Chemonics seeks a senior monitoring and evaluation specialist for the anticipated five year, $53 to $55 million USAID Reading Improvement for Development program in Honduras. The program will support the government of Honduras, in collaboration with other donors, civil society, and the private sector, in improving reading outcomes of Honduran students in Grades 1 to 6. The program will 1) strengthen the Ministry of Education's capacity to implement evidence-based reading approaches in basic education; 2) improve school and classroom materials to enhance reading instruction; 3) improve capacity of teachers and key support personnel to provide quality reading instruction to students in Grades 1 to 6; and 4) strengthen parental and community participation leading to improved learning and reading achievement. Responsibilities include:
- Provide overall technical oversight and guidance to the program's research design, monitoring, and evaluation efforts
- Ensure that the program is able to track and report on achieved improved outcomes in reading
- Develop the program's measurement, evaluation, and learning plan to ensure both technical and management monitoring of program implementation and achievement of outcome- and impact-level indicators
Qualifications:
- Master's degree in psychometrics, measurement, statistics, demography, or other relevant field required
- Minimum 10 years of experience in research design required
- Proven senior-level supervisory experience in designing, implementing, and overseeing measurement, evaluation, and learning activities within the education sector required, including development of project M&E frameworks and monitoring data collection systems
- Minimum seven years of experience in monitoring results and indicators of reading improvement-related activities required
- Demonstrated experience in program evaluation with strong research and quantitative skills required
- Demonstrated leadership, versatility, and integrity
- Professional fluency in written and spoken English required; proficiency in Spanish preferred
