Honduras: Chief of party

Chemonics seeks a chief of party for the anticipated three year, $8 to $10 million USAID Quality Reading Materials Activity in Honduras, under the Assistance to Basic Education Learn to Read Now indefinite delivery indefinite quantity contract. The program aims to increase the availability of effective official and supplementary reading materials for first to sixth grade students and teachers. It will strengthen the Ministry of Education's stewardship for supplying these materials to schools, directly support the USAID flagship $55 million Honduras Reading Activity, and strengthen and improve the book supply chain in Honduras. The chief of party, based in Tegucigalpa, will make strategic decisions, provide technical and managerial oversight, and ensure the program's operational and technical integrity. Responsibilities include:

  • Provide overall leadership, management, administrative, and technical direction for the program, and serve as the primary authority to ensure all program activities, staff, and partners achieve targeted results and meet reporting requirements
  • Serve as a the program's key liaison and coordinator with USAID/Honduras, key stakeholders, and other implementing partners
  • Provide overall management and supervision of program implementation, ensuring meeting targeted goals and reporting directly to the designated USAID task order contracting officer's representative
  • Interact with senior-level national and county-level government officials
  • Ensure an integrated vision among the program's varied components and actors

Qualifications:

  • Master's degree in public administration, government relations, international development, education, social science, or a related discipline
  • Minimum 10 years in education in early grade reading, book and education material provision, supply chain management and strengthening, government strengthening, or a related field
  • Minimum 10 years of international development experience with relevant management, supervisory, and technical experience working with a program of a similar size and scope
  • Minimum seven years of experience as a project director, chief of party, deputy chief of party, or other senior management or leadership position
  • Minimum five years of experience within Central America preferred
  • Experience managing donor-funded projects and working with government systems related to education, health, and governance
  • Proven track record in project design, policy dialogue, and strategic planning and implementation of education programs or local government strengthening programs
  • Strong communication and presentation skills
  • Experience with local government capacity building and local service delivery improvement.
  • Demonstrated leadership, management, and technical skills
  • Ability to work in complex, politically charged, unstable environments and across different cultures and to manage diverse teams to deliver impact within agreed timelines
  • Demonstrated leadership, versatility, and integrity
  • Advanced professional proficiency in reading, speaking, listening, and writing in Spanish required; English ability preferred
