ROLE PURPOSE:

The Director of Programme is responsible for the programme direction and coordination, and for the implementation of all programming in country, including the management of all sub offices, emergency preparedness and response. S/he champions a team culture of learning and continuous improvement and is responsible for overseeing development and implementation of programme strategies and advocacy initiatives to deliver immediate and lasting change for children. The post-holder will effectively and efficiently coordinate operations systems, processes and activities so that programmes are delivered on time according to organisational strategy, donor requirements and within allocated budgets. They will take leadership on aspects related to staffing structure and management, programme design and implementation, security, logistics, advocacy and communications and M&E systems.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Masters’ degree in Social Sciences, in an area of social development
  • Minimum of 15 years’ experience in an INGO environment, including experience directing and implementing programs for children in both emergency and development contexts in Guatemala.
  • Extensive and proven experience managing complex USAID Cooperative Agreements is a must.
  • Demonstrated leadership and management skills in multicultural settings, including significant field operations experience.
  • Significant experience leading strategic planning and in programme design and proposal development
  • Strong understanding of different methodologies of monitoring and evaluation and operational research and experience in developing integrated MEAL systems
  • Ability to effectively establish a learning culture within an organisation
  • Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts.
  • Strong representation and influencing skills
  • Experience of management of diverse workforce including effective performance management and utilisation of capacity building, coaching, and mentoring skills
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Excellent communication skills (written and spoken) in Spanish and English.

Desirable

  • Proven experience in responding to humanitarian crisis in Guatemala and/or the region.

The Senior Reading Specialist will provide overall technical oversight and guidance to the project on learning and reading instruction. This will include:
• Supervising the production of all program supported reading material, all teaching methodology improvement and teacher training, all teacher and classroom supervision and monitoring and all student testing efforts
• Ensuring complementarity of activity approaches in reading across the Mission Development Objectives and target areas
• Liaising with government representatives at various levels on technical matters.
• Bearing ultimate responsibility for ensuring that children in target schools achieve improved outcomes in reading
• Working directly with other senior specialists to achieve the expected results

Qualifications:

Qualifications
• Requires a master’s degree in education, a focus on basic or primary education and/or early grade reading or learning is preferred. A Ph.D. in education is also preferred
• Must be an experienced educator with at least 10 years in areas related to teacher training design and delivery
• Experience in programs that work specifically to improve early grade reading is required
• Prior experience with the development of early grade reading materials, training programs, classroom monitoring protocols, and tests and assessments is required
• Proven knowledge of Honduras’ education system capacity, strengths, needs and challenges is strongly preferred
• Prior experience with supporting civil-society based monitoring of reading outcomes is required

The Senior M&E Specialist will provide overall technical oversight and guidance to the project’s overall research design, monitoring and evaluation efforts. This will include:
• Bearing ultimate responsibility for ensuring that the program is able to track and report on achieved improved outcomes in reading
• Developing the Measurement, Evaluation and Learning Plan for the program to ensure both technical and management monitoring of program implementation and achievement of outcome and impact level indicators

Qualifications:

Qualifications
• Requires a master’s degree in psychometrics, measurement, statistics, demography or other relevant field and at least 10 years of experience in research design
• Must have proven senior level supervisory experience in designing, implementing and overseeing measurement, evaluation and learning activities within the education sector
• Experience must include development of project M&E frameworks and monitoring data collection systems
• Must have at least 7 years of experience in monitoring results and indicators of reading improvement related activities
• Must have demonstrated experience in program evaluation with strong research and quantitative skills

The Senior Finance Specialist will ensure full financial and contractual compliance of the all program activities with USAID regulations. This will include:
• Establishing internal control systems as well as accounting and financial reporting protocols for local subcontractors, working with AIR’s internal auditing system and Financial Comptroller
• Supervising activity financial staff and program budget matters
• Managing accounting and disbursement needs
• Verifying that procurements comply with USAID and AIR’s financial guidelines
• Overseeing the training of staff and partner NGOs in financial systems
• Ensuring adherence to management policies and assuring timely financial reporting to USAID
The Senior Finance Specialist will report directly to the COP.

Qualifications:

Qualifications
• Requires a master’s degree in Business and/or Public Administration or a master’s degree in Accounting and/or Financial Management, or appropriate equivalent academic degree at least at the master’s level
• At least 10 years of experience in financial management of development activities with increasing levels of responsibility
• Membership in a professional body such as those for Certified Public Accountants preferred
• Experience working in Honduras preferred
• Ability to compile and prepare financial and budget data in line with USG rules and regulations
• Experience analyzing budget trends and monitoring funding levels across multiple accounts
• Expertise with procedures required for adequate planning, monitoring, and realigning of complex budgets
• Experience administering grants under contract
• Skilled in managing and compiling financial data for reporting and ensuring compliance with all donor requirements
• Excellent computer skills as they relate to financial management

• Requires a master’s degree in a relevant field such as education, management, social sciences or development studies. In lieu of a master’s degree, a bachelor’s degree with five years of relevant international development experience in the education sector will be acceptable
• At least 8 years of demonstrated experience in the successful implementation of international development activities (at least 3 years must have been in senior program management including direct supervision of professional and support staff)
• Experience working in the education sector in Latin America, particularly in Honduras is preferred
• Desired experience includes work in policy advocacy, monitoring and oversight, capacity development in education sector, and experience in awarding and managing grants to local organizations to promote education-related goals

The COP will provide overall technical and administrative leadership and expertise for this activity and will serve as the primary authority for all decision making related to this activity. Other responsibilities include:
• Providing overall management and implementation of the activity and reporting directly to the designated USAID Contracting Officer’s Representative (COR)
• Supervising activity implementation and ensuring the activity meets stated goals and reporting requirements
• Liaising with USAID/Honduras on management and technical matters, and
• Taking on a leadership role in coordination among USAID and key stakeholders, and other implementing partners

• Minimum requirement is a master’s degree in education or a directly relevant field from an accredited university, though a Ph.D. or Ed.D. is preferred
• A minimum of 15 years of experience in education and development with relevant management, supervisory, technical experience working with programs that are of a similar scope to this activity is required (at least 10 years must be in a management/leadership position)
• Proven track record and experience in project designs, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement is required
• At least 5 years of experience in the education sector in Latin America, is preferred
• Experience in early grade reading and education in conflict-affected, alternative and rural settings is required
• Demonstrated experience and knowledge of capacity development and teacher professional development
• Experience managing a national intervention with a large budget and directing a large staff and multiple sub-contractors on complex projects
• Excellent oral and written communication skills and strong interpersonal skills are required
• Sound knowledge of USAID rules and regulations
