The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The Regional Bureau for Latin America and the Caribbean (RBP) provides strategic guidance, technical support and direction to WFP country operations in the region. WFP RBP is strenghthening its approach to manage strategic oversight and implementation or regional and national-level initiatives on preparedness and response (EPR), with a specific focus on cash-based transfer (CBT) as well as with linkages to asset creation, resilience and national social protection. This position will support the Operations Team (OpT) within the programme unit of the Regional Bureau, with frequent travel in the LAC Region. The National Officer will report directly to the Regional Programme Advisor. The Officer will also closely work with UN Agencies, partners and in particular regional or sub-regional organizations.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. To assist the Operations Team in providing technical support to Country Office and strategic orientation in all emergency preparedness and response actions;
  2. To develop CBT EPR plans, proposals and budgets in consultation with other relevant units in the Regional Bureau;
  3. To build capacity to WFP, government counterparts and cooperating partners on CBT and EPR in the region;
  4. To support Country Offices to ensure full CBT preparedness for emergencies, including cash delivery mechanism preparedness;
  5. To provide Country Offices within the Region with technical advice and guidance in the appropiate use of CBT as transfer modalities in food assistance programmes and advise them regarding compliance with the internal Business Process Model;
  6. Participate and organize the CBT working groups meeting at regional level;
  7. Work closely with the Regional Social Protection team Country Offices to support Country Offices in their preparedness measures with a specific focus on CBT and linkages to national social protection systems/platform (shock-responsive Social Safety Nets);
  8. Support the OT Team with CBT operational support to national shock-responsive safety nets, including stand-by agreements where feasible;
  9. Support the information management, visilbility and reporting requirements for the OT Team;
  10. Review and provide inputs to project proposals and documents to ensure quality assurance and coherence;
  11. Represent WFP at workshops, seminars, meetings and other events as requested;
  12. Develop relationships/partnerships between WFP and external players in the region, as appropiate, who are active in the area of emergency preparadness and CBT;
  13. Keep up to date with best practices and ongoing discussions and debates relevant to the use of Cash and Voucher transfers in both development and humanitarian contexts.
  14. Document lessons learnt and best practices in EPR and CBT
  15. Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in one or more of the following disciplines: Economics, Agriculture, International Affairs, Business Administration, Social Sciences, Development studies or a field relevant to International Development Assistance.

Language: Fluency (Level C) in English language and the duty station's language, if different. Evaluation of written and spoken English may include an assessment exercise.

At least one year of postgraduate professional experience in commerce, development, administration or food aid support.

* General knowledge of UN system policies, rules, regulations and procedures governing administration.

* Understanding of the theory and application of food security, livelihood and safety net programmes;

* Good understanding of food security targeting, monitoring and evaluation techniques and their application;

* Knowledge of major humanitarian, recovery and development challenges and issues, specifically strategies for poverty and hunger reduction;

* Knowledge of issues related to International Development cooperation and humanitarian assistance;

* Knowledge and understanding of UN's role in development cooperation;

* Understanding of UN or WFP policies and programming requirements with a working knowledge of Project Finance, Costing, Budgeting and Procurement.

DESIRABLE SKILLS

* Experience in the design, implementation and evaluation of in-kind food as well as CBT transfers;

* Experience in emergency preparedness work;

* Experience in leading and supporting the design, set-up and implementation of CBT responses in emergencies;

* Experience in planning, design and implementation of humanitarian and development programmes with relevant work experience at the country or implementation level in developing countries:

* Experience in social protection or safety nets desirable

Selected candidate will be employed on a Fixed-Term contract with a probationary period of one year.
