Apoyo del Banco Mundial beneficiará a cerca de 300,000 estudiantes en Colombia

Washington, 31 de enero 2017— Unos 287 mil estudiantes de educación superior en Colombia se beneficiarán de un nuevo préstamo por un total de US$160 millones aprobado ayer por el Directorio Ejecutivo del Banco Mundial. El Programa de Acceso y Calidad de la Educación Superior —PACES—  busca mejorar el acceso y calidad de la educación terciaria en Colombia y, en particular, cerrar las brechas socioeconómicas y regionales en el acceso. Entre los componentes de este proyecto se destacan el financiamiento de créditos para estudiantes de educación terciaria de contextos socioeconómicos desfavorables, así como créditos condonables para estudios de maestría y doctorado en las mejores instituciones de educación superior del mundo (“Pasaporte a la Ciencia”). “Para el ICETEX es gratificante contar con el apoyo del Banco Mundial para el fomento social de la educación superior en Colombia, con la implementación de PACES, que nos permitirá continuar beneficiando a miles de jóvenes que buscan cumplir sus sueños de acceder a programas técnicos, tecnológicos y universitarios; transformando sus vidas, la de sus familias y sus comunidades”, afirmó Andrés Eduardo Vásquez Plazas, presidente de Instituto Colombiano de Crédito Educativo y Estudios Técnicos en el Exterior (ICETEX). “Este programa nos permite también contar con herramientas para mejorar la oferta de educación superior y potenciar el desarrollo en las regiones. La financiación del BM apoyará los objetivos generales de ICETEX, pero los recursos también provendrán del Instituto y de la Agencia Francesa de Desarrollo (AFD). Esta última aportará paralelamente US$150 millones durante tres años para el financiamiento de créditos. Los proyectos fueron preparados conjuntamente por los dos organismos, con la participación de los miembros del equipo de la AFD. PACES contribuirá a brindar atención especial a las víctimas del conflicto armado y otras poblaciones desfavorecidas, con lo que aportará  así al objetivo transversal del Marco de Alianza con Colombia del BM de construir la paz y apoyar el postconflicto, y al primer pilar del Plan Nacional de Desarrollo (PND) de Colombia relacionado a la Paz. Colombia: Evaluation of the Colombian Red Cross Health Care in Danger Project

TERMS OF REFERENCE

Summary

Purpose

The Colombian Red Cross (CRC)and Norwegian Red Cross (NorCross) seek to evaluate the impact, effectiveness, efficiency, relevance and sustainability of the Health Care in Danger (HCiD) Project in Colombia implemented as of 2014 to date, in order to identify key lessons and receive recommendations to strengthen and improve ongoing programming for 2017 and identify key components of potential future programs and activities.

Duration

The duration of the evaluation is 20 days, including briefings, desktop review, field work, report writing, presentation, and follow-up. The evaluation will be conducted during the period March – April 2017. Deadline for delivering the draft final evaluation is 3rd April.

Methodology

The evaluation will consist of a desk study of the relevant program documents, agreements and strategy documents as well as field research in Colombia. The consultant will carry out interviews and focus groups with relevant staff at the Colombian RC, NorCross, ICRC Colombia Delegation, Colombian health authorities, beneficiaries and other relevant stakeholders.

Location

The evaluation will take place in Colombia. Specific CRC branches and communities to be defined further on in the process.

Application requirements

NorCross is looking for a consultant that is fluent in Spanish and English, has expertise in HCiD or Mission Médica and experience with or a good understanding of the Red Cross and Red Crescent Movement. He/She should have proven evaluation experience in relevant fields, documented reporting skills and an understanding of the ICRC and the Red Cross Movement is highly desirable.

Background

The Colombian armed conflict has generated humanitarian impact on many levels, amongst them inadequate access to health care due to threats against health care personnel, patients and infrastructure. This results in reduced medical assistance, increase in curable diseases, higher morbidity rates and the interruption of vaccination campaigns, among others.

In response to this situation the Colombian authorities and the Red Cross Red Crescent (RCRC) Movement have taken measures to protect the medical mission since 1996, sensitizing authorities and armed actors, creating a new emblem specific to the civilian medical mission, providing legal protection to vulnerable groups, among them health personnel (DECRETO 4912 DE 2011 article 6), as well as monitoring, analyzing and responding to reported incidents.

New threats are represented by new and changing actors in the Colombian contexts perpetuating fear among health care personnel and the lack of trust in the Colombian health system. The knowledge of legal norms remain low as does registration and systematization of incidents affecting the medical mission.

This project seeks to address some of these weaknesses by

  • Disseminating the applicable normative Colombian legal framework, promoting its applicability and its implementation

  • Strengthening the capacity of national authorities as well as civil society with regards to prevention, reduction, and response to incidents related to HCID

    This project also aims at providing

  • Support, through RCRC Movement and government actions, other contexts in the region with regards to HCID.

    Between 2014-2016 this action has been implemented through the following Colombian Red Cross branches:

  • 2014-2015: Bolivar, Guajira, Meta, Tolima, Santander

  • 2016: Arauca, Bolivar, Cundinamarca, Casanare, Guajira, Santander

With regards to beneficiaries, during the implementation period, the action has aspired to reach at least 2810 direct and 8430 indirect beneficiaries as per following definition:

  4. Red Cross volunteers and staff in regions

  5. Population in affected communities

  6. Indirect Beneficiaries:

  7. Population affected by health problems living in the catchment area of the authorities, health personnel and Red Cross volunteers directly targeted by the action.

Evaluation purpose and objectives

A core focus for the evaluation will be the effectiveness of the project and its outcome to date, with the aim to provide guidance for future improvements and directions.

The purpose of the evaluation is to assess whether the HCiD Project has contributed to its desired results:

R1: Local authorities implement the national legislation with the support of the national authorities and the RCRC Movement

R2: Health personnel knows and applies the rights and duties of the Medical Mission, including safe behaviour

R3: CRC employees and volunteers are in possession of standard tools and concepts that allow them to play the role of privileged auxiliaries in the promotion of MM.

R4: The communities know and respect the Colombian or international MMs and their respective legislation.

R5: Authorities in the Americas with the support of their respective National Societies recognize the experience developed in Colombia and applied according to its context.

The objective of the evaluation is to answer the following questions:

  1. To what extent has the program achieved its desired results and achieved impact?

  2. To what extent has the program made use of relevant HCiD tools and recommendations developed at global level?

  3. To what extent has the program, its different components and their activities been implemented in an effective manner?

  4. To what extent has the program, its different components and their activities been implemented in an efficient manner?

  5. To what extent has the program, its different components and their activities been implemented in a manner relevant to the contextual situation?

  6. To what extent has the program provided outcome (positive or negative, planned and unforeseen), for the target groups (direct and indirect beneficiaries)?

  7. To what extent has the program ensured capacity building of the Colombian Red Cross and sustainability?

The evaluation is to identify lessons learned (positive and negative) and recommend/suggest potential improvements to the program components and activities for ongoing (2017) and potential future work. The outcome of this evaluation will inform NorCross management decision making of strategic policy and planning, coordination and any other adjustments of the program and its implementation together with its partners, including the Colombian Red Cross.

Key evaluation criteria

  • Efficiency – the extent to which inputs (financial, HR, technical, material resources) were converted into outputs, in the most efficient way possible. The consultant should also consider other modes of implementation and propose alternatives.

  • Effectiveness – the extent that the intervention has achieved its expected results/outcomes/outputs, as described in the project documents between 2014-2016. Assessment of whether the implementation strategies/ approaches were adequate to achieve the expected results, given the circumstances and possible alternatives.

  • Relevance – the extent that the intervention is suited to the needs and priorities of the beneficiaries and the country context.

  • Sustainability – the extent that the intervention is building on existing local capacities, contributes to resilience at local level and the extent to which its results that will outlive the inputs.

  • Impact – consequences of the project from a long-term perspective (positive or negative, intended or unintended)

Methodology

The evaluation will consist of a desk study of the relevant program documents, agreements and strategy documents as well as field research in Colombia. The consultant will carry out interviews and focus groups with relevant staff at the Colombian RC (HQ and branch level), NorCross (HQ and field level), ICRC Colombia Delegation, ICRC GVA, Colombian health authorities, beneficiaries and other relevant stakeholders.

The consultant will be responsible for developing a detailed methodological framework for the evaluation and is free to suggest other and/or additional methods and questions that have not been indicated above. The evaluation report shall describe the evaluation method and process and discuss validity and reliability. Limitations and shortcomings should be explained.

The Regional and National PMER Focal Points (supported by NorCross), will be put at the disposal to assist the consultant, in line with the overall approach to strengthen regional PMER cooperation.

The consultant will also be asked to provide input, based on the information collected, to another NorCross evaluation that will be undertaken at the global level, in parallel.

Evaluation Quality & Ethical Standards

The consultants should take all reasonable steps to ensure that the evaluation is designed and conducted to respect and protect the rights and welfare of people and the communities of which they are members. The consultants should ensure that the evaluation is technically accurate, reliable and legitimate, conducted in a transparent and impartial manner, and contributes to organizational learning and accountability. Therefore, the evaluation team should adhere to the evaluation standards and specific, applicable process outlined in the Federation Framework for Evaluation.

The Federation Evaluation Standards are:

  1. Utility: Evaluations must be useful and used.

  2. Feasibility: Evaluations must be realistic, diplomatic, and managed in a sensible, cost effective manner.

  3. Ethics & Legality: Evaluations must be conducted in an ethical and legal manner, with particular regard for the welfare of those involved in and affected by the evaluation.

  4. Impartiality & Independence; Evaluations should be impartial, providing a comprehensive and unbiased assessment that takes into account the views of all stakeholders.

  5. Transparency: Evaluation activities should reflect an attitude of openness and transparency.

  6. Accuracy: Evaluations should be technical accurate, providing sufficient information about the data collection, analysis, and interpretation methods so that its worth or merit can be determined.

  7. Participation: Stakeholders should be consulted and meaningfully involved in the evaluation process when feasible and appropriate.

  8. Collaboration: Collaboration between key operating partners in the evaluation process improves the legitimacy and utility of the evaluation.

    It is also expected that the evaluation will respect the seven Fundamental Principles of the Red Cross and Red Crescent:

  9. Humanity, 2) impartiality, 3) neutrality, 4) independence, 5) voluntary service, 6) unity, and 7) universality.

Duty of discretion

The consultant undertakes to maintain the utmost discretion towards third parties, including the police, judicial and other authorities, with regard to information acquired in the course of their work. The consultant shall treat all such information confidentially. This rule continues to apply after the work/assignment ends.

Acceptance of risks

The nature of the Red Cross mandate and activities in zones affected by conflict and other situations of violence means that working for the organization can be particularly dangerous. In the field, the consultant is exposed to risks resulting directly from armed conflict as well as from crime, such as abduction, serious illness and accidents. It is impossible to eliminate the risk of bodily or mental harm, or even death.

By signing the undertaking, the consultant hereby attests that he/she has been informed of the content of the preceding paragraph, and he expressly confirms his/her understanding and acceptance of the risks that form part of his humanitarian work.

WB Supports Improvements in Transparency of Tax Authority and in Violence Prevention in Guatemala

WASHINGTON, January 18, 2017 – The World Bank Board of Directors approved two loans totaling US$ 100 million yesterday to improve the transparency and efficiency of the tax administration in Guatemala and to improve urban infrastructure and prevent violence in the Gran Ciudad del Sur Commonwealth in the south. “These projects are extremely important for Guatemala since they will support two key pillars of the country’s development: to improve the tax administration and to reduce violence, which in turn are crucial for reducing poverty,” said Guatemalan Finance Minister Julio Héctor Estrada. The “Project for Tax Administration Transparency and Efficiency,” with a loan of US$55 million, will work to increase compliance with tax and customs obligations by individual and corporate contributors. To this end, the project will support the transparency, integrity and institutional development of the Tax Administration Authority (SAT), and will strengthen tax collection mechanisms and customs operations. Another objective is to strengthen comprehensive fiscal intelligence, control processes and the new tax appeal system, all with a view to improving institutional efficiency and transparency. This will contribute to increasing tax collection. Guatemala has one of the lowest tax-collection rates in Latin America and the world (10.2 percent of GDP, in comparison with an average of 16.9 percent for Latin America and the Caribbean).   Additionally, the “Project for Urban Infrastructure and Violence Prevention,” will allocate US$45 million to better living conditions in the Gran Ciudad del Sur Commonwealth. Specifically, this project seeks to improve access to services and basic infrastructure and to mitigate the key risk factors for crime and violence. According to World Bank statistics, violence cost Guatemala 10 percent of its GDP in 2014. “While Guatemala faces major challenges such as high rates of poverty and inequality, the country has enormous potential to address its challenges and to offer a better future to its citizens. Projects such as those approved strive to provide better opportunities to vulnerable populations,” said Homa-Zahra Fotouhi, World Bank representative in Guatemala. BM/Argentina: Nuevas inversiones mejorarán el transporte público urbano para más de 600.000 personas

WASHINGTON D.C., 26 de enero de 2017 – Más de 600.000 usuarios de transporte público en el Área Metropolitana de Buenos Aires (AMBA), Argentina, se beneficiarán de un nuevo préstamo de US$45 millones que aprobó hoy el Directorio Ejecutivo del Banco Mundial (BM). La financiación apoyará dos obras clave de infraestructura: un nuevo corredor de colectivos (Metrobus) en la provincia de Buenos Aires y un centro de transbordo en el sur de la Ciudad de Buenos Aires. “Estas inversiones son una excelente noticia y una muestra más de que el mundo confía en las obras que desde el gobierno nacional estamos impulsando para seguir generando impacto y trasformación social en la Argentina. Logramos incluir en este préstamo una obra muy importante, como es la del Centro de Trasbordo de Sáenz, para los vecinos de la Ciudad y de la Provincia Buenos Aires y en especial para los usuarios del tren,” dijo Guillermo Dietrich, Ministro de Transporte de Argentina. Se trata de un financiamiento adicional al “Proyecto de Transporte Urbano en Áreas Metropolitanas (PTUMA)”,que se inició en 2010 con el fin de fortalecer la capacidad institucional para la planificación y gestión del transporte urbano, y mejorar la calidad y la sustentabilidad de los servicios de transporte público en áreas urbanas de todo el país. “Estas inversiones ayudarán a las personas con menos recursos a acceder de manera más rápida y segura a trabajos, escuelas, hospitales, comercios y otros servicios urbanos, contribuyendo a reducir la pobreza y fomentando el crecimiento sostenible”, dijo Jesko Hentschel, director del Banco Mundial para Argentina, Paraguay y Uruguay. En esta nueva etapa, se prevé completar el sistema de buses rápidos Metrobus en el Partido de La Matanza, que abarca un recorrido de 16 km con 40 nuevos paradores en uno de los distritos con mayores índices de pobreza de la región metropolitana. La obra, que comenzó a principios del 2016, registra al día de hoy un avance del 60 por ciento, y se estima que beneficiará a aproximadamente 240 mil pasajeros que verán reducido su tiempo de traslado en aproximadamente un 30 por ciento. A su vez, en el barrio Nueva Pompeya de la Ciudad de Buenos Aires, se construirá la nueva Estación Sáenz del tren Belgrano Sur y se elevará el tramo ferroviario con un viaducto, que permitirá a futuro que el tren llegue hasta la estación Constitución, una de las cabeceras principales de la red metropolitana de trenes. Esta obra permitirá eliminar cruces a nivel y abrirá nuevas vías de conexión vehicular y peatonal; aumentando la seguridad y la fluidez del tránsito en el área. Se construirá además un centro de transbordo en el que también confluirán la futura Estación Sáenz del Subterráneo Línea H y las líneas de colectivos del Metrobus Sur. Se calcula que al menos 400.000 usuarios que diariamente circulan por el área verán reducidos sus tiempos de traslado y los habitantes del barrio podrán disfrutar un mejor entorno urbano. Durante la ejecución del PTUMA a la fecha, el apoyo del Banco Mundial ha contribuido a mejorar el transporte público a través de la construcción de carriles exclusivos para buses en las ciudades de Rosario y Santa Fe; y a promover el transporte no motorizado en varias ciudades, que incluyó la construcción de ciclovías en los municipios de Rosario, Córdoba, Salta y Tucumán. World Bank/Argentina: New Investments Will Improve Urban Public Transport for More Than 600,000 People

WASHINGTON D.C., January 26, 2017 – Over 600,000 users of public transport in the Metropolitan Area of Buenos Aires (AMBA), Argentina, will benefit from a new US$ 45 million loan that The World Bank Board of Directors approved today. The financing will support two key infrastructure projects: a new bus corridor (Metrobus) in Buenos Aires Province and a transfer center in the south of the City of Buenos Aires. “These investments are excellent news and further proof that the world has confidence in the projects the national government is advancing to have impact and social transformation in Argentina. We managed to include in this loan the Sáenz Transfer Center, which is a very important project for the residents of the City and Province of Buenos Aires, and particularly for train users,” said Guillermo Dietrich, Transport Minister of Argentina. The loan serves as additional financing for the Urban Transport in Metropolitan Areas Project (PTUMA, in Spanish), which was launched in 2010 to build institutional capacity for planning and management of urban transport and to improve the quality and sustainability of public transport services in urban areas around the country. “These investments will help give low-income residents faster and safer access to jobs, schools, hospitals, businesses and other urban services, contributing to poverty reduction and promoting sustainable growth,” said Jesko Hentschel, World Bank director for Argentina, Paraguay and Uruguay. In this new project phase, the Metrobus rapid bus system will be completed in La Matanza District, which includes a 16-kilometer route with 40 new stops in one of poorest districts of the metropolitan region. This project, which began in early 2016, is now 60 percent complete. It will benefit an estimated 240,000 users who will reduce their travel time by approximately 30 percent. Additionally, in the Nueva Pompeya neighborhood of Buenos Aires, the new Sáenz Terminal of the Belgrano Sur railway will be built, as well as a section of railroad tracks on a viaduct, which in the future will enable the train to reach the Constitución Station, one of the main points of the metropolitan train system. This work will eliminate crossings and open new vehicle and pedestrian routes, increasing security and improving traffic flow in the area. The project will also build a transfer center that will connect with the future Sáenz Terminal of Subway Line H and the Metrobus Sur bus lines. An estimated 400,000 users who circulate through the area daily will reduce their travel times and neighborhood residents will enjoy an improved urban environment. Since the project began, the World Bank has contributed to improving public transport through the construction of bus-only lanes in the cities of Rosario and Santa Fe, and to promoting non-motorized transport in several cities through the construction of bicycle lanes in Rosario, Córdoba, Salta and Tucumán. Additionally, the project promoted the creation of the AMBA Metropolitan Transportation Agency and the establishment of a graduate degree program in Transport Planning and Management at the University of Buenos Aires, which has had two graduating classes to date. ¿Ves telenovelas? En Latinoamérica han cambiado la vida de miles de personas

Generaciones de niños en Latinoamérica llevan el nombre de protagonistas de telenovelas. Sus madres, durante su embarazo o incluso mucho antes de la concepción, se desvelaban con las tramas eternas de amores no correspondidos, diferencias de clases, damiselas en apuros, galanes ricos y bonachones, y malos tan malos que muchas veces costaba creer en la verosimilitud de tanta maldad. Así de poderosa es la ficción televisiva. Es capaz de bautizar a millones de niños con el nombre del protagonista del momento, pero a su favor también puede cambiar actitudes que resultan de gran importancia en el mundo del desarrollo. Esto es lo que se llama entretenimiento educativo o “edutainment” un término acuñado hace más de 50 años con la idea firme de promover hábitos positivos. Y a pesar de que la proliferación de las redes sociales parece quitarle el reinado a la ficción televisiva, los ejecutivos de TV ya experimentan con contenidos adaptados a los nuevos tiempos. Pero lo cierto es que alrededor de 144 millones de hogares en la región tienen uno o más televisores y para 2020 se espera que el 95% de esos hogares tenga TV digital. Su penetración es tan importante que en la mayoría de los países sobrepasa la tasa de finalización de secundaria. De acuerdo al informe de desarrollo mundial “Mente, Sociedad y Conducta”, los mensajes educativos presentados de manera entretenida pueden impulsar decisiones clave para el desarrollo. Es decir, programas de radio y televisión que incorporan mensajes sociales pueden contribuir a reducir el embarazo adolescente, elevar las tasas de ahorro e incrementar la autonomía de las mujeres. Los mensajes que apelan a las aspiraciones pueden incrementar la inversión de los padres en la educación de sus hijos y mejorar el desempeño escolar.Telenovelas y la vida real ¿Cuántas veces nuestra madre nos advirtió que no volviéramos a casa tarde y solos, pero solo lo hicimos cuando en televisión vimos que nuestra heroína favorita fue asaltada por tener ese mismo comportamiento? Existen incluso pruebas accidentales de la eficacia del edutainment para eliminar los prejuicios culturales y fomentar el comportamiento positivo. Según un estudio realizado por el Banco Interamericano de Desarrollo, se encontró que, de acuerdo a datos censales en el periodo 1970-1991, las mujeres que vivían en áreas cubiertas por la señal Rede Globo – la red que tiene un monopolio efectivo en la producción de telenovelas en Brasil – bajaron significativamente su fecundidad. Es que las telenovelas brasileñas comenzaron a retratar familias que eran más pequeñas que el promedio nacional, y en consonancia la tasa de fertilidad cayó en las regiones donde estos programas se emitían mientras las mujeres que miraban las telenovelas buscaban emular a los personajes en la pantalla. El impacto de la presencia de Globo fue más fuerte para las mujeres de edad cercana a la protagonista de la telenovela. No fue intencional. Para los ejecutivos de TV mostrar demasiados hijos iba a confundir al espectador. Con edutainment un individuo realmente no nota la intervención. El entretenimiento es divertido, y el mensaje se absorbe casi por ósmosis. Así, el público rara vez siente que le están dando una lección. Además del ejemplo brasilero, existen en la región varias intervenciones del edutainment a través de la pantalla de nuestro televisor. Inspirada en un caso real, la telenovela argentina “Vidas Robadas” apuntaba a concientizar sobre la trata de personas. Para realizarla, los autores contaron con la asesoría dediversas instituciones expertas en el tema para poder abordarla de la manera más respetuosa posible. La historia se desarrollaba en el marco del secuestro de personas que eran obligadas a ejercer la prostitución. Debido al estigma y discriminación alrededor del VIH/sida, la ONG argentina Fundación Huésped realiza cada año especiales de ficción de una hora con motivo del “Día Mundial del Sida” con la convicción de que la ficción es una herramienta clave para difundir mensajes sobre el tema, naturalizando los aspectos más importantes de la problemática. El especial es emitido en prime time en Canal 13, uno de los canales más vistos del país donde los actores donan su tiempo y prestigio. Por su parte, la Iniciativa de Evaluación de Impacto sobre el Desarrollo (DIME) del Banco Mundial trabajará en Brasil, Kenya, México, Nigeria y la India para conocer el impacto del entretenimiento educativo y generar la evidencia necesaria para escalar estos programas.

The World Bank Supports Fishery and Aquafarming Innovation in Peru

WASHINGTON D.C., January 27, 2017 – The World Bank Board of Directors approved a US$ 40 million loan today to improve the sustainability of industrial and artisanal fishing in Peru and to increase the productivity and diversity of the country’s aquafarming system. Through the National Program for Fishery and Aquafarming Innovation, the financing will contribute to enhancing Peruvian fishery and aquafarming value chains and to lessening dependence on fish catching. Peru is one of the world’s leading producers of fish thanks to its geographic location, which enables the country to provide nearly 20 percent of global fish catches, particularly small species such as anchovy. That fishing has been crucial to the national economy, accounting for 7 percent of the country’s exports in the past decade. This project is aligned with the two main goals of the Peruvian government in this area. The first is to develop the fishery and aquafarming sector to redirect the marine fishing strategy toward the relative increase of species other than anchovy while guaranteeing the sustainability of saltwater species. Second, the government is working to expand the marine and freshwater aquafarming system to promote investment through value chains to increase income, create jobs and improve the nutrition of the population, especially the low-income sector. “This program will help promote innovation and sustainability of the Peruvian fishery and aquafarming system, support government efforts to stimulate development of the sector, and generate more jobs, economic income and food options for a large share of the population,” said Alberto Rodríguez, World Bank Regional Director for Bolivia, Chile, Ecuador, Peru and Venezuela. The project will directly benefit more than 12,000 individuals, producers’ groups and small businesses involved in fishing and aquafarming, processing and distribution of aquatic species. It will also work closely with 10,000 institutions, non-governmental organizations, community organizations and government and international agencies that develop innovative fishery activities. By increasing the sector’s competitiveness and sustainability, the project will contribute to reducing extreme poverty and provide new sources of employment and income for low-income fishermen and aquafarmers. It will also strengthen the governance of the sector through improved monitoring systems, as well as increased analytical capacities for policymaking. The project has four components: promotion of innovation in the fishing sub-sector; promotion of innovation in the aquafarming sub-sector; strengthening of the National System for the Innovation of Fishing and Aquafarming, as well as of institutions and policies to improve governance of fishery and aquafarming systems; and, strengthening of the institutional and organizational capacity of the Ministry of Production’s Vice-ministry for Fishing and Aquaculture necessary to successfully implement the project. The program has a total cost of US$ 120.9 million, of which the Ministry of the Economy and Finance will provide US$ 80.9 million. The project is scheduled for completion in 2022. Banco Mundial apoya innovación pesquera y acuícola en Perú

WASHINGTON D.C., 27 de enero 2017 – Con el propósito de hacer de la pesca industrial y artesanal del Perú una actividad más sostenible y aumentar la productividad y la diversidad en su acuicultura, el Directorio Ejecutivo del Banco Mundial aprobó hoy un préstamo de US$40 millones. A través del Programa Nacional para la Innovación de la Pesca y la Acuicultura, la financiación buscará  mejorar las cadenas de valor de la pesca y la acuicultura peruanas y promover menor dependencia de la pesca de captura. El Perú se encuentra entre los principales productores de pesca en el mundo gracias a su ubicación geográfica que le permite capturar cerca del 20 por ciento de la captura mundial de peces, principalmente especies pequeñas como la anchoveta. Dicha pesca es de vital importancia para la economía nacional, representando en la última década un promedio del 7 por ciento del total de exportaciones del país. Este proyecto está alineado con los dos grandes objetivos paralelos del Gobierno del Perú. El primero es desarrollar el sector pesquero y de acuicultura al reorientar la estrategia de explotación de pesca marina hacia el incremento relativo de otras especies que no sean anchoveta mientras se garantiza la sostenibilidad de la masa biológica marina. El segundo objetivo es expandir el sector acuícola marino y de agua dulce al promover la inversión a través de las cadenas de valor de manera que incremente los ingresos, genere empleo y mejore la nutrición de la población, especialmente la de más bajos recursos. “Este programa contribuirá a promover la innovación y la sostenibilidad del sistema pesquero y acuícola en el Perú,  apoyará los esfuerzos del Gobierno para impulsar el desarrollo del sector, lo que generará más empleo, ingresos económicos y opciones de alimentación para una gran parte de la población”, afirmó Alberto Rodríguez, Director Regional del Banco Mundial para Bolivia, Chile, Ecuador, Perú y Venezuela. El proyecto beneficiará de manera directa a más de 12 000 individuos, grupos de productores y empresas artesanales involucradas en la pesca y acuicultura, procesamiento y distribución de especies acuáticas. Igualmente, trabajará con cerca de 10 mil instituciones, organizaciones no gubernamentales, asociaciones comunitarias, agencias gubernamentales e internacionales que desarrollan actividades de innovación en el área pesquera. Al aumentar la competitividad y sostenibilidad del sector, el proyecto busca reducir la pobreza extrema proporcionando nuevas fuentes de empleo e ingresos para los pescadores de bajos recursos y los productores de acuicultura. También busca fortalecer   la gobernanza del sector mediante mejores sistemas de monitoreo y seguimiento, así como mayores capacidades analíticas para la formulación de políticas. El proyecto tiene cuatro componentes: la promoción de la innovación en el subsector de pesca, la promoción de la innovación en el subsector acuícola, el fortalecimiento del Sistema Nacional de Innovación en Pesca y Acuicultura además de las instituciones y las políticas para mejorar la gobernanza de la pesca y la acuicultura; y el fortalecimiento de la capacidad institucional y organizativa del Viceministerio de Pesca y Acuicultura dentro del Ministerio de Producción (PRODUCE), necesaria para la exitosa implementación del Proyecto. El costo total del programa asciende a US$120.90 millones,  de los cuales el Ministerio de Economía y Finanzas aportará US$ 80.90 millones. El cierre del proyecto está previsto para el 2022. World Bank Support Will Benefit Some 300,000 Students in Colombia

Washington, January 31, 2017— 287,000 Colombian students in higher education will benefit from a new US$160 million loan approved yesterday by the World Bank Board of Directors. The Program for Higher Education Access and Quality (PACES, in Spanish) will work to improve the quality and the access to higher education in Colombia, and especially to close socioeconomic and regional access gaps. The components of this project include the financing of loans for disadvantaged students in higher education, as well as grants for master’s and doctoral programs in the world’s leading universities (“Passport to Science”).  “At ICETEX, we are pleased to have World Bank support for the social promotion of higher education in Colombia through the implementation of PACES. This enables us to continue to help thousands of young people fulfill their dreams of attending technical, technological and university programs, transforming their lives, as well as those of their families and communities,” Andrés Eduardo Vásquez Plazas, president of the Colombian Institute of Education Loans and Technical Studies Abroad (ICETEX, in Spanish).  “This program also gives us the tools to improve the supply of higher education and to strengthen regional development. PACES, in collaboration with the World Bank, represents one more step toward making Colombia the most highly educated nation in Latin America by 2025,” added Vásquez Plazas. PACES will form partnerships with institutions of higher learning (accredited and non-accredited), and top-level and private-sector international institutions in ecosystems that support research and innovation throughout the country (“Scientific Ecosystems”). It will also support the institutional strengthening of ICETEX.  “The project contributes to achieving the strategic objectives of both the Government of Colombia and the World Bank. Improving the quality of higher education and increasing access and graduation rates for disadvantaged students in high-quality programs helps Colombia reach its goal of becoming the most highly-educated nation,” said Gerardo Corrochano, World Bank director for Colombia and Mexico. The World Bank financing will support the overarching objectives of ICETEX, which will also contribute resources to the project, as will the French Development Agency (AFD, in French). The French agency will also provide US$150 million for three years to finance student loans and grants. The World Bank and ICETEX jointly prepared the projects, with the participation of the AFD team. PACES will give priority to victims of the armed conflict and other disadvantaged populations. This will contribute to the cross-cutting strategy of the World Bank’s Country Partnership Framework with Colombia to build peace and provide post-conflict support, and to the first pillar of Colombia’s National Development Plan associated with peace. ICETEX is the borrower and main implementing agency. COLCIENCIAS will support the implementation of the “Scientific Colombia” component, which seeks to improve the quality of institutions of higher learning in the areas of research, teaching and internationalization. The loan has a repayment period of 22.5 years, which includes a 6-year grace period. Apoyo del Banco Mundial beneficiará a cerca de 300,000 estudiantes en Colombia

Washington, 31 de enero 2017— Unos 287 mil estudiantes de educación superior en Colombia se beneficiarán de un nuevo préstamo por un total de US$160 millones aprobado ayer por el Directorio Ejecutivo del Banco Mundial. El Programa de Acceso y Calidad de la Educación Superior —PACES—  busca mejorar el acceso y calidad de la educación terciaria en Colombia y, en particular, cerrar las brechas socioeconómicas y regionales en el acceso. Entre los componentes de este proyecto se destacan el financiamiento de créditos para estudiantes de educación terciaria de contextos socioeconómicos desfavorables, así como créditos condonables para estudios de maestría y doctorado en las mejores instituciones de educación superior del mundo (“Pasaporte a la Ciencia”). “Para el ICETEX es gratificante contar con el apoyo del Banco Mundial para el fomento social de la educación superior en Colombia, con la implementación de PACES, que nos permitirá continuar beneficiando a miles de jóvenes que buscan cumplir sus sueños de acceder a programas técnicos, tecnológicos y universitarios; transformando sus vidas, la de sus familias y sus comunidades”, afirmó Andrés Eduardo Vásquez Plazas, presidente de Instituto Colombiano de Crédito Educativo y Estudios Técnicos en el Exterior (ICETEX). “Este programa nos permite también contar con herramientas para mejorar la oferta de educación superior y potenciar el desarrollo en las regiones. PACES también busca la conformación de alianzas entre instituciones de educación superior (acreditadas y no acreditadas), instituciones internacionales de alto nivel y del sector privado en ecosistemas que apoyen la investigación e innovación en todo el país (“Ecosistemas Científicos”), y el fortalecimiento institucional del ICETEX. “El proyecto contribuye al logro de los objetivos estratégicos tanto del Gobierno de Colombia como del Banco Mundial. Mejorar la calidad de la educación terciaria e incrementar el acceso y graduación de estudiantes en situación socioeconómica desfavorable en programas de alta calidad, contribuye a que Colombia consiga el objetivo de ser la más educada”, afirmó Gerardo Corrochano, Director para Colombia y México del Banco Mundial. La financiación del BM apoyará los objetivos generales de ICETEX, pero los recursos también provendrán del Instituto y de la Agencia Francesa de Desarrollo (AFD). Esta última aportará paralelamente US$150 millones durante tres años para el financiamiento de créditos. Los proyectos fueron preparados conjuntamente por los dos organismos, con la participación de los miembros del equipo de la AFD. PACES contribuirá a brindar atención especial a las víctimas del conflicto armado y otras poblaciones desfavorecidas, con lo que aportará  así al objetivo transversal del Marco de Alianza con Colombia del BM de construir la paz y apoyar el postconflicto, y al primer pilar del Plan Nacional de Desarrollo (PND) de Colombia relacionado a la Paz. El prestatario, y principal unidad ejecutora, es ICETEX. Por su parte, COLCIENCIAS apoyará la ejecución del componente “Colombia Científica” que busca mejorar la calidad de las instituciones de educación superior en materia de investigación, docencia e internacionalización.
