The position will be responsible for providing technical advice to the Colombia GGGI team and relevant counterparts and lead the green growth project finance and investment in support of the Country Program 2017 – 2019. The position will manage small teams of consultants as needed for carrying out the service offerings. The position will be responsible to find ways to share risks between public and private sector investors as well as originate and design projects which apply green technologies and best practices and help shape a conducive investment climate through various de-risking instruments and innovative financial instruments. The position is responsible for project development across the programmatic activities of the Colombia program, assess project effectiveness and recommend new initiatives. Also, the position will provide substantive advice/ analysis of current products and project components, identifying opportunities and areas for improvement. The position is expected to be the go-to person for all project finance and investment related service offerings in the country program.

PURPOSE

  • Lead the green projects and investments workstream providing technical and strategic guidance focused on de-risking and financial advisory service offerings across the thematic areas of the Colombia program.
  • Provide sector- and country-specific investment and financial expertise to unlock investment opportunities, originate projects and secure investment
  • Develop partnerships with private and public investors active in the development of forest, agroforestry, green infrastructure, sustainable energy and other green growth related products and services.
  • Closely collaborate and liaise with GGGI's IPSD based in Seoul for technical consultation and inputs.

ENGAGEMENT

  • Be known as the key expert and focal point of the green growth project finance and investment and be the coordinator on all related efforts including public and private sector stakeholder engagement.
  • Have in-depth technical knowledge of the green project finance and instruments for unlocking green investment at the global and national levels.
  • Work closely with government partners and other relevant stakeholders in implementing the above, recognizing the importance of government buy-in and ownership in the implementation of all activities under the collaborative and integrated country program.
  • Develop partnerships, lead engagement and collaborate with public and private investors globally and in Colombia to drive investments to relevant projects or access existing financial sources.
  • Convincingly communicate to investors, the economic competitiveness of green growth focused projects, mainly in the Land Use, Infrastructure and Sustainable Energy sectors.
  • Facilitate processes with project proponents to originate, design and drive projects towards bankability among investors and other stakeholders involved in the project development;

DELIVERY

  • Organize relevant workshops and focal group discussions with key national and subnational stakeholders.
  • Independently organize component(s)/workstream(s) delivery with tight deadlines and manage technical teams (potentially consisting of staff members and consultants)
  • Oversees the planning of resources and timeframes relevant to the workstreams defined and implement allocated budgets as per approved
  • Provide subject matter expert advice with an aim to drive inclusive and sustainable investment in relevant sectors to the Colombia program, ensuring top quality and stakeholder buy-in;
  • Creatively originate and develop products and services projects that can be taken to bankability and contribute to carbon mitigation, natural resources protection and efficiency in use within relevant thematic areas to the Colombia program
  • Lead the oversight of financial analyses for projects and programs, including the analysis and design of innovative financial instruments to direct capital investment towards solutions for this focus area.
  • Support the on-going Colombia resource mobilization effort for continuity of the program.

QUALIFICATIONS

  • Postgraduate degree in investment, business and/or finance, with at least 12 years of relevant experience in the promotion of green economy/green businesses/sustainable development models and financing.
  • Recognized leadership in past appointments as a successful lead/chief investment advisor or specialist in the green-related focal areas
  • Exceptional conceptual, problem-solving and strategic thinking skills on how public and private investments flow into green products and services projects, related value chains and market channeling with an aim to effectively mobilize inclusive green investment.
  • Strong skills in oral and written Spanish and English are essential.

FUNCTIONAL

  • A proven track record in the delivery of land-based supply chain/sustainable energy or infrastructure and private sector investment flows into inclusive and sustainable projects which have resulted in poverty reduction, social inclusion and environmental sustainability.
  • Experience in originating and shaping bankable projects and financial instruments in green-related sectors in other countries and/or in Colombia, which have resulted in economic, environmental/climate mitigation and social impacts.
  • Practical experience in building financial models for green products and services businesses is an advantage.
  • A good understanding of the international and Colombian climate finance landscape is desirable.
  • Ability to communicate complex investment related issues in a clear and simple way to a diverse audience.
  • Capacity to work with little supervision under tight deadlines.

  • Demonstrated capacity in facilitating in-depth and effective dialogues both internally to support each 'hybrid' team as well as externally and consultations on multi-disciplinary issues and across sectors, while maintaining a strong sense of realism with regard to country conditions.
  • Outstanding interpersonal, engagement and consensus-building skills, ability to foster strong relationships with key government agencies, as well as the banking and private sector and understand their needs.
  • Creative, entrepreneurial and a proactive attitude, able to manage multiple activities in multidisciplinary teams, while meeting tight deadlines.
  • Possess multi-cultural literacy and be easily adaptable.
  • Capable of extensive travel within Colombia and to and from Seoul´s Head Quarters.

Additional Information on the Colombia Program

GGGI has been working with the Government of Colombia to advance green growth policies and green investments, through strategic partnerships such as with the Ministry of Environment and Sustainable Development and the National Planning Department. In a new phase of collaboration with Government agencies at the national and sub-national level, GGGI is initiating an expansion of its Colombia Country program, mainly to support the transition towards a greener growth pathway that is socially inclusive and contributes to Colombia´s medium term development agenda. The expected impact of this collaboration, after five years of support, is an increased capacity to mainstream green growth objectives into development planning and investments in priority sectors and regions that are critical for Colombia´s future green growth, particularly in areas that are highly susceptible to increased natural resource degradation and forest cover loss.

To effectively achieve this impact, the program will adopt a multi-pronged approach with two main outcomes: The first one focuses on further strengthening the policy framework at the national level, promoting an enabling environment for green growth investments and instruments for transitioning towards greener growth in Colombia in the long-run, while ensuring coordinated efforts with the peace building agenda and sub-national level priorities. The second outcome focuses on increasing investments in high value projects key for promoting green growth through more efficient use of natural resources, climate resilience, lower emissions and natural capital protection, particularly in forested areas. In particular, this outcome focuses on supporting the materialization of Green Growth investments that can help deliver on these objectives at the subnational and national levels. Both outcomes will require work at the subnational-level in strategic interventions that support green growth at the local level.

Effective implementation of green growth and climate friendly policies to the subnational level will depend on the the integration of these objectives into local level planning and investments. Progress towards a greener and climate friendly economy in Colombia with increased generation of jobs and income will be highly dependent on adequate public and private financing that is aligned to and supports these objectives. Enabling greener investments by supporting identification of risks, de-risking instruments and other enabling conditions will be essential to pursue such long-term development approach.
