The Opportunity
Plan International has recently developed a new regional structure. The new regional structure divides country offices into subregions or ‘clusters’ according to geographical proximity or operating model, with each cluster reporting to a SubRegional Director who is accountable for overall performance and results. The region of the Americas consists of the Sub-Region of Central America and the Caribbean and the Sub-Region of the Americas. The Regional Office will focus more on strategic contribution, influencing and advocating; dedicating more resource to strengthening country office performance, with a focus on driving change that will create greater efficiency and advance children’s rights and equality for girls.
The Head of Business Resource & Solutions role is to lead and manage a team of functional experts so that management services support the delivery of high quality programmes in all Country Offices in the region (11) plus the Regional Office itself, including during disasters. All offices in the region must be fully compliant with Plan’s strategic goals, values, policies and procedures; ensuring organisational standards are understood while mitigating risks.
HRBS will be reporting to the Regional Director to provide oversight to the COs in the region through the Sub-Regional Directors and the country clusters, by providing timely data and strategic analysis that will ensure sound decision making around improved cost efficiencies and possible shared services.
The role enables others to deliver results, providing oversight and risk-management of systems and processes to ensure the proper utilization of income from grants and sponsorship; effective human resource management and development; cost effective administration and logistics in the provision of ICT, legal / risk management, and security.
The role is also responsible for ensuring that all global projects, change initiatives and systems in the region, with implications for support function areas are implemented effectively in all offices with the overall aim of supporting Plan International to become an agile and effective organization.
Together with the Sub-Regional Directors and the Regional Director, the HBR&S will be a member of the core RO management team and is therefore expected to provide strategic leadership and direction for the Regional Office and for the wider region.
Do you have what it takes?
In order to succeed in this challenging and varied role you will require the following skill set:
- Demonstrable knowledge as a result of study, training or practical experience on all the key operational support areas of: finance, HR&OD, ICT, sponsorship, security, risk management, legal and administration;
- Knowledge of the particular administrative, legal and operational contexts of the countries of Asia as well as the cultural aspects and how that affects Plan’s operations.
- Knowledge of the various donor and sponsorship requirements;

Well versed in organizational change issues for INGOs

Proven capacity to manage effective and motivated teams, including distance management.

Excellent analytical skills in relation to resource planning and financing

Strong inter-personal skills in a multi-cultural environment.

Strong written and verbal communication skills in English

Excellent command of Spanish and English, both speaking and writing (French and Portuguese a plus)

Type of Role: Five year fixed term contract
Location: Panama, Frequent travel within and outside the region, sometimes to remote areas (30%)
