GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 4 Operational Cells, the Emergency Unit and other departments supporting operations, including the Medical department.

GENERAL OBJECTIVE AND CONTEXT

The MSF Medical Department of the Operational Centre Barcelona-Athens (MSF-OCBA) is composed of two units: the technical advisor unit which is formed by referent advisors of different areas and specialties[1]; the medical-operational unit which is formed of polyvalent Cells-based health advisors and mobile positions. The Medical director is in charge of the overall management of the department with the support of the heads of the three specialists’ teams and the head of the medical-operational unit detached to the Operations, and an Assistant.

The main objective of the Tropical Diseases Advisor is to support the organisation when developing policies and providing technical and strategic support for all projects to respond to Tropical and Neglected Diseases in the field. This general objective involves the following core areas:

1. Malaria Strategies (following MSF Malaria Policy: Preventive, Curative and Emergency Response Strategies)

2. NTDs Strategies linked with CAME and DNDi Strategies (Advocacy, Operational Research and Clinical Trials)

3. Focal point in Clinical managerial aspects (guidelines/protocols) of Malaria, VL, HAT & Snakebites others based on needs and priority setting.

The successful applicant will be based in Barcelona. The work will be carried out in the framework of the Strategic plan 2014-2017, the operational policy and OCBA annual plans as well as the Medical department plans, working in close collaboration with other technical advisors involved to contribute to a more transversal, integrated and holistic support to the polyvalent medical staff in the cells and the teams in the field and operations department in general at HQ level. S/he will be responding to the needs of OCBA missions.

· To support the organisation when developing policies and strategies for the treatment of tropical diseases included in the operational portfolio of MSF-OCBA.

· To increase the internal capacity of the organisation for implementing programmes / projects / components ensuing quality treatment of tropical diseases.

· To support the medical field teams, mainly through the Operational Cell -based technicians (TESACOS), when dealing with strategies and implementing programmes related with tropical diseases.

· To support and provide technical support ot operational research Linked to tropical DISEASES, and under the Medical Diector.

· To maintain an updated knowledge on the above-mentioned diseases and a coordinated relation with homologues in the other MSF sections (ex. via the MSF working groups).

· To produce periodical information on the number of patients treated per tropical disease in the MSF-OCBA projects as per indicated in the projects documents and statistics.

PLACEMENT WITHIN THE ORGANISATION

The Referent will be hierarchically and functionally accountable to the Head of Referents – Team B (Tropical & Neglected Diseases; Community mobilization & Health Promotion; Nutrition; HIV-AIDS & TB; Mental Health; Pediatrics (2); Emerging diseases referent; Malaria Community / Decentralized packages;). Functionally linked and supporting Medical polyvalent (TESACO/ Desk HQ), Medical Coordinators (missions) and Project Medical Referents (projects), as the rest of the referent advisors of the Medical department.

While in the field, he/she works under the regular hierarchical and functional structures of the missions, while keeping communication with the Medical Department.

Currently the portfolio has a important load in relation to malaria, visceral leishmaniasis (Kala-Azar), Human African Trypanosomiasis (Sleeping Sickness), and other Neglected Tropical Diseases like Snakebites and other emerging diseases, but open to potential modifications/additions in the near future.

MAIN RESPONSABILITIES, FUNTIONS AND TASKS

· S/he introduces and stirs debate within MSF on the MSF portfolio related to tropical diseases-focused programmes (together with other health/medical technicians advisors) and proposes intervention strategies adapted to the contexts.

· S/he is the person the rest of the sections and the Access Campaign should refer to when dealing with issues relating tropical diseases in MSF-OCBA.

· S/he provides technical support to TESACOS and Medical Coordinators when dealing with operational research projects and technical advice relating to tropical diseases.

· S/he contributes to developing MSF International guidelines and policies for tropical diseases together with the International Working Groups.

· S/he is responsible for developing the necessary tools in MSF-OCBA to achieve the objectives set in the action plan relating to tropical diseases within the MSF-OCBA portfolio.

· S/he gathers information and bibliography for the health professionals in MSF-OCBA about tropical diseases according to the needs of the organisation.

· S/he conveys information about new developments in the field of tropical diseases to headquarters and the field and trains MSF expatriates.

· S/he represents the Medical Department, at the request of the Medical Director when dealing with issues related to tropical diseases (i.e. interviews, paper writing; participation in conferences etc.)

· S/he formalises and further develops if needed the networks of acknowledged external experts and scientific institutions and organisations working in the field of tropical diseases.

· S/he creates and maintains a documentation system including all relevant issues developed in the past so as to preserve the institutional background history about these issues.

· S/he supports and advises when recruiting, preparing and retaining, including briefing and debriefing, the staff in the projects in which tropical pathologies are especially relevant.

· S/he will also have to represent the MSF OCBA section in some international working groups.

Medical department development:

· Effective and smooth coordination and collaboration in activities with other Referents of the Medical Department

· Participating in all activities organized by the Medical department.

· Providing proposals concerning the enhancement of the quality and relevance of adults services;

· S/he will promote the development of malaria and NTDs programs within MSF OCBA, identifying key priorities issues which need to be invested in (operational research, key questions);

· S/he liaises regularly with key actors related to Malaria and NTDs (academics, researchers, institution developing programs or policies) to inform or get informed on recent / ongoing developments in and outside of MSF (programs, research, initiatives, introduction of new tools) and use those info to feed internal discussion to promote innovation;

· S/he remains in contact with other MSF bodies (e.g. Access Campaign: like Snakebites) to follow up and support if needed, initiatives of interests for MSF OCBA and Research Groups for NTDs like DNDi and Scientists / WHO for strategic and operational research exchanges

· Participate in the roster of Medical Guardia

· Collaborate when requested and green lighted by her/is line manager with specific dossiers with other departments and services (HHRR, Communication, Fundraising, Logistics, etc.).

SELECTION CRITERIA

Education, Experience and desired attributes

· Medical doctor, specialized in Tropical Medicine.

· Specific training in Public Health will be an asset. A minimum of 2-years’ experience in different MSF projects (different contexts) or with relevant medical organization working in low income countries and/or humanitarian settings

· Work experience in programmes or projects including important malaria, sleeping sickness, visceral leishmaniasis, Chagas, or any other tropical diseases components.

· Experience in medical programmes in developing countries of 18 months minimum.

· Experience in programmes including an important medical staff-training component will be a plus.

· Knowledge of and/or proven interest in research.

· Fluent in English. Good knowledge of French is a plus (and eager to learn up to B2 level).

· Knowledge of another language (Spanish, Arabic, and Portuguese) is an asset.

· Knowledge in computer: Excel, Word and PowerPoint.

CONTEXTE DU MANDAT

Dans le cadre du programme de coopération volontaire (PCV) financé par le gouvernement du Canada, Oxfam-Québec a développé le Programme ACCÈS & INNOVATION (PAI) dont le but ultime est d’améliorer le bien-être économique et social des collectivités vulnérables et marginalisées, particulièrement des femmes et des jeunes dans 11 pays d’intervention

La stratégie centrale du programme repose sur l’affectation dans les pays d’intervention de conseillères et de conseillers techniques canadiens (ou résidents permanents) ayant pour mandat d’accroître les capacités techniques, administratives et financières des organisations partenaires locales. Ces appuis doivent permettre aux partenaires d’innover et de générer des changements durables dans leur milieu en matière de croissance économique, de sécurité alimentaire, d’égalité entre les sexes, de bonne gouvernance et de viabilité de l’environnement. Dans cette optique, le programme privilégiera le développement de modèles et d’approches d’intervention innovants à travers une démarche qui sera soutenue par un réseau de partenaires canadiens composés d’organisations reconnues de la société civile, d’instituts de recherche ainsi que d’entreprises socialement responsables.

En ce qui concerne le mandat de développement de processus création, la conseillère ou le conseiller technique appuiera les efforts d’Oxfam en Bolivie et de ses partenaires, qui a comme axes de travail la promotion de la sécurité alimentaire ainsi que la création d’opportunités économiques pour les Boliviens et les Boliviennes. Plus spécifiquement, le mandat visera à développer – avec des partenaires clés – une démarche de co-création visant l’innovation dans la conception des propositions de projets développées par les partenaires.

RESPONSABILITÉS

Sous la responsabilité de la coordonnatrice ou du coordonnateur du programme ACCÈS INNOVATION (PAI) dans le pays d’intervention et en étroite collaboration avec ses collègues d’Oxfam (pays, région, siège d’Oxfam-Québec), la conseiller-ère technique en processus participatif et de co-construction effectue son mandat afin d’assurer l’atteinte des résultats du PAI et l’appui aux partenaires dans son champ d’expertise. En conformité avec les politiques, les normes et les procédures d’Oxfam, la conseillère ou le conseiller assumera les responsabilités suivantes :

Développement d’une méthodologie de co-création axée sur l’innovation :

• Coordonner le développement d’une méthodologie participative de co-création de projets de développement axés sur l’innovation, particulièrement une boîte à outils présentant un parcours d’ateliers, des techniques de facilitation et des outils pratiques ;
• Appuyer deux partenaires dans l’application de la méthodologie de co-création d’une proposition de projet à soumettre au Fonds de Développement de l’innovation (FDI) du Programme Accès & Innovation (PAI);
• Réaliser une veille des initiatives, innovations, recherches, etc. dans le domaine du développement de projets en lien avec les orientations stratégiques des partenaires.

Renforcement des capacités et innovation:

• Renforcer les capacités des partenaires dans l’élaboration de propositions de projets utilisant la méthodologie de co-création en lien avec les orientations stratégiques des partenaires;
• Développer un plan de formation qui permettra de transférer la boîte à outils aux partenaires afin de renforcer leurs capacités à développer de propositions de projets innovantes ;
• S’assurer que l’on tient compte des stratégies d’intégration des questions d’égalité hommes-femmes et d’inclusion des jeunes dans l’élaboration et la mise en œuvre de toutes les activités.

Suivi, évaluation, apprentissage et de redevabilité:

• S’assurer que la méthodologie de co-création qui sera développée repose sur les éléments clés de suivi-évaluation-apprentissage-redevabilité définis par Oxfam;
• Renforcer les partenaires dans l’intégration des éléments clés de suivi-évaluation-apprentissage-redevabilité dans les projets présentés;
• Systématiser les apprentissages de son mandat et les transmettre aux partenaires et à l’équipe d’Oxfam en Bolivie.

Réseaux d’expertise:

• Appuyer la participation des partenaires à des réseaux de connaissances et d’expertise thématiques axés sur l’innovation;
• Contribuer aux échanges sur les méthodologies de co-création avec d’autres pays d’implantation du PAI;
• Participer aux efforts de développement au Canada pendant et après le mandat outre-mer en contribuant au rayonnement du programme, des projets, des partenaires, etc. par des témoignages, des histoires de vie, des photos, des citations, etc.

EXIGENCES

Dans cette optique, le programme privilégie le développement de modèles et d’approches d’intervention innovants à travers une démarche qui sera soutenue par un réseau de partenaires canadiens composés d’organisations reconnues de la société civile, d’instituts de recherche ainsi que d’entreprises socialement responsables.

En ce qui concerne la population cible, le programme met les femmes au cœur de toutes ses interventions, car celles-ci sont trop souvent privées d’opportunités et de pouvoir de décision et d’influence. Pour ce faire, Oxfam et ses partenaires mettent en œuvre dans tous les pays d’intervention une stratégie spécifique en matière de justice entre femmes et hommes – dont la lutte contre les violences faites aux femmes et aux filles – afin de promouvoir le plein exercice de leurs droits, incluant celui de vivre une vie sans violence.

MANDAT

Sous la responsabilité de la Coordinatrice de la thématique JFH dans la région et en étroite collaboration avec la coordonnatrice ou le coordonnateur du PAI dans le pays d’intervention et ses collègues d’Oxfam (pays, région, siège d’Oxfam-Québec), la conseillère ou le conseiller en justice entre femmes et hommes, veillera à contribuer à la mission d’Oxfam et à son engagement de mettre les droits des femmes au cœur de ses interventions afin de se positionner et d’influencer dans des espaces internes et externes.

RESPONSABILITÉS ET TACHES

En conformité avec les politiques, les normes et les procédures d’Oxfam, le/la conseiller/ère assume les responsabilités suivantes :

Innovation et renforcement des capacités des partenaires:

• Fournir une information de qualité et actualisée sur des propositions, des analyses et des prises de décision sur les priorités définies pour la région;
• a) Faire progresser stratégiquement la thématique de l’éradication de la violence faites aux femmes, à travers : i) l’évolution de l’imaginaire social (idées, croyances et attitudes) des hommes et des femmes, des jeunes et adolescentes et ii) la protection et la défense de leurs droits;
• b) Promouvoir la justice fiscale envers les femmes afin d’augmenter l’investissement publique pour des lois et politiques favorables aux droits des femmes.
• Promouvoir le leadership transformateur des femmes comme stratégie clé pour tous les processus ;
• Assurer la production de documents, d’analyses et de propositions selon les priorités établies dans la région en ce qui a trait aux droits des femmes ;
• Appuyer la diffusion des apprentissages, des messages et des nouvelles à partager sur les réseaux sociaux ciblés par Oxfam, en relation avec l’agenda de JFH dans la région ;
• Contribuer à la mise en œuvre de la feuille de route en matière de violences faites aux femmes et aux filles et dans le cadre des campagnes dans la région ;
• Coordonner un plan de formation et d’accompagnement des partenaires et alliés portant sur divers sujets reliés aux violences faites aux femmes et aux filles;

Suivi-Evaluation-Apprentissage:

• Faire une veille sur les progrès des droits des femmes en coordination avec la Responsable en Suivi, évaluation, apprentissage et reddition de comptes (SEAR) et selon les critères établis par le Groupe de JFH en ALC ;
• Collaborer à la mise en œuvre des processus SEAR en lien avec les orientations JFH en ALC ;
• Contribuer à la documentation des apprentissages et des innovations réalisés par Oxfam et les partenaires/alliés en matière de violences faites aux femmes et aux filles et dans le cadre des campagnes ;

Réseaux d’expertise:

• Collaborer à la formulation de projets qui permettront de mobiliser des ressources ;
• Participer aux téléconférences de la communauté de pratique animée par le chargé de programme JFH au siège-social;
• Faciliter la participation des partenaires et alliés locaux à des réseaux d’expertise portant sur les violences faites aux femmes et aux filles, particulièrement ceux coordonnés par Oxfam;
• Coordonner l’organisation d’échanges d’expériences dans le pays/région présentant les expériences innovantes mises en œuvre par les partenaires et autres acteurs du développement;
• Contribuer à faire connaître et à faire rayonner l’expertise d’Oxfam et de ses partenaires dans les réseaux nationaux et internationaux portant sur les violences faites aux femmes et aux filles (articles, conférences, vidéos, témoignages, etc.);
• Participer aux efforts de développement au Canada pendant et après le mandat outre-mer en contribuant au rayonnement du programme, des projets, des partenaires, etc. par des témoignages, des histoires de vie, des photos, des citations, etc.

EXIGENGES ET QUALIFICATIONS

STATUT: Détenir la citoyenneté canadienne ou la résidence permanente au Canada.

FORMATION ACADÉMIQUE: Diplôme universitaire pertinent en études féministes, droits de femmes ou autre domaine connexe.

EXPÉRIENCE PROFESIONNELLE:

• Expérience d’au moins 2 ans de travail direct avec des organisations des femmes de la région ALC, un atout.
• Expérience de travail en équipe multidisciplinaire.
• Expérience de travail en coopération international et développement.
• Expérience de travail en Amérique latine et les Caraïbes (région ALC).

Acción contra el Hambre (ACF-E) es una organización internacional no gubernamental, privada, apolítica, aconfesional y no lucrativa, creada en 1979 para intervenir en todo el mundo. Su vocación es luchar contra el hambre, la miseria y las situaciones de peligro que amenazan a hombres, mujeres y niños indefensos. Actualmente 500 cooperantes y 5.000 trabajadores locales trabajan en la Red Internacional Acción contra el Hambre (ACF) en más de cuarenta países en torno a cuatro ejes de intervención: nutrición, salud, seguridad alimentaria y agua y saneamiento.

OBJETIVO GENERAL

El Auxiliar Comercial de la Carrera contra el Hambre con sede en Madrid comercializará esta actividad para cumplir los objetivos de captación y notoriedad definidos el Plan Operativo del Departamento de Campañas y Eventos y en el Plan Estratégico de la organización

OBJETIVOS ESPECÍFICOS DEL PUESTO

1. Tendrá como misión fundamental la prospección del mercado y comercialización de la Carrera contra el Hambre en colegios de la comunidad de Madrid y provincias limítrofes.

2. Asistirá en la preparación de rutas, materiales, generación de BBDD y diferentes tareas necesarias para la actividad comercial que deberá realizar. Apoyará también las acciones de sensibilización tendentes a conseguir el objetivo final de la donación.

3. Atenderá de manera integral todas las dudas, necesidades y problemática que tengan los colegios, en coordinación con la Coordinadora de la Carrera contra el Hambre y el Responsable de Campañas y Eventos.

4. Participará en la promoción de la Carrera contra el Hambre en los eventos especiales que se determinen como Ferias, Congresos, etc.

5. Apoyará administrativamente las solicitudes de inscripción que se reciban por parte de la Coordinadora del proyecto y la técnico adjunta, realizando todas las actividades tendentes a la efectiva inscripción, así como los reportes o informes que se le requieran.

PERFIL DEL CANDIDATO

· Diplomado/a en Comercio, Marketing, Publicidad o similar. Idealmente con conocimientos en Captación de Fondos

· Actividad Comercial, Marketing, Fundraising

· Ideal un año en Departamento Comercial o Departamento de Marketing

· Se valorará conocimientos de Inglés y/o Francés

· Manejo del paquete OFFICE (todo). Se valorará conocimiento de programas de Gestión de Base de Datos

· Nacional, por proyectos. Disponibilidad de vehículo propio
