Proposal Summary: The anticipated USAID funded institution building and accountable governance project seeks to increase the effectiveness of public administration and financial management systems and processes, improve the capacity of public institutions, and increase civil society participation, advocacy, and oversight in government decision making.

Position Summary: MSI is currently seeking applications from qualified candidates for the Deputy Chief of Party position with expertise in the following areas:

  • Anti-corruption, transparency & accountability
  • Public administration
  • Public financial management
  • Civil society strengthening, engagement, and advocacy

Responsibilities:

  • Provide technical assistance to the Government of Guatemala and CSOs on anti-corruption and institutional capacity building initiatives.
  • Maintain contact with Government of Guatemala anti-corruption, transparency and service delivery institutions, CSOs, donors, and other stakeholders.
  • Design and manage necessary institutional capacity assessment and development plans.
  • Design and manage M&E activities.
  • Prepare terms of reference and identify specialists.
  • Manage finance, administrative, and logistic operations at the project office.

Qualifications:

  • Master's degree, or equivalent, in a relevant field.
  • Minimum of 10 years of progressively responsible, relevant professional experience is required.
  • Minimum of three years of management and supervision experience is required.
  • Demonstrated experience working on anticorruption, transparency, and accountability, public administration, public financial management, or civil society strengthening in Guatemala.
  • Demonstrated capability to work with broad-range of government and civil society stakeholders and partners.
  • Prior experience working on USAID or other donor-funded technical assistance projects strongly preferred.
  • Strong communication, management and reporting skills.
  • Fluency in written and spoken Spanish (Level IV) and intermediate level of English (Level III) required.
