Department Overview

Pact seeks a Monitoring and Evaluation (M&E) Officer, based in Colombia, for the U.S. DOL-funded project: Building the Capacity of Civil Society to Combat Child Labor and Forced Labor and Improve Working Conditions. The purpose of this project is to improve the capacity of civil society to better understand and address child labor and/or forced labor abuses and promote acceptable conditions of work in artisanal and small-scale mining (ASM) in Colombia.

Position Purpose

The M&E Officer will be responsible for designing and implementing systems to ensure appropriate tracking and assessment of all project activities. S/he will have primary responsibility of reporting on project outputs and outcomes and for ensuring quality of interventions. H/she will be responsible for all data submissions in accordance with U.S. DOL and Pact requirements. S/he will provide technical guidance and support to any consortium members or sub-grantees (as applicable) in establishing and implementing their monitoring and evaluation systems for the project. This position is contingent upon award of funds.

Key Responsibilities

· Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.

· Develop data collation and aggregation tools, and maintain project databases.

· Support with development and implementation of Comprehensive Monitoring and Evaluation Plan (CMEP) process

· Support project staff in developing project results frameworks (input, output, outcome, and impact), and develop relevant indicators and targets for result areas.

· Review and finalize Monthly, Quarterly, and Annual Monitoring and Evaluation (M&E) workplans and budgets.

· Oversee the development of donor reports, ensuring that all donor reporting requirements on project impact are met.

· Coordinate the design and implementation of pre- and post-situational analyses, mid-term and end-of-project evaluations, surveys, special studies, and other components of the project’s (M&E) system.

· Liaise with counterparts at international, government, non-government agencies involved in related activities and collaborate in promoting high quality results and complementary efforts.

· As applicable, provide one-on-one technical assistance, mentoring and coaching to support partners in: ensuring realistic targets are set for all required and customized indicators, as well as conducting and facilitating (M&E) training for partners that includes data quality management, and basic data analysis.

Basic Requirements

· Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.

· Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.

· Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field.

· Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/ performance monitoring plans.

· Ability to facilitate and serve as project liaison for externally-managed evaluations.

· Demonstrated writing and data presentation skills.

· Fluency in English required.

Preferred Qualifications

· Master’s degree or Bachelor’s plus an advanced certificate in M&E, statistics, or economics.

· Demonstrated knowledge of and experience with U.S. DOL reporting processes and standards, especially experience developing and implementing CMEP a U.S. DOL-funded project.

· Relevant technical experience in at least one of the following areas: child labor, forced labor, occupational health and safety, advocacy, system strengthening approaches and other capacity development methods (including assessments and mentoring/coaching).
