Argentina – Turning the Corner on the Path to Shared Prosperity

When World Bank Group President Jim Yong Kim landed in Buenos Aires in August, he brought an unequivocal message: Argentina is taking the difficult steps needed to lay the groundwork for a brighter future, and the World Bank Group stands ready to continue supporting Argentina to live up to its enormous potential. “We need openness and trade between countries for the transfer of knowledge and cutting-edge technology, ,” Kim said during a press conference with President Macri.  “We also need to focus on enabling the conditions that favor stable markets, which in turn attract investment and create employment. I’m pleased and enthusiastic to see that Argentina is on this path.” The two-day trip was the first visit by a World Bank President to Argentina in 25 years, and included a whirlwind of meetings with government, business and thought leaders, and the press. Kim met with President Mauricio Macri to discuss the reforms implemented by the government, further engagement in the global economy, the upcoming World Trade Organization (WTO) Ministerial Conference in Buenos Aires in December, and Argentina’s Presidency of the G20 next year. Kim announced up to US$2 billion in new financing from the World Bank Group to Argentina over the coming year. Half of that will be for the public sector and the other half for private sector companies, as the World Bank Group continues to leverage public and private funds for infrastructure and other development investment. The institution is already working with Argentina in key areas including renewable energy, agriculture, poverty reduction, human development, the environment, infrastructure, and private sector development. Argentina’s choice of openness and integration over isolation has put the country on a promising path, Kim said in Spanish during a press conference with President Macri. Kim explained that he learned his Spanish as a young doctor treating drug-resistant tuberculosis in Peruvian slums – an experience that cemented his concern for the poor in South America. A key message Kim emphasized throughout the trip was the enormous potential to tap private capital to fund infrastructure and other development. He highlighted the example of the $480 million guarantee that the World Bank provide for the renewable energy sector in Argentina, which has helped mobilize over $3 billion in prospective private-sector investment. IFC also mobilized over $1 billion in private sector investment in renewable energy in the country. Kim joined Minister of Science, Technology, and Productive Innovation Lino Barañao at a forum on investing in the Future of Work, which tackled the complicated issue of technological change and how best to prepare people for the jobs of the future. Over 500 opinion leaders, entrepreneurs, and students gathered to consider this issue, which is attracting so much attention worldwide at this moment. The blistering pace of technological change is affecting every country in the world, Kim said – with information and communications technologies, robotics, and artificial intelligence posing a significant challenge, as well as a big opportunity. Automation will eliminate many of the less complex and low-skilled jobs, and the remaining jobs will demand new and more sophisticated skills. In the face of these accelerations, it’s crucial for all countries to invest early and effectively in their people, Kim said. It’s also critical for educators to work closely with the private sector to ensure that workers are being trained with the right skills for jobs that exist now and for the jobs of the future. With its large pool of educated, creative professionals, Argentina is particularly well suited to face these challenges, Kim pointed out. The country has produced five Nobel Laureates and four of the six “Unicorn” companies in Latin America – start-ups that are valued at over 1 billion dollars: Globant, MercadoLibre, Despegar, and OLX. Among middle-income countries, Argentina ranks 5th in terms of innovation quality in the recent Global Innovation Index. With more trips scheduled to Argentina over the next year for the G20 meetings, Kim will be paying close attention to the success and progress of the country’s reforms. He repeatedly emphasized the Bank’s commitment to supporting and assisting the country in every way possible along this path. “Successful countries make sacrifices at difficult times to put themselves on the path to growth,” Kim said during an interview on the Argentinian television program, Animales Sueltos. “If Argentines are willing to make some sacrifices together, they will have prosperity. They need to undertake a series of reforms based on empirical evidence, not ideology. For Argentina, the sky is the limit.”

About the Project: Improving Health and Building Resilience: MAS Colombia Mejorando el Acceso a la Salud y fortaleciendo la resiliencia: MAS Colombia”, is a two year project to increase access to mental health and psychosocial support (MHPSS) and protection for internally displaced persons (IDPs) and conflict victims, including by strengthening support from government authorities, and enabling communities to effectively and collaboratively advocate for their rights. This innovative project builds on HAI’s extensive experience providing integrated services for IDPs including for women and girls, Afro-Colombians and other particularly vulnerable communities. The project will expand existing coordination efforts among government, civil society organizations and communities impacted by forced displacement and create identification and referral networks to respond to the needs of IDPs.

Overview

Essential Duties and Responsibilities

Program Management and Oversight:

  • Guide the implementation of the program components and the methods of follow-up, with a focus on technical aspects and quality assurance through close monitoring and supervision.
  • Ensure that the program components are implemented according to approved work plan to achieve program deliverables. Through strong planning, monitoring, and activity tracking, identify potential obstacles to programmatic success in a timely fashion, and implement corrective actions as needed.
  • Manage program components budget in close coordination with Finance and Program staff to ensure spending is executed as appropriate.
  • Ensure the development and timely submission of program documents, including narrative reports, lessons learned, success stories, and beneficiary-related data.
  • Manage contractual and programmatic aspects of relations with communities and implementing partners.
  • Support regular evaluation of program components in terms of feasibility, efficiency and effectiveness.
  • Ensure that program documentation is prepared according to donor standards.
  • Ensure technical oversight and field-monitoring of the program staff, notably to ensure quality control and adequate implementation of the planned tools and frameworks.
  • Provide regular comprehensive program updates to supervisor as to program status, current and emerging issues.
  • Draft narrative reports and contribute to the development of financial reports through regular budgetary follow up.

Technical:

  • Design MHPSS programming in line with activities detailed in proposal and work plan.
  • Capacity building:Develop and implement capacity building training relevant to the MHPSS program activities and provide supervision for national MHPSS staff.
  • Provide technical advice to local partner on their project related psychosocial activities.
  • Coordination: Participate in and contribute to MHPSS and GBV subclusters or working groups and actively work with and coordinate with other local and international agencies and organizations engaged in MHPSS programming and services
  • Work in coordination with HQ MHPSS Technical Advisor to review MHPSS program design, trainings, materials, and other deliverables.

Establecido en Montreal, Canadá, desde 1994, la Oficina Internacional de Derechos de los Niños (IBCR) es una organización internacional no gubernamental que tiene como misión contribuir a la promoción y protección de los derechos del niño en el mundo.

En el marco del proyecto contra la trata de personas en Costa Rica, y con el fin de implementar su proyecto de fortalecimiento de las instituciones pertinentes en materia de lucha contra este delito, el IBCR está en la búsqueda de un (a) experto(a) en protección de la niñez para su proyecto en Costa Rica*.*

El/la experto (a) en protección trabajará en estrecha colaboración con el equipo de IBCR en San José, con desplazamientos posibles en el interior del país y en la región.

Bajo la responsabilidad directa de la jefatura de proyecto en Costa Rica, el/la experto (a) en protección diseñará el material de formación necesario para la implementación del proyecto de lucha contra la trata de menores y facilitará los talleres previstos en el proyecto. El público beneficiario de estas capacitaciones son la Escuela de Policía de Costa Rica, los miembros integrantes de la CONATT, jueces y juezas nacionales, así como otros públicos de interés.

Tareas y responsabilidades

El/la experto (a) en protección de la niñez, en relación con los demás miembros del equipo de proyecto y bajo la supervisión de la jefatura del proyecto en Costa Rica, asumirá las siguientes tareas:

1- Actividades del proyecto y producción de material pedagógico en relación con el sector Justicia, Policía y CONATT:

  • Diseñar, producir, revisar y ajustar los productos (paquetes) de formación.
  • Facilitar las actividades previstas en el marco del proyecto enfocándose en el sector de Justicia y Policía, CONATT, así como otros públicos de interés. Esto incluye las previsiones presupuestales de sus actividades acorde con el presupuesto aprobado por el donante.
  • Asegurar la logística de las actividades bajo su responsabilidad acorde con los procedimientos de la Oficina y respetar los cronogramas de la planificación programática.
  • Realizar las misiones previstas en su plan de trabajo o que resulten necesarias según la evolución del proyecto a fin de realizar las actividades previstas en el programa, ya sea en San José o en otras regiones del país.
  • Redactar el material de formación, los protocolos de atención y coordinación, los procedimientos de intervenciones y las herramientas de gestión de la información asegurándose de su calidad y en conformidad con los compromisos contractuales y la metodología del IBCR.
  • Incorporar en su material la metodología del IBCR y facilitar los talleres acordes con las metodologías de formación para adultos.
  • Preparar y/o facilitar las diferentes actividades del proyecto conectadas a su sector (reuniones de intercambios, talleres de desarrollo, talleres de validación, curso piloto, formación de formadores, seguimiento de los socios etc.).
  • Incorporar las lecciones aprendidas en las actividades y materiales de formación con el fin de mejorar las prácticas, conocimientos, competencias y las modalidades de interacción del personal de justicia y de los actores relevantes en protección de la niñez.

2- Documentar las actividades del proyecto

  • Redactar los informes en relación con su sector: informes de actividades, informes de formación, informes de talleres, etc.
  • Archivar de forma sistemática y organizada las memorias de las actividades y las listas de participantes.
  • Documentar los alcances y retos de las actividades bajo su responsabilidad y alertar de cualquier atraso en la implementación.
  • Realizar el seguimiento y evaluación de los resultados y actividades bajo su responsabilidad y documentarlo. (matriz de Monitoreo y evaluación).

3- Participar en la coordinación interna

  • Preparar y participar en las reuniones del grupo de pilotaje del proyecto bajo solicitud de la jefatura del proyecto en Costa Rica.
  • Apoyar jefatura del proyecto en Costa Rica en el fortalecimiento de las relaciones de colaboración y de acción con los principales socios del proyecto de su sector.
  • Realizar cualquier otra tarea relacionada con sus competencias y el buen funcionamiento del proyecto y de su equipo de implementación.

Calificaciones y competencias necesarias

  • Título profesional universitario en trabajo social, educación y/o las carreras afines al área de las ciencias sociales y humanidades, ciencias jurídicas u otra relevante al perfil solicitado o experiencia de por lo menos 4 años en el sector de la protección de la niñez en el contexto costarricense o latinoamericano.
  • Al menos 4 años de experiencia en el ámbito de protección de los derechos de la niñez; idealmente, el/la candidata (a) ha de haber desempeñado funciones similares en una ONG local o una institución de dimensión internacional.
  • Excelente conocimiento de los retos y actores relacionados con la lucha contra la trata en Costa Rica.
  • Sólida experiencia en desarrollo de equipos de formación y animación de talleres de capacitación para adultos.
  • Excelentes habilidades en análisis, síntesis y redacción
  • Capacidad para redactar y corregir una variedad de textos y formular ideas de manera clara y concisa.
  • Capacidad para respetar plazos y trabajar bajo presión con priorización de las tareas y organización de sus tareas.
  • Flexibilidad hacia los cambios y apertura a la crítica constructiva.

Cuáles serán tus funciones principales?

Project Summary

The goal of USAID/Honduras’s proposed Improving Tertiary Violence Prevention activity (ITVP) is to reduce recidivism within targeted populations of the highest-risk juveniles. The development hypothesis for this activity is that if high-quality, tertiary violence prevention services, specialized and targeted by risk levels, are provided to identified juvenile populations at the highest risk, (e.g., those already involved with gangs, crime or the court system), then the repeated criminal and violent offenses by these individuals will be reduced, ultimately contributing to reducing crime and violence in their communities.

USAID understands that a small number of state and non-state actors currently provide a very limited array of services to these populations. However, several fundamental challenges exist which limit the sufficiency, coherence and adequacy of these services to effectively reduce recidivism.

Through this new five-year activity, USAID will seek improved Human and Institutional Capacity Development (HICD) and technical proficiency of state and non-state actors seeking to provide high-quality, specific and targeted services to juvenile tertiary populations. To qualify for support, these actors must be providing (or seeking to provide) services that are explicitly linked to preventing recidivism and likely centered on the themes of rehabilitation, reintegration and the reduction of stigma.

Position Summary and Reporting:

The Gang Rehabilitation Specialist will provide coordination for outreach, case management, and facilitation of multi-systemic wrap-around services for at-risk youth in ITVP target municipalities – which may include Tegucigalpa, San Pedro Sula, Choloma, La Ceiba and Tela – focusing on rehabilitation, reintegration, and reduction of stigma. The Gang Rehabilitation Specialist will report to the Chief of Party.

Primary Responsibilities:

  • Responsible for leading and coordinating the program’s rehabilitation and reinsertion efforts.
  • Identifies and builds relationships with a wide array of service providers (state and non-state) in support of program’s objectives.
  • Develops and coordinates the implementation of a rehabilitation, reinsertion, and stigma-reduction strategy for the project, and socializes it with program partners, community stakeholders, and services providers.
  • Collaborates with existing tertiary prevention service providers, and works with them to strengthen their capacity to deliver their services.
  • Identifies reinsertion and rehabilitation strategies and resources for both voluntary and involuntary high-risk tertiary juvenile populations.
  • Supports the implementation of a tracking system for involuntary youth who are receiving tertiary prevention services.

Required Skills & Qualifications:

  • Bachelor’s degree in political science, psychology, social work, counseling, or relevant field. Master’s degree in a relevant field preferred;
  • A minimum of five years’ experience working with vulnerable populations, particularly youth at-risk and former gang members.
  • Experience identifying and working with youth at risk, particularly tertiary juvenile populations.
  • Experience in rehabilitation of populations in conflict with the law, preferably youth.
  • Solid understanding of risk factors that lead youth to committing violent acts or joining violent groups.
  • Experience working with relevant stakeholders in communities at high risk of violence.
  • Demonstrated ability to perform complex tasks and to prioritize multiple projects;
  • Strong organizational skills including proven records maintenance and database management;
  • Ability to work under pressure and efficiently handle multiple tasks; and
  • Ability to work under own initiative or as a part of a team.

  • Design and implement integrated public-private partnerships to improve the value chain and/or its actors;
  • Collaborate with government counterparts, donors, and other key stakeholders and partners;
  • Support the implementation of technology transfer and capacity building across the value chain actors;
  • Provide organizational development support for selected governmental and non-governmental service providers as well as farmer organizations;
  • Advise on integrating innovations in selected value chains;
  • Assist with the introduction of innovations in the context of public private partnerships, including contract farming;

  • Contribute toward the achievement of contractual deliverables including: annual work plans; quarterly, annual, grant and ad-hoc reports as well as outreach material;
  • Collaborate with other staff members to ensure proper coordination between the program components, particularly market access and export promotion;
  • Interface and collaborate with the project’s targeted value chain stakeholders to advance project objectives and activities;
  • Lead efforts to promote best practices in value chain development that will reach women, youth, and smallholder producers; and
  • Contribute as a member of the program’s senior management team in terms of defining and implementing program strategy.

Required Skills & Qualifications:

  • Advanced degree in agricultural economics, agronomy, business, MBA, economics, finance, or other relevant field, or equivalent work experience;
  • Minimum of 10 years of experience in private sector, value chain productivity, competitiveness, and/or trade and export development;
  • Experience effectively integrating gender and youth programming into value chain development design and implementation;
  • Demonstrated experience in the design and implementation of private sector-led development interventions, buyer-led approaches, M4P, and sustainable market integration and development;

The Market Access and Exports Facilitator will report to the Chief of Party.

  • Conduct a comprehensive assessment on public/private actors’ capacity, market linkages, constraints, and potential to meet demands of domestic and international markets;
  • Assess policies and regulations affecting the agricultural sector, particularly the production, processing and trade of high value crops;
  • Coordinate with private sector stakeholders to identify key solutions to address identified constraints with a private sector focus
  • Enhancing trade flow of Honduran products domestically and within the region;
  • Facilitate events to support direct business linkages, including trade shows and expos, inward buyer missions, B2B events, and other forums.
  • Coordinate with GoH and private sector stakeholders to build the capacity of national export promotion agencies to develop new marketing and matchmaking strategies to link export-focused firms with buyers, traders, and other international market actors.
  • Provide and coordinate technical assistance to Honduran agribusinesses, processors, traders and other enterprises in targeted sectors to improve product offerings and prepare exporters to meet international demand and specifications;
  • Identify and strengthen market actors who can provide critical value chain services and technical assistance directly;
  • Design, develop, implement Public-Private Partnerships (PPPs) in support of improved export competitiveness across the region, and oversee efforts to measure the impact of these PPPs; and
  • Contribute as a member of the program’s senior management team in terms of defining and implementing program strategy.
