other regional risk management interventions developed in coordination with NorCross.

-HCiD: Ensure that SRC and HRC have designed plans and implemented measures articulating its auxiliary role in improving access to health services in insecure environments with their respective Ministry of Health during 2015-16.

-FD: Ensure that Financial Development initiatives in El Salvador and Honduras are developed in conjunction with the Regional Finance Advisor.

-NS Relations: Maintain a fluent, transparent and coherent dialogue with partner NS at all levels

Qualifications and Experiences we are looking for:

-Relevant post-secondary degree in health in emergencies, primary health care or protection. Extensive and relevant field experience can compensate for the lack of a relevant university degree

-Excellent level of Spanish and English, oral and writing

-Minimum 5 years’ field experience from humanitarian work, in a relevant field

-Excellent understating of the socio-political situation in the Honduras and el Salvador and the region

-Proven experience in urban violence programs

-Proven experience in designing and management of programmes

-Proven experience in financial management of programmes

-Experience in supporting Organizational Development

-Strong analytical skills

-Experience managing EU/ECHO grants is an advantage

Purpose of the Position

The Marketing Officer (Information and Analysis) will be responsible for all data processing, database management and related activities. The main objective is to constantly optimize processes in order to maximize effectiveness of data entry, data management and increase the success rate of payment processes (debit, credit cards and via invoices, amongst new payment methods that could be explored). Apart from these operational responsibilities, the Marketing Officer (Information and Analysis) will also use the database information in order to allow the team to optimize our acquisition campaigns and maximize our retention and donor value.

Summary of key functions/accountabilities

1.Supervision of Database processes, workflows and performance – Act as Database Manager, running DPO Updates in coordination with vendor and GVA Specialist. Define the creation and accountabilities of system users- Constantly analyze the current data flows and processes and optimize them assuring that the pledges are converted to effective transactions- Reduce the amount of manual interventions in the data administration processes in order maximize the data accuracy. Perform quality checks of the information in the donor database and develop concrete actions in order to improve the data quality- Maximize the data quality of the donor database by increasing the level of available, crucial information and the accuracy of that data- Establish data flows with our external partners with a strong focus on automatization and data quality and constantly monitor the data transfers- In coordination with the Sr. IT Assistant, control data security and confidentiality procedures being applied to preserve database integrity and data security of the donors´ database- Knowledge of the overall design and operating principles related to database administration and financial business process- Search and selection of reliable and cost effective suppliers. Participate in CRC and other administrative mechanisms. Prepare Terms of Reference for quotations and follow up quotation process. Develop, follow up and monitor the agencies and supplier’s contracts and payments

2.Payment processing– With a growing active donor database, it is crucial that the payment processing is constantly monitored and optimized. Given the different payment options that we offer to our pledge donors, it is important these processes are being followed up with a high level of importance- Constantly monitor and analyze the payment processes and take the necessary actions in order to improve the success rates of the transactions- Work closely together with the different banks, credit card companies, utility companies and other providers in order to optimize the payment flows and to reduce the response time in case of problems- Constantly optimize our internal flows and improve the effectiveness and the efficiency of our processes

3.Monitoring and evaluation– Monitor all data related processes and using this information in order to define the necessary measures to improve the KPI’s that are measured- Monitor all payment transaction related processes and using this information in order to define the necessary measures to improve the KPI’s that are measured- Monitor and evaluation the data quality in the database and defining the necessary measures in order to improve where necessary- Audit the database at various levels to produce key metrics and detect data anomalies, and propose solutions- Update exhaustive donor database reporting system periodicallyto support timely decision making of different RM&P aspects related with donors and supporters

4.Data mining and segmentation– Use data in order to understand trends regarding donor acquisition, donor retention and donor optimization- Define segments in order to enable the individual fundraising team to optimize their campaigns and assure a proper contact with each donor according to their status- Use data in order to allow the individual fundraising team to initiate new activities such as legacy giving, middle and major donor fundraising

5.Effective leadership and supervision of the Database team, be them staff or consultants– Provide necessary guidance and information to allow the team to accomplish the work plan- Provide guidance in terms of segmentation, codification, database clean up, set up and enrichment parameters- Ensure UNICEF Financial rules and regulations as well as completion of PAS both own and that of all staff under supervision by deadlines- Use Vision to different administrative and financial processes- Control income and expenditure

Qualificationsof Successful Candidate

Education

– First level University degree (Bachelor’s or equivalent) in Marketing, Business Administration, Communications or related field is required.

Experience

-At least one (1) year of practical professional experiencework experience in database management and design and implementation of workflows and processes is required.

– Additional years of relevant experience in the above mentioned fields is a strong asset.

– Experience with Donor Perfect Online, as well as experience in fundraising and in supervising people isdesirable.

Language Requirements

    The Child Protection Specialist reports to the Deputy Representative for guidance and general supervision. The Specialist supports the development and preparation of the Child Protection (or a sector of) program/s and is responsible for managing, implementing, monitoring, evaluating and reporting of progress of child protection programs/projects within the country program. Tiene como finalidad apoyar al Estado en la investigación de delitos cometidos por estructuras criminales vinculadas a entidades o agentes del propio Estado, promover su desarticulación y la sanción de sus integrantes, así como fomentar la generación de políticas públicas destinadas a erradicar estas estructuras y prevenir su reaparición.

    Organización y reporte

    En el marco de la autoridad delegada, él/la Investigador/a Legal implementará planes de investigación y estrategias en las investigaciones asignadas, producirá los análisis jurídicos necesarios. Él/La Investigador(a) Legal reportará a la Jefatura del Departamento de Investigación y Litigio, debiendo respetar en todo momento las reglas de coordinación establecidas, así como todas las directrices emanadas de las Jefaturas.

    Responsabilidades:

    · Realizar planes y estrategias de investigación en los casos y procesos ordinarios que le serán asignados.

    · Coordinar los equipos de investigación en los casos asignados.

    · Convocar a reuniones, dirigirlas, formular los planes de investigación, establecer las diligencias de investigación a practicar, y fijar los plazos de cumplimiento en los casos asignados.

    · Reportar mediante informes, el avance de la investigación, según las reglas establecidas.

    · Participar en reuniones informativas y procesos de planificación del Departamento de Investigación y Litigio, Sección de Investigación Financiera, Unidades Investigativas, Sección de Información y Análisis y/o contrapartes.

    · Buscar, identificar, y apoyar la correcta recolección, registro y conservación de la evidencia física, conforme las reglas de la cadena de custodia y las ciencias forenses.

    · Apoyar y coordinar con la Fiscalía la realización de diligencias de investigación y la presentación de la evidencia a estrados judiciales conforme los procedimientos legales.

    · Revisar y analizar documentos y determinar la información útil y necesaria para la investigación e impulsar el uso de la prueba científica.

    · Participar en entrevistas de testigos y/o víctimas, coordinando con los/las Fiscales del Ministerio Público para su realización.

    · Participar en entrevistas o negociaciones con sindicados, en el marco de las reglas para colaborador eficaz, de conformidad con lo que establece la Ley contra la Delincuencia Organizada, coordinando para ello con los Fiscales del Ministerio Público e informando a las jefaturas respectivas.

    · Elaborar notas e informes sobre las investigaciones, respetando para ello las formalidades establecidas.

    · Apoyar la presentación de los testigos durante el juicio.

    · Participar en la organización y mantenimiento de las medidas de protección a testigos.

    · Cumplir las funciones administrativas necesarias para la aplicación de las políticas y procedimientos del Departamento de Investigación y Litigio.

    · Participar en el establecimiento de las condiciones de la asistencia técnica que se brinde a los funcionarios del Ministerio Público.

    · Realizar otras tareas y acciones que sean requeridas por el Jefe del Departamento de Investigación y Litigio.

    Educación

    Experiencia laboral

    ROLE PURPOSE:

    The Programs Director (PD) is responsible for the supervision and support of all of the SCI Bolivia’s program activities, and, together with the Country Director, will lead the strategic development of the country program. Working under the supervision of the Country Director, s/he is expected to pursue new program and funding opportunities that advance our country strategic plan (CSP), ensure strategic cohesion of/among our different thematic sectors, and align our project and thematic results to achieve greater impact, especially among/for the most vulnerable children.

    Save the Children works in five thematic areas – Education, Child Protection, Child Rights/Governance (CRG), Health and (reduction of) Child Poverty – as well as Emergency Preparedness and Response. In Bolivia, our biggest thematic areas in terms of funding are: 1) Education; 2) (reduction of) Child Poverty; and 3) Child Protection. The PD will supervise the national thematic focal points (currently three people) and also be, at least for the short term, the Child Protection and CRG focal point. In addition, the PD will supervise the Awards and MEAL functions (Monitoring, Evaluation, Accountability and Learning).

    The PD will champion a team culture of learning and continuous improvement that in turn guide and grow our thematic sectors.     • Ensure the Bolivia Country Office has a first class, multi-sectoral program reflecting all priority technical and sector aspects of the Save the Children global strategy

    Technical Assistance and Knowledge Management:

    • Ensure the provision of high quality technical assistance and capacity building to all country office programs, projects and staff by managing all internal and external technical assistance, including surge capacity during emergencies and ensure application of the TA protocols and tools
    • Ensure the integration of cross-cutting issues into design and implementation including gender, non-discrimination, child participation and child safeguarding
    • Ensure learning by country program from relevant internal and external thematic trends and best practice
    • With the thematic focal points and CD, ensure engagement in relevant national and global networks

    Oversight and Management of Program Operations:

    • Support/oversee thematic focal points and project coordinators in the delivery of all projects/programs in accordance with grant agreements, objectives and milestones, timeframes and on budget
    • Responsible for oversight of budget holder for most programming; hold individual budget holders accountable to accurately and efficiently manage their individual projects and grants. Ensure monthly BvA (Budget vs Actual) and DIP (Detailed Implementation Plan) meetings are held.
    • Accountable for program delivery in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with partner organizations and sub-grantees to strengthen national capacity.
    • Support in the preparation of timely and high quality progress reports, program reports, and donor reports.

    Monitoring, Evaluation, Accountability and Learning (MEAL):

    • Develop and oversee a robust MEAL system to measure achievement and progress toward national and global program goals and results, including reach and global outcome indicators, and to drive learning and improved program quality
    • Ensure not only compliance with the recently rolled-out Program Quality KPIs but promote them to elevate the overall quality of our projects
    • Ensure our work is accountable to children and other stakeholders through the establishment and management of effective accountability mechanisms and processes
    • Provide leadership to use data for program decision making, of commitment to management action on the findings of monitoring, and of listening to feedback from beneficiaries to inform program development

    • Along with thematic focal points, MEAL Coordinator and Knowledge-Management Coordinator, identify, develop and oversee operational and analytical research, coordinate the publication and dissemination of results and ensure that research informs advocacy

    Advocacy and Communications:

    • Support CD in leadership, vision, strategic direction and management of advocacy and ensure that advocacy is an integral part of Save the Children’s Theory of Change and strategic planning
    • Position Save the Children as the leading organisation for children’s issues in Bolivia, with child rights at the core of the advocacy work
    • Ensure advocacy coherence at local, national and global level and reinforce strong and effective synergies between programs and advocacy to maximise Save the Children impact, especially ensuring evidence and best practice inform advocacy
    • Ensure the branding, communication and sign off guidelines of Save the Children are uniformly and consistently followed and ensure the delivery of a clear and effective system for internal communication

    Emergency Response Management:

    • Support the CD in mounting appropriate and timely responses at scale to all emergencies consistent with established benchmarks, plans and organizational policies, and in close cooperation with incoming surge teams
    • During emergencies in coordination with other members of the SMT and the Humanitarian Focal Point, maintain consistent and coherent engagement in key governmental and inter-agency emergency preparedness and response coordination mechanisms including the EHP

    Staff Management, Mentorship, and Development:

    • Develop a culture and focus on quality in the program team and ensure appropriate staffing, the recruitment, training, and promotion of staff as appropriate
    • Manage the program team through: effective use of the Performance Management System; regular evaluation of direct reports; provision of coaching, mentoring and other developmental opportunities
    • Ensure that all staff understand and are able to perform their role in an emergency
    • Oversee that all program staff proactively build and maintain technical skills and competencies required for leading and/or advising first class programs – both development and emergency programs

    QUALIFICATIONS AND EXPERIENCE:

    • Relevant post-graduate education in a relevant field
    • Minimum of 7 years’ experience, preferably in an INGO environment, including experience implementing programs for children in development contexts in Bolivia

    Panama: Consultoria para la Finalización de la herramienta de indicadores para medir los sistemas nacionales de protección integral y los sub-sistemas de protección contra violencia

    ANTECEDENTES:

    El fortalecimiento de los sistemas nacionales de protección (SNP) es una prioridad dentro la agenda de protección a la infancia de UNICEF y de otras organizaciones con un mandato en la protección de los derechos de la niñez. Sin embargo, la medición rigurosa del empeño de los sistemas de protección representa un desafío importante, dificultando la evaluación del impacto del trabajo invertido. Actualmente, una serie de países en América Latina y el Caribe se encuentran en un proceso de definición y/o re-estructuración de los sistemas nacionales de protección. En este contexto, a fines de poder proveer orientaciones a los gobiernos para mejor guiar sus intervenciones, se hace cada vez más evidente la necesidad de contar con mejores herramientas para medir los resultados de los SNP.

    Desde 2014, UNICEF, Plan Internacional y Save the Children decidieron conformar un grupo inter-agencial, a fines de afirmar su compromiso de trabajar en conjunto y alinear intervenciones en el fortalecimiento de los sistemas de protección de la infancia en LAC. El grupo viene colaborando a lo largo de los últimos tres años, al haber establecido como primera prioridad la construcción de una herramienta de indicadores que permita homogeneizar la medición de los sistemas de protección integral y los sub-sistemas de protección contra violencia. En este proceso, se pueden destacar los siguientes pasos principales:

  • 2013-2016: Construcción de una herramienta de indicadores: contratación de consultor; consultas con países
  • 2016: Finalización de la primera versión herramienta de indicadores
  • 2016: World Vision se suma a la iniciativa. Firma de una declaración conjunta para formalizar el compromiso de trabajar en conjunto.
  • 2016 y 2017: Validación de los indicadores por medio de tres pilotajes del instrumento (El Salvador, Perú y Panama)
  • Al haberse finalizado los pilotajes de los indicadores, queda pendiente en este momento incorporar las sugerencias de los equipos que llevaron a cabo los pilotajes, y otros eventuales ajustes, para poder cerrar el producto final, publicar la herramienta de indicadores y abrir para otras aplicaciones. El objetivo es que el producto finalizado pueda responder a la necesidad de contar con un instrumento que permita medir los avances en el fortalecimiento de los SNP.

    A raíz del Foro Interamericano sobre Sistemas Nacionales de Protección Integral, celebrado en la Ciudad de México en abril 2017, ha surgido un interés importante para su aplicación en distintos países, y el Gobierno de Honduras hizo una solicitud a la oficina de UNICEF en el país, de apoyar su aplicación en dicho país.

    OBJETIVO DE LA CONSULTORIA / CONTRATO INDIVIDUAL DE SERVICIOS PROFESIONALES:

    La presente consultoría tiene por objetivo finalizar la Herramienta de Indicadores para Medición de los Sistemas Nacionales de Protección Integral (desarrollados por UNICEF LACRO, Save the Children y Plan Internacional) con base en las recomendaciones surgidas de los tres pilotajes, y apoyar la implementación del producto finalizado en Honduras.

    Climate change (CC) is a major global issue that impacts the wellbeing of children around the world. As an international organisation focused on protecting the rights of children, UNICEF has begun to address climate change, and in particular the impact of climate change on children, in its programming, planning, advocacy, and in the individual outcome areas. Issued shortly after the Paris Agreement on Climate Change was reached, the UNICEF Executive Directive on the impacts of climate change on children (March 2016) instructs all UNICEF Country Offices (COs) to incorporate climate change in their country programmes at the latest by 2020. Additionally, UNICEF programming supports the implementation of the Sendai framework for Disaster Risk Reduction (DRR) 2015-2030, and the Sustainable Development Goals (SDGs) which address climate change as a driver of disaster risk and slow onset impacts that lead to the deprivation of basic rights and access to the resources that grant them. UNICEF will need to be firmly engaged and well informed of the potential impacts of environment-related issues, including those exacerbated by climate change, on UNICEF programming and outcome areas on a global level, regional and local levels.

    Climate change has been affecting, and will continue to affect the Latin America and Caribbean (LAC) region as global atmospheric CO2 concentrations (currently 403.53 ppm as of November 2016, NOAA ESRL, increasing by 3.05 ppm/year in 2015) and other greenhouse gases continue to rise. This phenomenon increases climatic variability in many areas of the region, and is experienced differently throughout LAC, among countries, and even within countries. Certain regions may experience new events and conditions under climate change, while others may be subject to the exacerbation of former and current conditions.

    Resilience is reflected in UNICEF’s Strategic Plan (2014-2017) which also establishes a range of risk related indicators in its result framework. In the draft new Strategic Plan (2018-2021), DRR, Climate Change and Social Cohesion are set out as organisational priorities. In delivering on these and other commitments, UNICEF has identified Risk Informed Programming (RIP) as an important strategy to improve programming and increase results that lead to more resilient children, communities and social service delivery systems. To this end, in 2016 a draft modular guidance for risk informed programming was developed; it was piloted by UNICEF in 3 countries in early 2017, while in LAC it is being introduced within the Result Based Management (RBM) training for UNICEF country offices preparing their new Country Programme Document (CPD). Meanwhile tools, guidance and initiatives including INFORM (Index for Risk Assessment tool) regionally, CLAC (climate landscape analysis for children) among others are being developed globally.

    Purpose of the Assignment

    Based on earlier work in 2016-17, which consisted of a literature review of the climate change impact on children in the LAC region, and proposed actions and tools that could be mainstreamed into UNICEF programming, as well as the modules for Guidance for Risk Informed Programing and INFORM tool, this assignment aims at strengthening capacity of UNICEF country offices in LAC to assist governments and partners to reduce risk and strengthen resilience.

    Specifically, the consultant will provide technical assistance to UNICEF Regional Office (LACRO) and country offices in developing child focused climate change adaptation and will develop relevant guidelines and tools, supporting the undertaking of climate risk assessments as well as support the rollout, of the Guidance for Risk Informed Programming (GRIP). Limited but strategic opportunities to engage in climate change mitigation and low carbon development will also be considered. The results of the consultancy will help shaping the element of climate change in the outcome #4 of the Regional Office Management Plan (ROMP) 2018-2021.

    Qualifications of Successful Candidate

  • Advanced university degree in relevant area such as environment, climate change, social and economic development, international cooperation.
  • A minimum of five years of relevant work experience focused on developing countries, in areas related to development cooperation in climate change adaptation and mitigation, environment and socio-economic development.
  • Specific expertise in programme/project formulation, implementation, monitoring and review and evaluation related to climate change adaptation and mitigation in developing countries is required.
  • A track record of successfully developing, formulating and implementing adaptation and mitigation projects funded for example through the Adaptation Fund, and/or other sources of climate finance is required.
  • Knowledge on climate change impacts, climate risk assessments, and adaptation solutions required.
  • Prior experience undertaking climate risk and vulnerability assessments required.
  • Knowledge on greenhouse gas emissions and climate change mitigation solutions, especially related to sustainable energy.
  • Expertise in capacity building, developing tools and providing training
  • Familiar with children’s rights and gender in the context of climate change adaptation and mitigation and/or natural resources management.
  • Excellent analytical and writing skills, advocacy and presentational skills an asset. Demonstrated ability to work harmoniously in a multi-cultural environment and establish harmonious & effective working relationship both within and outside an organization.
  • Fluency in English and Spanish required. Working knowledge of French is an asset.

    Panama: Non Clinical Care and Support to families with children affected by CZS and disabilities.

    Latin American and the Caribbean (LAC) is the most ZIKV- affected region in the world. The latest PAHO reports from epidemiological week (EW) 44 (27 April. 2017) show that a total of 769,349 suspected and confirmed ZIKV cases have been reported by 48 countries and territories in the region, and 3,122 cases of Congenital Zika Virus Syndrome (CZS) have been reported in 26 countries and territories. While many countries have reported a decrease in new cases, the number of infections and the number of new-borns with CZS continues to rise, with pregnant women and women of childbearing age remaining highest-risk groups.

    In terms of the magnitude of long term disabilities caused by ZIKV, recent research shows that the number of children affected by CZS is probably much higher than currently estimated due to gross under-reporting of microcephaly, with only 25 per cent confirmed of the total cases. In addition, there is a high incidence of other disabilities conservatively estimated to affect 10 per cent of all infected pregnant women. The number of countries affected and the incidence of new cases of microcephaly continue to increase, with Mexico being the latest country to report its first case. The under-reporting of microcephaly implies that the estimate of over 3,122 cases of microcephaly in April 2017 represents only the tip of the iceberg; PAHO and WHO speculate that tens of thousands of children may be affected in one way or another.

    Regarding the humanitarian impact of the epidemic specifically on children and their families, the consequences include a wide range of negative outcomes at the psychological, social and economic level. One of the problems face by women is the lack of access to quality sexual and reproductive health services to enable them to plan their pregnancies, and pregnant women with ZIKV face a high level of uncertainty, stress and fear, as it is not yet clear what risk factors increase the likelihood of having a baby with CZS. Once a baby is born with CZS, families potentially face other problems such as rejection from parents, relatives and neighbours, mostly related to stigma and in some cases mothers and their child affected are abandoned. In terms of economic impacts, mothers usually become full time caregivers, leaving their jobs in most cases and negatively impacting the financial status of the family. As observed in all countries, the care and support services for these children require that families invest in additional resources for transportation to health services, medicines and rehabilitation tools, putting extra pressure in the economy of families.

    UNICEF in Latin America and the Caribbean region is implementing a regional ZIKV response plan. The goal of the response is to enhance UNICEF’s contribution to the control of the spread of ZIKV and the mitigation of its impact on children and their families. UNICEF is working in support to nationally led efforts, and in close collaboration with PAHO/WHO as UN leader in the response, and other relevant stakeholders, with a focus on its comparative advantage and mandate, to:

    1. Prevent transmission of ZIKV through:

  • Personal protection (in particular for pregnant women, Pregnant and Lactating Women (PLW) and adolescent girls of childbearing age) through community engagement and Communication for Development (C4D) activities that will support behaviour adaptation to prevent the spread of the virus.
  • Vector control (reducing breeding sites/vector density) and C4D activities through national capacity development of government institutions and NGO partners
  • 2. Provide non-clinical care and support to families affected by ZIKV, including multi-disciplinary management of Congenital Zika Syndrome and other malformations.

    In June 2016 UNICEF LACRO began the process of incorporating the component of non-clinical care and support for children affected by the virus Zika and their families to the response plans that had been developed by CO’s. This last component allowed a much more integrated response to Zika.

    To meet these requirements effectively, the UNICEF LACRO intends to hire services of a senior specialist with experience in ECD and disabilities (preferably in the LAC region), with an emphasis on expanding and strengthening 2017 lead UNICEF actions for non-clinical support to affected families and young children with congenital ZIKA syndrome and other developmental disabilities.

    Antecedentes

    La directora general de la Organización Mundial para la Salud (OMS), Margaret Chan, anunció el 1 de febrero de 2016, una emergencia de salud pública de importancia internacional en relación al aumento de los trastornos neurológicos y malformaciones neonatales asociados a la circulación del virus Zika. Hoy en día, un total de 46 países y territorios en América Latina y el Caribe han informado sobre nuevos brotes de transmisión autóctona desde 2015. En noviembre 2016, OMS anunció que la epidemia Zika dejó de ser una emergencia de salud pública con un carácter de preocupación internacional, aunque el efecto y su consecuencia sigue siendo un desafío significante para la salud pública.

    El virus Zika se transmite por mosquitos del género Aedes Aegytpi. La característica principal de la epidemia es su impacto en manifestaciones neurológicas congénitas en niños y niñas. Es por ello que, en febrero de 2016, UNICEF planifica una respuesta al virus Zika con el objetivo de mitigar el impacto del síndrome congénito del Zika y otras malformaciones congénitas en niños y niñas afectados por el Síndrome Congénito de Zika y promover el desarrollo y la inclusión. Los principales resultados que UNICEF espera alcanzar son:

  • Detección: Las mujeres en edad reproductiva, embarazadas, hombres y los proveedores de salud, sensibilizados sobre el virus Zika y la importancia de un diagnóstico temprano.
  • Prevención:

  • Las mujeres en edad reproductiva y embarazadas y sus parejas en las zonas de riesgo, adoptan prácticas para la prevención de la transmisión del virus del Zika.
  • Las mujeres en edad reproductiva y adolescentes previenen el impacto del Zika (conocen métodos de contracepción para el embarazo no deseado).
  • Cuidado y apoyo: Los niños y niñas afectados por el síndrome congénito del Zika (y otras malformaciones congénitas) y sus familias, reciben el cuidado y apoyo oportuno, integral y multidisciplinario.
  • Desde marzo de 2016, UNICEF apoya la respuesta al virus Zika en 32 países y territorios de América Latina y el Caribe, con una cobertura que va desde el nivel nacional hasta el comunitario, promoviendo la adopción de prácticas personales, familiares y comunitarias que ayuden a la prevención y control del virus a través de estrategias de comunicación de riesgo y participación comunitaria, focalizando las intervenciones en zonas de riesgo y en población clave como mujeres embarazadas y adolescentes.

    UNICEF viene promoviendo con los contrapartes y socios de los países el componente de Cuidado y Apoyo (Care & Support) a con las familias que tienen niños y niñas afectadas por el Síndrome Congénito de Zika (SCZ) y otras malformaciones congénitas para que reciban intervención temprana y oportuna y así garantizar su derecho al desarrollo pleno, la no estigmatización ni discriminación, a través del diseño de normas, protocolos y guías de cuido, capacitación a personal de los servicios de salud y de otras instituciones de educación y área social, junto con grupos y líderes comunitarios y acompañamiento y entrenamiento a las familias afectadas, promoviendo la movilización y participación comunitaria y de los diversos actores involucrados.

    Justificación

    El cuidado y apoyo a los niños afectados por el SCZ y otras malformaciones congénitas y sus familias ha evolucionado al mismo ritmo que el conocimiento y la evolución de la enfermedad. El Programa de Respuesta al Zikv de UNICEF ha puesto especiales esfuerzos en entender las necesidades específicas de estas personas para construir estrategias de atención y apoyo familiar que se pueda adaptar a las capacidades y circunstancias específicas de cada país de intervención, tomando en consideración las fortalezas que puedan servir como punto de entrada para avanzar en un proceso sostenible que permita la institucionalización.

    El estudio de caso va a aportar elementos de análisis en países seleccionados donde se ha realizado una intervención (o unas intervenciones) con características particulares -bien sea por su avance en el ámbito institucional, su relacionamiento y complementariedad con las organizaciones de sociedad civil, su capacidad para solventar limitantes en la respuesta nacional para el cuidado y apoyo de estas familias con niños y niñas afectadas por ZIKV y otras malformaciones congénitas, o por su capacidad de articulación en el ámbito social comunitario, con un abordaje intersectorial.

    Los estudios de caso constituyen un análisis global sobre el proceso de trabajo desarrollado en el marco de la repuesta el país y un análisis pormenorizado de una perspectiva seleccionada, alrededor de unas experiencias concretas, en las cuales se puedan identificar aquellos factores que la convirtieron en exitosa, así como los obstáculos que debieron ser removidos para su desarrollo. El fin último es contar con experiencias y estrategias que contribuyan a entender los retos y dirigir la respuesta en los países, apuntando a estrategias de intervención capaces de ir a escala con sostenibilidad, en cuidado y apoyo más eficaces y cercanos a las necesidades de las familias y niños y niñas afectadas.

    Objetivo general de la consultoría

    Esta consultoría tiene por objetivo el análisis y la documentación de -estudios de caso- de experiencias y estrategias relevantes en el abordaje de componentes esenciales de cuidado infantil (incluyendo la intervención temprana) y apoyo -familiar- identificados en países seleccionados.

    Objetivos específicos
