Position Description/Summary: Tetra Tech is recruiting for a Deputy Chief of Party Technical to support the Urban Municipal Governance Project in Guatemala. The DCOP Technical will have the primary responsibility of providing conceptual leadership and management oversight to the development, implementation and evaluation of the UMG Project ensuring achievement of all project results. He/she will support the COP in the day-to-day technical operations of UMG and will supervise the three Component Leads. The DCOP Technical will also represent the Project, as delegated by the COP, to USAID, other international donors and senior-level Government of Guatemala (GoG) policy makers.

Responsibilities:

* Lead and provide oversight to all technical aspects of the Project.

*Support all members of the technical team to ensure that they receive the guidance and support to develop, implement and evaluate technical activities.

*Work with DCOP Finance and Operations to ensure that finances related to technical activities are planned and managed effectively.

*Ensure that technical staff and activities comply with Tetra Tech’s operational and security procedures and policies.

*Lead Program Management Team and supervise the three Result Leads (Municipal Strengthening, Community Development, and Citizen Transparency)

*Provide quality control on all technical deliverables and ensure that reasonable deadlines are set and met.

*Lead the Program Management Team to define and implement an effective knowledge management and learning approach.

*Serve on UMG Senior Management Team; bring relevant technical issues and decisions to the SMT and communicate decisions made by the SMT to the rest of the technical team.

*Oversee the development and technical aspects of implementation, evaluation and reporting of Grants under Contract (GUC), technical short-term consultants, technical sub-contracts, and Rapid Response Fund (RRF) activities in coordination with the Grants Manager and DCOP Finance and Operations.

*Represent the Project and manage collaboration with key partners: government, private sector, and civil society and ensure that technical staff manage the relationships professionally.

Qualifications:

*A master’s degree in public administration, urban planning, international development or related field.

*A minimum of eight years of relevant work experience in a related field.

*Demonstrated experience implementing local governance initiatives to improve transparency and accountability.

*Knowledge of global and local best practices to primary and secondary violence prevention is a plus.

*Experience in Violence Prevention Programs;

*Proven management and leadership skills.

*Knowledge of local governance legal framework, and methods for improving transparency and citizen engagement;

*Excellent communication skills, oral and written, in Spanish and English. Fluency in Spanish and English required.

*Excellent analytical and organizational skills.

*Willing to regularly visit the project sites;

*Strong diplomatic and interpersonal skills;

*Knowledge of USAID procedures desired;
