Proposal Summary: **
MSI is seeking qualified and experienced technical experts in the fields of anticorruption and public financial management for potential short-and long-term assignments for an anticipated USAID Public Financial Management & Public Accountability Project to be implemented in Honduras beginning in 2017.

Position Summary:
Opportunities are available for both mid-level and senior-level technical staff with technical skills in one or more of the following specializations:

  • Anticorruption, transparency and accountability
  • Public financial management
  • Budget planning and execution
  • Fiscal policy reform
  • Tax and revenue administration
  • Domestic resource mobilization
  • Debt management
  • Government procurement
  • Municipal finance
  • Auditing and internal/external controls
  • Institutional development and capacity-building
  • IT systems design and hardware
  • Civil society oversight and evidence-based advocacy

Qualifications:

  • University degree in economics, law, public policy, finance, public administration, business, or related field; advanced degree preferred.
  • Minimum seven (7) years of experience working on donor-funded projects in the fields of anticorruption, public financial management, or any of the specializations mentioned above.
  • Demonstrated experience working on anticorruption, PFM, or public administration projects in similar contexts.
  • Demonstrated capability to work with a broad-range of government and civil society stakeholders and partners.
  • Experience working in Honduras or Latin America required.
  • Prior experience with USAID, World Bank, IDB, or other international donor preferred.
  • Fluency in spoken and written English and Spanish.
