Responsabilities:
· Review the laws, regulations and administrative procedures that apply to miempresa.gob.sv; the National Directorate of Investment and the eight regulatory agencies, mainly National Registry Center (CNR); Ministry of Finance, Directorate of Statistics; Ministry of Labor, Salvadoran Institute of Social Security (ISSS); pension fund managers, and municipalities. Those laws, regulations and procedures can be found on the tramites.gob.sv portal. · For each online service offered through MiEmpresa, the consultant will review: (1) the data and documentary requirements of (forms) each participating institution (2) data and documents processing procedures and (3) certificates/approvals generation procedures. · Conduct consultations with DNI, each regulatory agency and with frequent users of miempresa.gob.sv to identify opportunities for improvement. The consultant shall identify opportunities to reduce the quantity of data and documents required, the delay and quantity of manual work involved in processing this information and in issuing approvals, for all services offered through MiEmpresa.gov.sv. · Identify new procedures to be added to MiEmpresa.gob.sv platform to further facilitate and reduce the costs of compliance for new and existing businesses. · For each opportunity for improvement identified, the consultant will assess: (1) what regulations should be modified and how (proposed text, strategy for adoption, best practices), (2) what IT developments are necessary in MiEmpresa (analyses of changes to be made, or modules added, to the existing services, (3) what training is necessary for the operators of the online services and (4) How changes/additional services can be communicated to and promoted among the users of the MiEmpresa platform. · The consultant will support MiEmpresa.gob.sv technical working groups and provide strategic follow-up to progress on streamlining procedures. When necessary, the consultant will document challenges and provide recommendations. · The consultant will work in close coordination with The Palladium Group, USAID Project for Economic Competitiveness team; the National Directorate for Investment; UNCTAD; the Regulatory Improvement Body, regulators, legal and accounting services firms and other relevant actors. Requirement for Qualification and Experience
· Education: The consultant must have at least a Bachelor's Degree in Economics, Public Administration, Law, Industrial Engineering or Business Administration. A Master's degree in Law, international business, economics, business administration and a focus in public administration and commercial law is a plus.
· Experience: At least 5 years of proven relevant experience working or providing technical assistance to improvement of programs and procedures to promote investment, facilitate trade, business registration, licenses or other related activities to improve the economic and business environment.
· Social skills: Most of the work requires coordination, agreement and follow-up with GOES and other actors. Therefore, candidates shall demonstrate skills and abilities to promote ownership among participating agencies, lead change, motivate actors and manage conflict.
· LANGUAGE and Writing Skills:
Most of the work will be performed in Spanish, but English Writing/Speaking/Reading is required; Outstanding analytical and report writing skills, are required.
· KNOWLEDGE: Understanding of the legal framework for business registration, and accounting and reporting formalities for Salvadoran businesses. Sound knowledge of political economy, competitiveness and the elements of business environment.
· SKILLS AND ABILITIES: Relationship management skills and the capacity to learn, understand and follow USAID and the Palladium Group operations procedures and policies. Possess strong analytical ability and excellent presentation and communication skills. Advanced level in Microsoft Office (Word, Excel, Outlook and Internet) is a must
· Other: Familiarity with the Economic, Micro and Small enterprise networks, business organizations, internal revenue, and economic and business think-tanks in El Salvador.
Duration:
The period for this consultancy is up to 132 days, beginning October/November 2017, and ending no later than May 31st 2017.
