Objetivo de la posición:

Liderar la presencia de la Fundación Ayuda en Acción en Colombia y dirigir (planificar, ejecutar y hacer seguimiento), conjuntamente, con el equipo directivo y regional, el desarrollo de actividades y la organización de los recursos necesarios para el desarrollo de la misión, así como la identificación, planificación (estratégica y operativa), supervisión y evaluación de los diferentes proyectos de cooperación de Ayuda en Acción en Colombia.

Principales responsabilidades:

  • Representar a la Organización ante donantes, redes, foros, organismos nacionales e internacionales y gubernamentales y medios de comunicación.

  • Identificar y desarrollar, conjuntamente con el equipo directivo y regional, la captación de recursos y el desarrollo de alianzas estratégicas con entidades de los ámbitos público y privado, tanto a nivel local como internacional, con el fin de impulsar la financiación de los proyectos de desarrollo que realiza la Fundación en Colombia y potenciar la imagen de marca.

  • Coordinar y hacer seguimiento de la gestión de la Oficina Nacional del país, orientando a los equipos, asegurando la coherencia, colaboración y aprendizaje, así como el cumplimiento de la normativa legal vigente, la aplicación las normativas institucionales y la consecución de los objetivos del Plan de Negocio en Colombia.

  • Diseñar, planificar y asegurar la adecuada implementación y seguimiento de los Programas Operativos Anuales y planes de intervención Trienal según la Estrategia Institucional de Ayuda en Acción y el Plan País de Colombia.

  • Asesorar y dar seguimiento a los proyectos de desarrollo (ADT, Proyectos Sectoriales, Acciones de Incidencia) en aspectos técnicos, financieros y de gestión relativos, desarrollando y promoviendo relaciones con los socios locales y con otros actores de la cooperación en Colombia.

  • Evaluar, consolidar y analizar la información de planificación y seguimiento de indicadores del Programa Nacional, emitiendo recomendaciones, propuesta de acciones y asegurando su cumplimiento, así como los informes de rendición de cuentas a socios y aliados.

  • Rendir cuentas interna y externamente de la gestión realizada en el desarrollo de sus funciones y de la presencia de Ayuda en Acción en Colombia.

    Conocimientos y experiencia:

  • Estudios universitarios y de posgrado en planificación y desarrollo de proyectos en Desarrollo Local y/o Económico y/o Cooperación al Desarrollo.

  • Al menos 10 años de experiencia en ONG o instituciones públicas y privadas de desarrollo en Colombia, en Planificación Estratégica, Marco Lógico, sistemas de Monitoreo y Evaluación técnica y financiera y en gestión de fondos de cooperación internacional.

  • Experiencia de trabajo en el país con redes nacionales y regionales, y conocimiento del contexto de Latinoamérica: legislación relacionada con acciones de desarrollo, tendencias políticas, sociales, económicas y ambientales de la región

  • Experiencia en portavocía y relaciones institucionales con actores de diversa índole.

  • Experiencia en gestión de personas, administración de recursos y en elaboración y seguimiento de presupuestos.

    Habilidades y competencias:

  • Alta capacidad analítica y planificación estratégica.

  • Alto nivel de habilidades interpersonales, trabajo en equipo y de comunicación.

Purpose of the Position

The Deputy Representative reports to the Honduras Representative for general supervision and direction. The DR supports the Representative on the overall management of the CO and for coordinating closely with the different program sections all phases of the Country Office Program from formulation to delivery of results in accordance with the UNICEF Strategic Plans, standards of performance and accountability framework, ethics and integrity.

CO program planning and development

  • Coordinate the planning and conduct of situation analysis by the program sectors in the CO to establish a comprehensive and current data and information for program development planning, management, monitoring and evaluation.
  • Guide the various sectors throughout the process of program formulation, planning and preparation of the Country Program ensuring harmonization of approaches and alignment with the UNICEF Strategic Plan, corporate guidelines, policies/procedures and regional and national priorities. Provide technical and operational support throughout the process.
  • Coordinate necessary technical programming support from PD/Regional Office.
  • Review the Country Program recommendation before approval by the Representative to ensure the quality of the Country Program recommendation and alignment with the UNICEF Strategic plan, compliance with policies and procedures and that documentation materials are completed accurately and comprehensively to facilitate Executive Board review and approval.

Support to the Representative on managing the CO

  • Serve as office in charge in the absence of the Representative.
  • Monitor and assess programs and operations and provide advice on best and innovative programming and management practices to enhance programming and operations.
  • Advise the Representative on CO annual work planning, setting priorities/targets and establishing performance measurements. Monitor implementation and progress of work plans; collaborate with colleagues to assist, advice and guide to ensure achievement of results according to targets and performance standards. Take timely decisions to achieve results and/or alert the Representative for timely action.
  • Establish clear performance objectives, goals and timelines; and provide timely guidance to his/her team to enable them to perform their duties responsibly and efficiently. Plan and ensure timely performance planning, management and assessment.
  • Work collaboratively with the Representative and the various sectors to facilitate/contribute to the preparation of CO budget proposal. Monitor critical issues to resolve problems and/or recommend to the Representative appropriate action to ensure appropriate and optimum use of resources.

Monitoring and quality control of programs

  • Participate in meetings/events and annual/mid term reviews with government and other counterparts/stakeholders to contribute to strategic program discussions, planning and assessments.
  • Evaluate overall program progress; identify weaknesses, bottlenecks and potential problems. Collaborate with the sectors and/or other partners and stakeholders to resolve issues and/or advise the Representative on resolutions to ensure delivery of results as planned and allocated.
  • Monitor the optimum and appropriate use of program resources (financial, human, administrative and other assets) and verify compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. Approve disbursements and allocations in accordance with delegation of authority established by the Representative.
  • Coordinate and/or provide advice on the preparation of mandated program and operational reports. Confirm accuracy of reports prior to approval by the Representative.

Alliance building and UN System coordination

  • Represent the UNICEF Representative in the UN Country Team (UNCT) to collaborate with RC and UN system partners to strengthen UN system interagency coherence, collaboration, cooperation and harmonization of programming, common services and operations. Ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF development planning and agenda/priority setting.
  • Collaborate with inter-agency partners/colleagues on UNDAF (One) country development planning of programs/projects.
  • Build and strengthen strategic partnerships with government institutions, national stakeholders and global partners/allies/donors/academia to advocate UNICEF goals to advance child’s right to survival, development and well being, mobilize resources, seek cooperation and establish alliances.

Innovation, knowledge management and capacity building

  • Advice the Representative and other internal colleagues in the CO on the development and implementation of policies and procedures, use of latest information technology and introduction of innovation and best practices in the CO to ensure optimum efficiency and efficacy in programming and operations.
  • Coordinate the collection, institutionalization and sharing of lessons learned to enhance performance and to use lessons learned in development/policy planning.
  • Promote learning and development through planning and organization of training events, activities and other capacity building initiatives to enhance the competencies/productivity of staff members.

Impact of Results

The efficient and effective support of the DR to the successful development, planning and implementation of Country Program and achievement of concrete and sustainable results directly impact the establishment of a healthy and protective environment for the most marginalized and vulnerable women and children in the country, and this in turn contributes to maintaining/enhancing the credibility and ability of UNICEF to continue to provide program services to protect the rights of children, promote greater social equality to enable children to survive, develop and reach their full potential in society.

Qualifications

Education:
An Advanced University Degree in social sciences, international relations, government and public relations, public or social policy, sociology, social or community development or other related fields, is required

Experience:
A minimum of 8 years of professional development experience that combines technical and managerial leadership in development cooperation at the international level, some of which served in a developing countries is required. Relevant professional experience in any UN system agency or organization is an asset.

Language Requirements:

Purpose for the job: The ECD Officer reports to the Deputy Representative for supervision. Colombia Transforma is a program financed by USAID/OTI. Transforma provides support strategically aimed at achieving sustainable peace in Colombia. Position Summary: The Grants and Procurement Assistant (GPA) is part of the Transforma procurement, and grants management team, based in Bogotá under the supervision of the Grants Specialists (GS). Position Description:

  • Provide the vision and technical leadership to the team executing the program
  • Meeting regularly and following up with the donor in all aspects of the project
  • Travel to the sites of the project and oversee the advance and implementation of the program and the farmers training
  • Provide support to the technical team in all areas necessary for the execution of its duties and goals, particularly with regard to agronomic and business content
  • Propose action plans to the donor with specific tasks related to TechnoServe’s scope of work, including the corresponding budgets
  • Keep track, manage the budget and maintain control of expenses and related receipts, invoices and documentation
  • Implement the project’s logical framework and lead impact evaluations
  • Design and monitor the implementation of an information system devised for the submission of all the required information in a reliable and timely manner
  • Support the team in the compilation of information and data to be included in the program reports
  • Maintain an updated register of all technical information and initiatives developed in each of the program components
  • Continuously evaluate the performance of staff members under his/her supervision

Required Skills & Experience:

  • Advanced degree in Economics, Finance, Business Administration, Agronomy, or other relevant field
  • At least 5 years of relevant work experience with at least 3 years of private sector development experience involving both public and private sector entities
  • Demonstrated experience in private sector project development with specific consulting experience to micro, small and medium-sized enterprises involving public and private sector groups. Specifically, he/she should have experience in the definition, design and implementation of technical assistance and support programs to smallholder farmers focusing on technical agronomy skills, organizational development and general management
  • Knowledge in statistics, econometrics and impact evaluations
  • Previous successful experience mentoring and building capacity of staff, results driven
  • Experience living and working in Mexico and/or Central America.
  • Mexican residency and legal working permit required.
  • Oral and written fluency in Spanish and English.

PURPOSE OF THE JOB The Regional IT Coordinator is a member of the Information Technology (IT) team as well as a member of the LAC Regional Office. The Regional IT Coordinator will be primarily responsible for supporting the technology of the LAC region as well as supporting technology worldwide.

SUMMARY OF SCOPE OF RESPONSIBILITIES
The Regional IT Coordinator will have responsibilities related to FH IT worldwide, though will be primarily responsible for LAC. Projects will be assigned that will benefit and affect FH Worldwide though they may be only implemented in LAC by the Regional IT Coordinator. The Regional IT Coordinator will also be expected to answer help desk questions as assigned or as they are submitted for any staff throughout the world, not just LAC. However, because this staff will be present in time zones for LAC, be geographically present in LAC, and will be more familiar with the issues in FH LAC, the expectation is that he / she takes the lead in all issues related to LAC. The Regional IT Coordinator is primarily responsible for technical management of all country based IT Staff and coordinating the activities and plans of the countries and regions with the country based IT staff, Country Directors, and the Regional Director. The Regional IT Coordinator is ultimately responsible for ensuring country based IT Staff perform day-to-day maintenance on all tech equipment, create long and short term plans including budgeting, are properly trained, and perform backstopping for all information technology for the region. The scope of responsibilities toward LAC and FH Global may change.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Key Result #1 – LAC Regional Technology Coordination.

  1. Field IT Staff – In cooperation with Country Directors and HR Managers, assess the technical competence of candidates for the locally hired field IT staff. In agreement with the CD, plan out the annual strategy and priorities for local IT staff. This includes involvement in day-to-day technical tasks, specific project planning, and yearly performance reviews;
  2. Country Plans – In coordination with Country Directors and their local IT staff and under the guidance of the Director of IT, develop and maintain the IT Plan for each country, including short and long term plans;
  3. Regional Plans – In coordination with the Regional Director develop a Regional IT Plan and ensure that all sites in the region adhere to the plan. Provide proactive feedback and support on the regional plans;
  4. Technological Support – Provide backstopping IT support for staff at the country and the regional level including hardware, software, and connectivity issues, support and set up staff with computers, email, and all applications;
  5. Budgets – Lead the process to create an IT budget for each country and operational field site;
  6. Communications – Support and proactively manage all IT communications in the region so that field IT staff, CDs, RDs are aware of the plans and activities of the region;
  7. Documentation – Create and maintain documentation of all aspects of the technology and infrastructure of the region. Guide the Field IT staff in managing the documentation for their sites;
  8. Training – Provide training to Field IT and computer users in the region. Monitor field IT staff in managing IT training program for their sites;
  9. Standards – Ensure that all sites adhere to the infrastructure standards. Provide proactive feedback and support on the current infrastructure standards;
  10. Contracts – Ensure that the each office is best utilizing their resources by managing and reviewing all IT related contracts, especially related to connectivity and communications;
  11. Field visits – In alignment with the plans of the Technology department and the regional office, plan regular visits to each site for training and maintenance;
  12. Direct Field Support – Fill role of IT Field Staff in DR and provide first line of support for FH Haiti.
  13. Participate in regional monthly meetings and provide updates of IT activities related to regional and country IT work plans.

Key Result #2 – Global Technology.

  1. Respond to requests to assist with the help desk as requested by the Director of Technology and Support Systems;
  2. Under the direction of Director of IT, work on special projects that will be implemented worldwide;
  3. Provide proactive input into the IT operations in the region that apply to and will benefit the other regions;
  4. Be a proponent of global standards and applications in your region.
