Proposal Objective:
The purpose of this $3.4M, two-year base contract (with 1 one-year option period) is to provide USAID/El Salvador with a set of interventions aimed at developing the capacity of partner civil society organizations (CSOs) poised to support development outcomes the Mission seeks over the long-term. The contract will address key capacity development gaps that limit the effectiveness of CSOs to achieve sustainable and significant impact, be accountable to their constituents, and be able to generate and manage resources.
Position Description:
SI is seeking a Salvadoran M&E Specialist to lead the development of all M&E tasks on the project, as well as reporting and oversight of data collection. This is a full-time position, based in San Salvador.

Responsibilities:
· Guide and provide technical assistance to all M&E activities across the project.
· Develop and implement the M&E Plan and related reporting of the program.
· Ensure that quality data is collected with the proper frequency to be able to show achievement of results and is expected to liaise closely with CSOs and USAID.
Qualifications:
· University degree in a relevant field is required; plus 15 years of relevant work experience; OR, Master’s degree plus 12 years of relevant work experience.
· Level III English language proficiency, speaking and writing; level IV Spanish language proficiency is required.
· A minimum of five years of professional experience in monitoring and evaluation, preferably with international cooperation or CSOs.
