Context:
Under the overall supervision of the Regional Director for South America, the Administrative Coordination of the Chief of Mission in IOM Panama, the direct supervision of the Regional Knowledge Management Officer at the Regional Office for South America in Buenos Aires, and in support of the Researcher and Migration Analyst, the successful candidate will be responsible for reporting of the implementation of communication officers does that for the Regional Refugee and Migrant Response Plan for Refugees and Migrants from Venezuela (RMRP).
Core Functions / Responsibilities:

Plan, design, enhance and implement the integrated methodology and interoperable mechanism for data collection and information management across all Regional Inter-Agency Coordination Platform (RICP) activities to ensure accurate and reliable data is collected, stored, and submitted in a timely manner for further processing.

Design effective information management workflows and reporting tools in relation to the Regional Refugee and Migrant Response Plan for Refugees and Migrants from Venezuela (RMRP) implementation; ensure regular monitoring as per agreed timelines; prepare activities status and progress reports.

Provide guidance on information management to sub-regional and national platform co-leaders as well as Project Managers. Analyze project’s result matrix, identify core project reporting needs and advise on appropriate data collection, and reporting mechanism aligned with organizational and Regional reporting requirements.

Ensure the effective use of the designated information systems, including offline and online platforms, application tools, and other systems to manage the implementation of the information management mechanism.

Supervise data collection processes and overall data management activities including encoding, storing, and transferring data as well as processing. Analyze data and information collected locally.

Ensure the timely preparation and generation of regional, sub-regional and local level information products, as well as information sharing and dissemination to all relevant channels.

Identify and assess gaps on data and information relevant to the platform’s IM’s objectives as well as RMRP implementation.

Develop and conduct training modules for stakeholders for the implementation of the information management mechanism to ensure smooth roll out.

Ensure the development of the information management strategic framework and RMRP work plan and establish monitoring tools and regular reporting.

Ensure that the implementation of information management systems and applications adhere to Information Technology and Communication (ITC) Policies and Standards.

Represent IOM in IM platform working group and provide strategic input towards the agreed results.

Adhere to IOM data protection policy, data governance standard, data security standard, ITC standard, and consider best practices and lessons learned on ethical data collection, data used and sharing and dissemination.

Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in project development, technical writing and editing, preferably in the international development/humanitarian sector;
• Work experience in donor relations and report writing for specific donors of IOM’s interest would be an advantage;
• Experience managing common operational datasets.
Languages
Fluency in English and Spanish is required. Working knowledge of Portuguese and/or French is
an advantage.
