Chemonics seeks a supply chain advisor for the anticipated three year, $8 to $10 million USAID Quality Reading Materials Activity in Honduras, under the Assistance to Basic Education Learn to Read Now indefinite delivery indefinite quantity contract. The program aims to increase the availability of effective official and supplementary reading materials for first to sixth grade students and teachers. It will strengthen the Ministry of Education's stewardship for supplying these materials to schools, directly support the USAID flagship $55 million Honduras Reading Activity, and strengthen and improve the book supply chain in Honduras. The supply chain advisor, based in Tegucigalpa, will provide technical leadership on supply chain management and institutional strengthening. Responsibilities Include:
- Provide technical leadership on supply chain management and institutional strengthening
- Assist with the management of ongoing book procurements, as well as lead all interventions under the program's supply chain component
- Design and implement an improved book supply chain within the Honduran Ministry of Education
- Provide ongoing technical support to the Ministry of Education and civil society on matters pertaining to book and reading materials procurement and supply chain management
- Contribute to USAID's efforts to establish a sustainable book supply chain in Honduras
Qualifications:
- Master's degree in supply chain management, public health, business administration, or other relevant field from an accredited university
- Minimum seven years of progressively responsible experience in designing, implementing, and managing supply chain activities for public commodities in resource constrained countries, similar to the Honduran context
- Experience providing technical leadership, program management, strategic planning, policy support, and problem solving on complex projects in a highly sensitive environment
- Demonstrated understanding of the social, economic, and cultural determinants that influence supply chain outcomes in Honduras, including a good knowledge of services, logistics, and existing supply chain systems within the country
- Experience in assessing and designing improvements to supply chain processes and procedures
- Proven track record in project design, policy dialogue, and strategic planning
- Strong analytical, costing, and statistical aptitude
- Experience working in Latin America in related topics desired
- Experience in education and positive youth development projects in challenging emergency and conflict situations desired
- Knowledge of participatory track and trace book distribution systems desired
- Demonstrated leadership, versatility, and integrity
- Advanced professional proficiency in reading, speaking, listening, and writing in Spanish required; English ability preferred
