Objetivo de la posición

Realizar la planificación, seguimiento evaluación y control de calidad de los programas de desarrollo en la Áreas de Desarrollo Territorial de acuerdo con los criterios y principios de la Organización.

Responsabilidades

  • Planificar y supervisar la elaboración y cumplimiento de los Planes de Intervención Trienal de las Áreas de Desarrollo Territorial del Programa Nacional, con el fin de cumplir con los objetivos y resultados planteados en dichos planes según la Estrategia Institucional de Ayuda en Acción y el Plan País correspondiente, y coordinar la evaluación trienal.

  • Colaborar en la planificación y supervisar la elaboración de proyectos de Intervención anuales de los equipos territoriales, asegurando la adecuada presupuestación de acuerdo al financiamiento disponible y los resultados esperados en el periodo.

  • Asesorar y revisar los proyectos de desarrollo (ADT, Proyectos Sectoriales, Acciones de Incidencia) de socios locales en aspectos técnicos relativos al cumplimiento de fines de acuerdo a las líneas de intervención y políticas de AeA.

  • Analizar y realizar el control de calidad en las intervenciones, y proponer recomendaciones para la aplicación de las acciones correctivas que sean pertinentes.

  • Coordinar la elaboración de la información institucional y técnica requerida por terceros, compatibilizándola con la información financiera y administrativa, revisando la calidad y coherencia con los planes y presupuestos vigentes.

  • Coordinar el relacionamiento con los socios locales, así como otros actores en el ámbito de la intervención.

  • Prospección de nuevos territorios de intervención e identificación de potenciales socios de acuerdo a la estrategia definida previamente

  • Asegurar la aplicación de las políticas institucionales, enfoques y códigos en todo el quehacer estratégico operativo institucional, que reflejen los principios y valores institucionales.

  • Coordinarse con los equipos institucionales (de la sede, oficina nacional y otros países)

    Conocimientos y experiencia

  • Licenciado. Valorable en Trabajo Social, Pedagogía o Educación.

  • Estudios de especialización, maestría o superiores en planificación y desarrollo de proyectos en Desarrollo Local y/o Económico y/o Cooperación y Social

  • 5 años de experiencia mínima en identificación, diseño, gestión técnica y financiera y justificación de programas y desarrollo rural y gestión de fondos de cooperación internacional, con un excelente conocimiento de la gestión del ciclo de proyectos y del enfoque del marco lógico

  • Experiencia en trabajo en comunidades rurales, especialmente con niños y jóvenes desde el enfoque de derechos.

  • Conocimiento del contexto de la zona: tendencias políticas, sociales, económicas y ambientales del país, su relación con el entorno regional, y con el Programa Nacional y sus estrategias

  • Amplio dominio de técnicas participativas, metodologías de trabajo de equipo y coordinación

  • Experiencia en administración de recursos y en elaboración y seguimiento de presupuestos

  • Conocimientos y experiencia en la promoción de la igualdad de género y de acciones con enfoque de derechos

  • Excelente redacción y sintaxis en castellano. Valorable: conocimiento medio de inglés

Context:

Under the overall supervision of the Chief of Mission (CoM) and in coordination with relevant units at Headquarters (HQs) and Regional Office (RO) Buenos Aires, the successful candidate will be responsible and accountable for monitoring of the budgetary, financial, human resources, procurement and administrative functions of the Mission.

Core Functions / Responsibilities:

  1. Monitor financial management for all activities in the mission, including financial expenditure and accountability. Undertake financial analysis of projects in the Mission.

  2. Coordinate with senior management the preparation of donor financial reports in accordance with IOM regulations and established procedures.

  3. Assist in forecasting cash flows according to activities in the Mission and ensure daily control of funds disbursed; verify that funding is received in accordance with donor agreements.

  4. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.

  5. Monitor the implementation of procurement, logistics, facilities maintenance, asset administration and transport support within established internal control mechanism.

  6. Review and monitor the Human Resources Management function in the mission in accordance with the Organization´s policies, procedures and practices and in light of project activities in the region.

  7. Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation, and control systems and improve efficiency and effectiveness. Train the project support staff on IOM´s administrative, financial and human resources policies and procedures.

  8. Participate in the preparation and draft portions of the annual budget for the Mission and assist in the preparation of budgets for new programmes.

  9. Assist in the supervision of the Mission’s administrative functions and other related activities, in accordance with the Organization’s policies and procedures.

  10. Liaise with other internal functional units of the Mission, and support the supervisor in liaising with banks, donors and government counterparts and other stakeholders as required in the performance of the accounting function.

  11. Make recommendations for procedural improvements and assist in training local staff in the relevant areas.

  12. Liaise with relevant units at HQs, the Administrative Centers and RO Buenos Aires with regard to the financial and administrative activities of the Mission.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

• Professional certification as Chartered Accountant or Certified Public Accountant is an advantage.

Experience

• Experience in financial management, accounting and budgeting;

• Experience with internal control assessment, internal audit and/or external audit;

• Good knowledge in procurement;

• Good knowledge of human resources management;

CO program planning and development

Support to the Representative on managing the CO

  • Serve as office in charge in the absence of the Representative.
  • Monitor and assess programs and operations and provide advice on best and innovative programming and management practices to enhance programming and operations.
  • Advise the Representative on CO annual work planning, setting priorities/targets and establishing performance measurements. Monitor implementation and progress of work plans; collaborate with colleagues to assist, advice and guide to ensure achievement of results according to targets and performance standards. Take timely decisions to achieve results and/or alert the Representative for timely action.
  • Establish clear performance objectives, goals and timelines; and provide timely guidance to his/her team to enable them to perform their duties responsibly and efficiently. Plan and ensure timely performance planning, management and assessment.
  • Work collaboratively with the Representative and the various sectors to facilitate/contribute to the preparation of CO budget proposal. Monitor critical issues to resolve problems and/or recommend to the Representative appropriate action to ensure appropriate and optimum use of resources.

Monitoring and quality control of programs

  • Participate in meetings/events and annual/mid term reviews with government and other counterparts/stakeholders to contribute to strategic program discussions, planning and assessments.
  • Evaluate overall program progress; identify weaknesses, bottlenecks and potential problems. Collaborate with the sectors and/or other partners and stakeholders to resolve issues and/or advise the Representative on resolutions to ensure delivery of results as planned and allocated.
  • Monitor the optimum and appropriate use of program resources (financial, human, administrative and other assets) and verify compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. Approve disbursements and allocations in accordance with delegation of authority established by the Representative.
  • Coordinate and/or provide advice on the preparation of mandated program and operational reports. Confirm accuracy of reports prior to approval by the Representative.

Alliance building and UN System coordination

  • Represent the UNICEF Representative in the UN Country Team (UNCT) to collaborate with RC and UN system partners to strengthen UN system interagency coherence, collaboration, cooperation and harmonization of programming, common services and operations. Ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF development planning and agenda/priority setting.
  • Collaborate with inter-agency partners/colleagues on UNDAF (One) country development planning of programs/projects.
  • Build and strengthen strategic partnerships with government institutions, national stakeholders and global partners/allies/donors/academia to advocate UNICEF goals to advance child’s right to survival, development and well being, mobilize resources, seek cooperation and establish alliances.

Innovation, knowledge management and capacity building

  • Advice the Representative and other internal colleagues in the CO on the development and implementation of policies and procedures, use of latest information technology and introduction of innovation and best practices in the CO to ensure optimum efficiency and efficacy in programming and operations.
  • Coordinate the collection, institutionalization and sharing of lessons learned to enhance performance and to use lessons learned in development/policy planning.
  • Promote learning and development through planning and organization of training events, activities and other capacity building initiatives to enhance the competencies/productivity of staff members.

Education:

Purpose for the job: The ECD Officer reports to the Deputy Representative for supervision. The Officer provides professional technical, operational and administrative assistance throughout the programming process for ECD programs within the Honduras Country Programme from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative program tasks to facilitate program development, implementation, and program progress monitoring, evaluating and reporting.

Support to ECD program development and planning

  • Contribute to the development/establishment of ECD program goals, objectives and strategies and results-based planning through research, collection, analysis and reporting of ECD related information/data for development planning and priority and goal setting.
  • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical, program, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support program planning, results based planning (RBM) and monitoring and evaluating results.

Program management, monitoring and delivery of results.

  • Work closely and collaboratively with internal and external colleagues and partners to discuss ECD operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess ECD programs/projects and to report on required action/interventions at the higher level of program management.
  • Monitor and report on the use of ECD program resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular/mandated ECD program/project reports for management, donors and partners to keep them informed of program progress.

Technical and operational support to program implementation

  • Conduct regular program field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.

  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on ECD related issues to support program implementation, operations and delivery of results.

Objetivos del puesto.

Contribuir a procesos integrales de Desarrollo Rural Territorial en los Municipios de La Palma, San Ignacio y Cítala de la Reserva de Biosfera Trifinio Fraternidad, centrándose en la dinamización de la ECADERT y el Grupo de Acción territorial y enfocándose en promover la resiliencia de los sistemas productivos de colectivos en situación de vulnerabilidad ante el cambio climático.

Responsabilidades.

  • Coordinar desde lo Nacional la efectiva implementación del Convenio 14-CO1-737 “Promover la resiliencia de los sistemas productivos de los grupos en situación de vulnerabilidad ante el cambio climático en Centroamérica” financiado por la Cooperación Española.

  • Dinamizar la comisión nacional del ECADERT en El Salvador, así como la Sistematización de experiencias y buenas prácticas promovidas por el GAT para el Desarrollo Territorial.

  • Realizar funciones de seguimiento, gestión, evaluación y rendición de cuentas técnica-financiera de los proyectos implementados en el territorio Trifinio Fraternidad.

  • Gestionar iniciativas de articulación territorial entre los actores sociales, políticos y económicos, a nivel local, departamental y nacional, que impacten positivamente en el desarrollo socioeconómico e intercultural de la niñez, juventud y mujeres.

  • Participar activamente en la formulación de propuestas de proyectos, elaboración y consolidación de informes de seguimiento, asegurando la incorporación del enfoque de niñez, igualdad de género, interculturalidad y desarrollo territorial.

  • Identificar oportunidades de coinversión con actores públicos, privados, a través del diseño de proyectos innovadores fundamentados desde una gestión basada en resultados y género.

  • Acompañar los procesos de gestión del Vinculo Solidario y de Auspiciamiento como parte de su agenda de trabajo de promoción y protección de los derechos de la niñez.

  • Realizar otras actividades relacionadas con su cargo orientado por el Equipo Gestor del Programa Nacional de AeA.

    Conocimientos y experiencia.

  • Graduado de Licenciatura o ingeniería en ciencias sociales económicas, agronómicas, o carreras a fines.

  • Deseable maestría en Desarrollo Rural Territorial, con conocimientos profundos y comprobados en el enfoque de equidad de género, resiliencia y cambio climático.

  • Experiencia comprobada de 5 años en puestos similares.

  • Conocimientos y experiencia en el trabajo con colectivos de niñez-juventud y mujeres.

  • Conocimientos de enfoque de derechos humanos, incidencia política, trabajo en redes de desarrollo local, adaptación al cambio climático y cadenas de valor.

  • Conocimientos sobre ECADERT, los GAT y procesos de articulación para el desarrollo territorial y normativa AECID.

Habilidades y competencias

  • Capacidad de interlocución y construir relaciones interinstitucionales

  • Conocimiento y experiencia en el enfoque de Gestión Orientada a resultados.

  • Rigor tanto en la calidad de la información como en el cumplimiento de los plazos establecidos.

  • Capacidad analítica y de trabajar dentro de un ambiente multidisciplinario.

  • habilidades de comunicación, resolución de problemas y toma de decisiones.

  • Capacidad para construir y liderar equipos de trabajo, de negociación y facilitación.

    Otros requerimientos

  • Uso efectivo de paquete office, Windows, estadísticas y base de datos.

  • Residir o con disposición de trasladarse a los Municipios de San Ignacio, La Palma o Cítala de la zona norte del departamento de Chalatenango.

  • Licencia vigente de vehículo todo terreno.

Colombia: Decision and Policy Analysis Coordinator

Decision and Policy Analysis is a Research Area in the International Center for Tropical Agriculture (CIAT) with the goal of contributing to improved global decision making through the provision of novel and accurate information about agricultural systems and associated natural resources from the farm- to the continental- level; and to influence key governmental, non-governmental and private organizations to ensure that the rural poor benefit from public and private sector policies. It is a highly dynamic and multi-disciplinary program working on four major pillars of research, impact assessment, climate change, ecosystem services and linking farmers to market. We are seeking a Coordinator to provide close support to the research area director and other DAPA scientists to create an environment conducive to excellence in science and development.

Responsibilities:

  • Generate an enabling environment for excellence in science, relevance in development amongst the team in DAPA
  • Provide support to the DAPA leader in the day to day management of a 150 person team focusing on policy, agriculture and environment research
  • Provide leadership in enabling internal communications for the DAPA program through information sharing meetings and intranet systems for managing project information
  • Manage a core group of support staff to provide research backstopping to DAPA scientists
  • Oversee processes for proposal and project development in close collaboration with the fundraising office to ensure quality delivery to donors
  • Develop a collegial, fun and productive environment within the area which is conducive to generating high quality, creative research
  • Represent DAPA in internal and external meetings

Education and Experience

  • Master degree in business administration, international development, public administration or related field
  • At least 3 years of experience working in a dynamic development or research environment
  • Full English oral and written capabilities.
  • Bilingual English and Spanish preferred.
  • The DAPA coordinator should be someone with interest in managing research and management processes rather than engage in the science itself.
  • The candidate should be very capable of managing professional relationships, and working in a complex, intercultural and highly dynamic working environment.
  • Candidates should be pragmatic in finding solutions, and demonstrate initiative in establishing systems and processes to enable the effective management of the research area.
  • Values the sharing of information and continuous improvements in a cooperative atmosphere of constructive evaluation and learning, and be committed to staff development.

Terms of employment

This internationally recruited position will be based at CIAT Headquarters in Palmira, Colombia, reporting directly to the Area Research Director. The initial contract will be for up to two (2) years, subject to a probation period of three (3) months, and is renewable depending on performance and availability of resources.

The Communications and Marketing Officer will assist in the development and implementation of the University’s Communications and Marketing Strategy, including:

  • Design and implement communication strategies for publicizing the University.
  • Work with the recruiter to design and implement marketing strategies for attracting new students to the University.
  • Update the UPEACE website with the latest information.
  • Develop and implement a sustainable social media strategy.
  • Design and coordinate the production of materials for both print and social media.
  • Provide Public Relations support to the Office of the Rector..
  • Research and monitor the international market for new potential marketing channels and strategies.
  • Coordinate actions with other UN agencies in the country by participating in UNCT meetings and collaborating with them to support UN information campaigns and others.

Requirements:

  • Advanced University Degree (Licenciatura/Master’s degree) in Communications, Marketing, Journalism, Public Relations, or a related field and three (3) years of relevant work experience and proven track record in similar positions OR Undergraduate Degree in the above-mentioned disciplines with a minimum of 5 years of demonstrated professional experience in this field.
  • Fully bilingual in both written and verbal English/Spanish.
  • Knowledge of another UN language is an asset.
  • Excellent writing skills in both English and Spanish.
