BACKGROUND:

The world is currently home to the largest cohort of adolescent and young people. In Latin America and the Caribbean, nearly 110 million adolescents aged 10 – 19 live in the region today. Behind the numbers, adolescents are the force that will contribute towards shaping the future and will be the prime actors at the time countries will show their achievements in 2030 in relation to the Sustainable Development Goals (SDG). Investing in adolescents today will not only protect gains made early in life but will also ensure adolescents are nurtured and supported to transition towards adulthood to get the tools and skills needed to deal with the challenges of life and reach their full potential. Adolescence is understood as the life stage that begins with puberty and ends with the start of adulthood, a critical development stage where adolescents experience important physical, psychological, emotional, cognitive and social changes. As a social construct, it signals the transition from childhood to adulthood. It is also a crucial time for brain development, like the one experienced in early childhood. The physical changes combined with the plasticity of the brain during early adolescence presents a critical time of opportunities but also significant vulnerabilities. It is a time of high creativity with critical opportunities for learning, growing and thriving that could have a lasting effect later in life.

Addressing adolescent health is one of the key priority areas for UNICEF work in Latin America and the Caribbean. A regional framework on Gender Responsive Adolescent Health was developed in 2017 guiding the work of UNICEF in the region, with a focus on 6 priorities: preventing adolescent pregnancy, HIV, road injuries, non-transmissible diseases, including overweight and obesity, the role of the health sector in responding to different forms of violence and adolescent mental health.

Considering that more than 75 per cent of mental health disorders are first manifest before the age of 25, and about half of all disorders before 14 years of age, adolescence is a crucial moment to intervene and prevent future mental health disorders. The purpose of this consultancy is to support this area of work by exploring existing evidence, mapping current responses and establishing a community of practice on adolescent mental health in the region.

OBJECTIVE:

The purpose of this consultancy is to develop a regional approach to address adolescent mental health that will guide the work of UNICEF in the Latin America and Caribbean region.

EXPECTED RESULTS (measurable results):

The following results are expected at the end of the consultancy:

  • Better understanding of existing approaches and experiences used in the LAC region to address adolescent mental health, using different platforms and mechanisms to deliver mental health related information and services (i.e. schools, community, health centers, digital technology, etc.).
  • A regional framework for UNICEF’s engagement in adolescent mental health in LAC
  • A regional research agenda on adolescent mental is developed with key regional partners, including academia, private sector and regional experts and a community of practice established.
  • Better understanding on the role of the private sector and their engagement in promoting adolescent mental health and well-being (with a focus on companies providing telecommunication services, i.e. internet providers, cell phones, etc.)

    MANAGEMENT ARRANGEMENTS

    This consultancy will be supervised by the LAC Regional Advisor Health and the Regional Specialist in Adolescent and HIV.

    INDIVIDUAL CONTRACTOR’S WORKPLACE:

    The consultant is expected to work from UNICEF LAC Regional Office in Panama. In case some travel will be required, this will be discussed and agreed between the consultant and the supervisor.

    TRAVEL (IF APPLICABLE):

    Travel will be covered by UNICEF as per policy.

    Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.

    Please note, for travel to countries – it will be decided based on agreements with UNICEF and contractor/consultant. For agreed country visits, the contractor/consultant will be responsible in administering its own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.

    PAYMENT PROVISIONS:

    UNICEF’s policy is to pay for the performance of contractual services rendered or to effect payment upon the achievement of specific milestones described in the contract. UNICEF’s policy is not to grant advance payments except in unusual situations where the potential contractor, whether an Individual consultant, private firm, NGO or a government or other entity, specifies in the bid that there are special circumstances warranting an advance payment. UNICEF will normally require a bank guarantee or other suitable security arrangement.

    Payments will be made upon delivery and approval of deliverables by UNICEF. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if outputs are incomplete, not delivered of for failure to meet deadlines.

    EVALUATION METHOD AND CRITERIA:

    BACKGROUND AND JUSTIFICATION

    Statistically sound and internationally comparable data are essential for developing evidence-based policies and programmes, as well as for monitoring countries progress toward national goals and global commitments. Since 1995, UNICEF has supported the implementation of the Multiple Indicator Cluster Surveys (MICS), assisting countries in generating high quality data on the situation of children and women. Over the last 20 years and five rounds of MICS, more than 300 MICS surveys have been conducted in more than 100 countries.

    MICS surveys are usually carried out by government organizations, with the support and technical assistance of UNICEF. For many countries, MICS surveys are among the most important sources of data used for situation analyses, policy decisions and programme interventions, and for influencing the public opinion on the situation of children and women.

    In 2017, the sixth round of MICS surveys (MICS6) was launched to enable countries to produce statistically sound and internationally comparable estimates in the areas of health, education and child protection, including a number of Sustainable Development Goals (SDG) indicators.This data is essential for developing evidence-based policies and programmes, as well as for monitoring countries’ progress toward national goals and the global Agenda 2030.

    As part of the MICS6 programme, UNICEF will continue to strengthen its MICS technical support mechanism at the regional level so that country offices can receive the required level of technical assistance at critical stages of the survey and are in a better position to support the implementing partner.

    This consultancy is part of the Regional Office strategy for providing technical support and quality assurance to Country Offices (CO) undertaking MICS 6. This consultancy will focus on questionnaire design, pre-test and fieldwork training, fieldwork monitoring, data analysis and report writing for new MICS 6 surveys.

    PURPOSE OF THE JOB
    Under the overall supervision of the Regional Monitoring Specialist, UNICEF LAC RO is looking for qualified and experienced professionals for supporting the preparation, implementation and completion of the MICS in selected countries in LAC.
    EXPECTED RESULTS or MAIN TASKS RELATED TO THE JOB

    The Regional Household Survey Consultant will inform and advise UNICEF LAC Regional Office and selected Country offices during survey planning, questionnaire design, sampling, training, field work, data entry, data processing and report writing, ensuring that MICS guidelines and protocols are being followed at all times.

  • Support the Regional MICS Coordinator in providing technical assistance and oversight for selected MICS surveys in the region;
  • Provide support to Regional MICS Workshops;
  • Survey Design Workshop: facilitate selected sessions and work bilaterally with different countries on questionnaires, survey plans and budgets;
  • Data Processing Workshop: when necessary, work bilaterally with different countries on datasets, data quality, tabulation plans and final report contents.
  • Data Dissemination and Further Analysis Workshop: facilitate selected sessions and work bilaterally with countries on the interpretation of their MICS data and on the development of dissemination plans
  • From a distance and in coordination and collaboration with the Regional MICS Coordinator, review and provide feedback to COs on the following documents for compliance with MICS standards;

  • CONTRACT DURATION & FEES:

    Monthly payments on the basis of days worked and upon submission of an activity log and invoice. If the number of days worked is less than 5 days, the payment will be made every two months.

    OFFICIAL TRAVEL INVOLVED

    The consultant will be expected to travel to countries under his/her supervision and to facilitate at regional MICS workshops.

    Expenses related to these travels will be covered by UNICEF and paid to the Consultant as per UNICEF travel rules and regulations. Consultant will make its own travel arrangements, with prior authorization of the supervisor. Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC) (CF/AI/2013-001, and Amend. 1, p. 6.31).

    CONSULTANT’S WORK PLACE

    Regional Household Survey Consultant will work from home using own equipment and stationary. During country visits, UNICEF CO or the implementing partner will provide working space for the consultant.

    REPORTING RESPONSIBILITIES/SUPERVISION

    The Regional Monitoring Specialist will provide quality assurance and oversight for the consultant’s work with substantial feedback on the quality of the work.

    For each assigned MICS survey country, the consultant will work in close collaboration with the UNICEF MICS Focal point, the UNICEF MICS Consultant and other UNICEF Regional MICS Consultants. Working closely with the Regional Monitoring Specialist and the Regional Sampling and Data Processing Consultants, the Regional Household Survey Consultant will carry out technical reviews and advise COs and implementing agencies at key moments in the survey process. The Regional Household Survey Consultant will also, often together with the Regional Monitoring Specialist and / or the Regional Sampling Consultant and / or the Regional Data Processing Consultant, carry out a series of country visits, in order to monitor progress and be present at critical stages of survey implementation.

    CONFIDENTIALITY OF DATA AND MICS DOCUMENTS

    The Regional Household Survey Expert must respect the confidentiality of the MICS data as well as any country specific MICS documents that will be produced throughout the MICS process. The Regional Household Survey Expert can use the documents and the datasets only for the tasks related to these terms of reference.

    The post holder will manage the HR and Administration functions of the Humanitarian response to the Venezuela crisis.     -Manages the overall Employee Relations for the Emergency.

    -Develops, implements, and communicates personnel policies and procedures in accordance with the organisation’s goals, statutory requirements, and SCI’s human resources policies.

    -Where possible applies the emergency core, technical and leadership competencies in the identification of new staff and the development of existing staff.

    -Advises the Team Leader and Country Director on appropriate actions for prevention and response to any legal issue arising out of Save the Children’s work or employment, coordinates actions with legal counsel.

    -Provides guidance to Program functions in finalizing plans for capacity building of staff and formulating the annual training calendar, such as performance management workshops, orientation programs etc.

    Administration

    -Develop departmental budget and business plans to achieve the set targets

    -Oversee administrative services such as office services, registry and outsourced services.

    -Supervises administrative tasks to ensure the efficient functioning.

    -Monitors visa process for expatriate staff and elaboration of secondments of staff deployed.

    -Ensures that sophisticated, efficient, cost effective Information Technology Systems are in place and in compliance with SCI Essential Standards.

    -Ensure movement staff tracker is updated on a regular basis.

    Facilities Management

    -Manages and is responsible for the maintenance of field office(s) facilities – including telephone system (mobiles), photocopier and maintenance, computer network and office supplies – ensuring the most environmentally friendly approaches are used

    -Ensures compliance with Health and Safety regulations.

    -Ensures that internal and external communications systems function effectively and efficiently

    -Maintains records of insurance cover across the organization, ensuring adequate cover and keep up to date with suitability and types of cover available, conducting an annual review

    -Oversees the annual preparation of the renewal of licenses and permits

    -Provides logistical support to guests, visitors including partner organisations involved in SC activities.

    -Supports any sub-office by ensuring operations support – ensures there are mechanisms in place to support sub-office issues

    QUALIFICATIONS AND EXPERIENCE

    Essential

    -A human resource management/development qualification from a credible institution.

    -At least 6 years human resource management experience gained from reputable organizations

    -Diverse experience in human resource and administration management; exposure to the Colombian Labour Laws

    -Proven operational HR track-record – experience of providing a senior generalist HR service to managers across a full range of HR issues

    -Good leadership and people-management skills;

    -Excellent skills in handling and advising on complex people management issues

    -Experience of and well-developed skills in recruitment and selection

    Colombia Programme

    In Colombia, UNOPS implements an UNMAS programme of technical assistance aiming to support the Colombian humanitarian mine action sector, with a focus on the Directorate Descontamina Colombia, the national mine action centre, and on the demining organizations. The strategic objectives of the programme are
    1) that the impact of explosive hazards on affected communities is being mitigated by a capable mine action sector; and 2) that communities benefit from mine action serving as a tool for building and sustaining peace, and enabling development. The principal interventions of this programme are to enhance the managerial and operational coordination capacity, and the efficiency of the Colombian mine action sector in order to provide a more robust and holistic mine action response to affected communities and contribute to broader protection, security and peace-building objectives.

    Functional Responsibilities

    Under the direct supervision of the UNMAS Programme Manager, the Senior Technical Advisor will work, bearing the capacity building needs of the National Mine Action Authority, of other government institutions involved in mine action, and of mine action organizations and stakeholders working in country in consideration, to ensure the sector’s successful service delivery, as well as to increase the capacity of the mine action sector in general, whilst displaying political sensitivity to the Colombian context.The Senior Technical Advisor will report directly to the Programme Manager of the Colombia UNMAS programme, and shall work in close collaboration with the Deputy Programme Manager, the Training and Operations Officer, as well as with the Quality Management Coordinator.

    The specific tasks to be undertaken as requested will include:

    • Provide the Government of Colombia, through the Directorate Descontamina Colombia, and stakeholders (as requested) with strategic and technical assistance on the review and restructuration of mine action coordination mechanisms, including those with the military; provide mine action considerations for a post-agreement environment of the sector’s mine action operations with the aim of enhancing these coordination mechanisms.

    • Provide the Government of Colombia (as requested) with strategic assistance on the review of a national multi-year Mine Action Strategy, with considerations for priority setting, (re-)tasking, and micro-focalization.

    • Provide the Government of Colombia (as requested) with strategic assistance on the inclusion of its Mine Action Plan within its wider cross-government post-conflict ‘Stabilization’/Development Strategy/Policy

    • Work closely with the Government of Colombia (as requested) providing strategic advice for review of planning and prioritization to fulfill Colombia’s obligations related to the Mine Ban Treaty and to provide solutions to mine-affected communities.

    • Provide ongoing advice and documented technical assistance through technical opinions, concept notes, proposals, and technical notes (both in Spanish and English) to UNMAS or the National Mine Action Authority and to other mine action stakeholders (as requested).

    • Lead the mine action Area of Responsibility (AoR) into elaborating a risk-mitigation strategy which encompasses threats analysis, vulnerabilities examination and shared best practices and lessons learned risk-mitigation measures to protect and enhance the humanitarian space in Colombia.

    • Provide technical support to mine action organizations (as requested) to review and increase their operational management and planning capacity, undertake field visits as required, write reports capturing best practices and lessons learned, as well as case studies on cost and operational efficiency, with the aim of enhancing operational mien action capacity to complement peace and development initiatives.

    • Lead other initiatives as directed by the Programme Manager in coordination with the Deputy Programme Manager.

    Qualifications

    Education and Relevant years of experience

    • Advanced University Degree (Masters or equivalent) in the area of Civil Engineering, Business Administration, Project Management, International Relations, or related field with a minimum of 7 years of relevant experience OR;
    • A first level university degree (Bachelor’s Degree or equivalent) in the area of Civil Engineering, Business Administration, Project Management, International Relations, or related field with a minimum of 9 years of relevant experience.

    Work Experience

    • Minimum of 7 years of relevant experience required, of which 2 years ought to involve senior management responsibility for mine action field work
    • Knowledge of the International Mine Action Standards (IMAS) is required

    • Experience working in countermine measures/demining or UXO clearance operations and related practices of the Colombian National Mine Actions Standards is desired
    • UNMAS Operations certifications (or equivalent) are desired
