Colombia: Regional Planning, Monitoring, Evaluation and Reporting (PMER) Officer (Local Position)

The Red Cross in Norway has 130000 members and close to 30000 volunteers carrying out activities in 400 local branches

Norwegian Red Cross' regional structure in the Americas is now seeking a Regional Planning, Monitoring, Evaluation and Reporting (PMER) Officer. In the Americas, NorCross currently supports programmes in Colombia, Honduras, El Salvador, Guatemala and Cuba. The location of the position is flexible within NorCross' area of operation in the Americas.

The main role of the regional PMER Officer will be to provide support and work closely together with PMER and programme staff of the different NorCross partners in the region to strengthen their systems, structure and capacity in PMER. Additionally, the PMER officer will provide technical support to NorCross country managers, regional technical advisors and other staff in matters pertaining to PMER. The PMER officer will also contribute to learning at the regional and global level, in close cooperation with the NorCross, headquarter based, PMER team.

Qualifications:

· Master’s degree (equivalent professional experience in a relevant field might be considered) in a field related to international development and/or recovery. Specific qualifications in PMER, organisational development and/or result based management preferred.

· Minimum of 3 years ‘experience in relief and development programs, including PMER.

· Familiarity with principles and current approaches to planning, monitoring, evaluation and reporting of relief and development programs using both quantitative and qualitative methods.

· Good understanding of international donor expectations and trends in PMER

· Willingness and ability to travel frequently within NorCross' area of operation in the Americas.

· Fluency in English and Spanish (spoken/written).

· Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.

· Ability to work effectively under pressure and to organize and prioritize competing activities.

· Ability to work effectively in a team-oriented environment.

· Flexibility, patience, dedication and creativity.

· Strong computer skills (MS Word, MS Excel, MS Access, MS Power Point, MS Project, SPSS and other relevant quantitative and qualitative data analysis programs).
