Requirements:
- Three years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.

Bachelors or Master’s degree in statistics, public policy, international development, economics, or related field. Master’s degree or Bachelor plus an advanced certificate in M&E, statistics, or economics preferred.

Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.

Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/ performance monitoring plans.

Experience developing and refining data collection tools.

Experience and ability in managing and providing oversight of complex baseline and follow-up project surveys, including writing terms of reference, reviewing and commenting on sampling and technical survey design documents, developing questionnaires, reviewing training manuals and survey field protocols, overseeing training and management of enumerators, providing oversight to survey field work, and providing oversight on data quality checks and preparation of data sets.

Experience with monitoring and evaluation issues and approaches related to child labor.

Ability to facilitate and serve as project liaison for externally-managed evaluations.

Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint).

Familiarity with database and statistical applications such as SPSS, SAS or STATA.

Fluency in English and Spanish.
