Peru: Low Emissions Development Specialist for Promoting Green Growth in Peru

PROGRAM SUMMARY:

Winrock is seeking Low Emissions Development Specialist candidates for an anticipated program in Peru on Green Growth. This position will be based in Lima, Peru. The anticipated project will reduce greenhouse gas (GHG) emissions from land use change. The activity will ensure that key Peruvian stakeholders (including central and sub-national government agencies and ministries) have the tools and coordination capacities to design and implement low emissions development strategies (LEDS) and actions at the national and sub-national levels to achieve Peru emissions reduction targets and sustainable growth goals. Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:

  • Provide technical expertise and leadership to achieve project goals
  • Coordinate with partners, government officials, and other actors to ensure provision of high quality technical inputs for low emissions development strategies
  • Develop technical tools and other support mechanisms to support Peru’s achievement of emissions reduction targets and sustainable growth goals
  • Lead coordination and quality control of capacity building support for national and sub-national actors
  • Provide supervision, support, and direction to long- and short-term staff
  • Prepare inputs for program deliverables including annual work plans, progress reports, technical reports, and other project deliverables
  • Manage technical performance to ensure that activities are leading to anticipated outcomes and are aligned with project indicators

QUALIFICATIONS AND BACKGROUND:

Education:

  • Master’s degree preferred in environmental policy, environmental economics, forestry, environmental science, natural resource management, conservation, sustainable development, or relevant field

Work Experience:

  • Minimum 5 years of experience in forestry, land use, environmental and economic policy, environment or climate change, low emission development strategies or related field
  • Demonstrated experience developing and implementing training programs and working to build institutional capacity of government counterparts at the national/sub-national level
  • Proven understanding of international climate change policy and financing

Skills:

  • Proven ability to work successfully with key forestry and land use government agencies, institutes, NGOs, and other experts in Peru
  • Technical understanding of green growth and land use change issues in Peru.
  • Comprehensive knowledge of low emissions development strategies
  • Strong managerial and communication skills
  • Fluency in English and Spanish is required.
