What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Role description

We are looking for a Delegate in charge of relations with the military forces and law enforcement authorities.

Based in the Regional Delegation of Mexico, the Military and Armed Group Delegate will cover the following countries: Mexico, Guatemal, Honduras, El Salvador, Panama, Costa Rica, Nicaragua and Cuba.

S/he also promotes the positioning of the ICRC as a relevant humanitarian actor and organization of reference on IHL and IHRL in the region, through active contribution and support of humanitarian diplomacy efforts.

Working transversally within the ICRC with the Legal, Communication, Protection and Cooperation Departments, s/he actively participates in the development and implementation of an operational prevention approach.

Main responsibilities

  • Work closely with the Delegation management and transversally with the Delegations Protection and Prevention Departments in defining the strategy and carry out specific activities.
  • Handles all operational and thematic issues pertaining to dialogue with militaries and selected other arms carriers and advises on the humanitarian implications of alleged IHL /IHRL violations on the Civilian Population.
  • Provides technical advice on the humanitarian implications of the evolution of the conduct of military operations (and the use of force for topics related to law enforcement)
  • Provides real-time technical analysis of conflict/violence dynamics and advises and supports delegations on dialogue with arms carriers
  • Provides country analysis of the military forces (and to a lesser extent to Police and Security Forces organisations) and compliance with humanitarian principles regarding the conduct of operations (for the militaries) / use of force (for the police) in relation to the ICRC Operations in the country.
  • Maintains and develop a network of contacts, ensuring substantive engagement with the military and police command structures and institutions (National and Regional).
  • Supports efforts to integrate IHL/IHRL and application of international rules and standards into police doctrine, training and relevant aspects of operations.

Required profile and skills

  • Military career: Senior officer (minimum rank of Major) with a minimum of 5 years’ accumulated operational experience, including the planning and execution of military operations in a commandment position.
  • Knowledge and practical experience of the integration of Law of Armed Conflict/International Humanitarian Law into the planning and conduct of military/Law enforcement operations.
  • Experience of law enforcement problematics in complex environment with emphasis on other situations of violence and migration issues. Working knowledge of urban violence and with Law Enforcement actors would be desirable.
  • Strongly motivated by humanitarian work
  • Able to work under pressure in a potentially dangerous environment
  • Minimum 1 year of international deployment abroad in a conflict areas. A sound working knowledge of the South American context would be desirable.
  • Ideal age: 45 to 55 years
  • Available for a period of minimum 2 years (renewable) for a mission in the field
  • Very good command of English and Spanish and fluency in another ICRC working language used in the field such as French, Arabic or Russian. A good command of French would be beneficial for career development within the ICRC, as French is an institutional language
  • Knowledge and practical experience of the integration of Law of Armed Conflict/International Humanitarian Law into the planning and conduct of military/Law enforcement operations.
  • Fully conversant with common IT tools
  • Driving license for manual transmission vehicles.

OBJETIVOS ESPECÍFICOS DEL PUESTO

Coordinar el desarrollo operativo del programa (Vives Proyecto) en Navarra y Euskadi

· Responsable de la consecución de los objetivos operativos asignados por el Responsable de Acción Social en España

· Coordinación con organismos que participan como socios colaboradores a nivel de: financiadores, cesión de espacios, formalización de convenios de colaboración, grupos de interés que puedan apoyar y/o participar en cada proyecto.

PERFIL DEL CANDIDATO

Estamos buscando un equipo consultor local para realizar un estudio situacional en El Salvador a fines de implementar una línea de ayuda para niñas, niños y adolescentes.

Objetivos de la contratacion

El propósito del estudio es considerar todos los factores, tanto positivos, como así también las necesidades de las niñas y niños y hasta los posibles desafíos asociados a la implementación de una línea de ayuda para niñas, niños y adolescentes. Asimismo, con el estudio se busca determinar los requisitos necesarios y concretos en cuanto a tiempos y recursos para la implementación de un servicio deseable de línea de ayuda para niñas, niños y adolescentes. La participación de niños, niñas y adolescentes, principales beneficiarios de estos servicios, es esencial durante todas las etapas del estudio.

Más específicamente, en el estudio se deberá incluir:

Estudio de necesidades: Un informe con las preocupaciones, intereses y necesidades de las niñas y niños en cuanto a un servicio de línea de ayuda, con la participación de ellas y ellos a los fines de orientar la creación de la línea de ayuda*;* Diagnostico situacional: Un análisis y recomendaciones sobre los mecanismo de atención para la línea de ayuda para niñas, niños y adolescentes sobre la base del contexto local, las opiniones de las niñas y niños y de actores pertinentes del sistema de protección;
Política de selección de personal: En base al contexto local y los necesidades de una línea, formular una política de selección de personal de la línea de ayuda para niñas, niños y adolescentes.

Metodología y productos esperados
Este estudio debe ser participativo. El método a utilizar debería ser el vigente para los estudios sociales y que asegure la representatividad de cada uno de los actores a entrevistarse.

Los productos esperados
El equipo consultor deberá presentar los siguientes productos:
I. Un plan de trabajo y cronograma detallado para la realización del estudio situacional, incluyendo los grupos de enfoque con niñas y niñas;
II. Un informe sobre las necesidades de las niñas, niños y adolescentes en cuanto al servicio, en base a consultas realizadas a grupos de enfoques de niñas, niños y adolescentes.
III. Un informe (máximo 50 paginas) que incluya recomendaciones para la implementación de una línea de ayuda para niñas y niños, una estrategia a adoptar para la implementación, las modalidades de funcionamiento apropiadas en cuanto a los recursos/necesidades constatadas (modelo, estructura, estrategia de respuesta, alcance y difusión)
IV. Un modelo de política de selección de personal para la línea de acuerdo a los requerimientos del servicio y a los requerimientos para la selección del personal.
V. Una herramienta de sistematización de contactos a nivel local y nacional para la referencia. La herramienta debe acompañarse con una guía para su uso y actualización.

Perfil requerido

  • Equipo consultor de 2 a 5 personas máximo;
  • Formación universitaria (Maestría o postgrado) carreras de las Ciencias Sociales o carreras afines;
  • Experiencia en abordaje integral y sistémico sobre derechos de la niñez;
  • Experiencia en la elaboración de diagnóstico;
  • Conocimiento y manejo del enfoque de género;
  • Capacidad para compilar y analizar datos y producir informes;
  • Gran capacidad de redacción, investigación, análisis y planificación y capacidad de comunicación escrita y verbal;
  • Conocimiento sobre el trabajo de las líneas de ayuda para niñas y niños;
  • Vasto conocimiento del sistema nacional de protección de la niñez y adolescencia en El Salvador;
  • Conocimiento y experiencia en la elaboración de consultas a niñas, niños y adolescentes

Duracion del contrato
La duración del contrato será de un máximo de 45 días continuos. A continuación se indican las fechas para la entrega de los productos

  • Producto I Propuesta de trabajo y cronograma: 3 días desde la firma del contrato.

Summary of key functions/accountabilities

1. Support to interventions/projects development and planning

Conduct/update situation analysis for the programme sector/s for development, design and management of Health HIV related Unit. Research and report on development trends (e.g. political social, economic) for higher management use to enhance interventions/projects development planning, management, efficacy and delivery of results.

– Contribute to the development/establishment of Health and HIV/AIDS thematic goals, objectives and strategies and results-based planning through analysis of Health and HIV needs and areas for intervention and submission of recommendations for priority and goal setting.

– Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluating results.

– Prepare required documentations/materials to facilitate the programme review and approval process.

2. Health and HIV/AIDS thematic area management, monitoring and delivery of results

– Work closely and collaboratively with internal and external colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.

– Participate in monitoring and evaluation exercises, midi and annual reviews with government and other counterparts to assess programmes/projects and to report on required action/interventions at the higher level of programme management.

– Monitor and report on the use of unit resources resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.

– Prepare regular/mandated unit interventions/project reports for management, donors and partners to keep them informed of programme progress.

3. Technical and operational support to Health interventions/projects implementation

– Conduct regular field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.

– Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on Health and HIV/AIDS related issues to support programme implementation, operations and delivery of results.

4. Networking and partnership building

– Build and sustain effective close working partnerships with relevant sector government counterparts and subnational stakeholders through active sharing of information and knowledge to facilitate Health and HIV/AIDS interventions/projects implementation and build capacity of stakeholders to achieve Country Programme goals.

– Draft information and technical materials for CO programme advocacy to promote awareness, establish partnership/alliances and enhance resource mobilization for UNICEF Health and HIV Unit.

– Participate in meetings/events on programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of Health and HIV interventions/projects and to integrate and harmonize UNICEF position and strategies with the UNDAF development and planning process.

Qualifications of Successful Candidate

Education

– University degree (Bachelor’s degree or equivalent) in public health, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related sciences is required.

Experience

– Two (2) years of progressively responsible work experience Health and HIV/AIDS planning and management and/or in relevant areas of health care, health/emergency preparedness at the international level and/or in a developing country is required.

– Additional years of relevant experience in the above mentioned fields is an asset.

– Experience in Health and nutrition programme/project development in UN system agency or organization is an asset.

Language

– Fluency in Portuguese and English is required. Knowledge of an additional UN Language (Arabic, Chinese, Russian, and Spanish) is considered an asset.
