Context:
Under the overall supervision of the Regional Director for South America and the direct supervision of the Senior Regional Project Coordinator in Regional Office for South America in Buenos Aires, the successful candidate will be responsible for supporting and providing guidance for the development, management and implementation of projects in countries and at regional level under the regional programme portfolio that are part of IOM’s response to the Venezuela migration crisis response.
Core Functions / Responsibilities:

Support the management and implementation in countries and at regional level of projects under the regional programme portfolio that are part of IOM’s response to the Venezuela migration crisis response.

Liaise with IOM missions on ongoing IOM programmes in programming in response to the Venezuelan flows under the supervision of the Programme Coordinator and in close coordination with the Reg Specialist in Strategic Partnerships.

Ensure adherence to workplans, regular monitoring of activities and timely reporting according to donor specifications maintaining updated monitoring tools. Support the implementation of project activities and ensure the coordination and coherence of projects and activities at national level.

Support monitoring of financial reports and expenditures of all projects related to IOM’s programming response to Venezuelan migration crisis to ensure efficient management and adequate burn rate.

Ensure close linking with the regional thematic specialists on arising challenges as identified in a pro-active and timely manner.

Prepare progress and other required reports and ensure that project data and information is archived and shared appropriately.

Promote and support project development according to the needs and situation analysis ran throughout the region in accordance to IOM project development standards and in coordination with the RKMO.

Closely monitor the social environment in which IOM is operating to ensure pro-active, timely and transparent project adjustments as required.

Ensure coherent, precise and continuous public information through the support of issuing of regular press notes, representation of projects on social media etc., in close collaboration with the area of Communications.

Analyse the progress and implementation of the work plan, identify and document the significant events of the projects, decisions, challenges or deviations and prepare reports regularly. Be able to report on progress in implementation, especially in relation to the fulfilment of the objectives and financial execution.

Prepare and review interim, final and ad-hoc technical and financial reports. Ensure systems are in place to allow for an adequate exchange of information about policies and operational aspects of projects between IOM, donors and other interested parties.

Ensure timely and coherent project planning, including logistics or recruitment processes at regional and national levels as relate to IOM programming in response to the Venezuela migration crises. In close collaboration with the procurement and logistics unit, coordinate the support of release and delivery of required materials and items to the respective sites in a timely manner, and provide relevant documentation and pipeline projections for planning purposes.

Contribute to the development of new projects and or multi-sectoral programming.

Effectuate assistance and monitoring trips related to project management.

Provide consistent updates and advice to the Coordinator of the Regional Coordination Platform for Refugees and Migrants regarding the execution of the relevant projects and programs, to ensure coherence, integrity and the promotion and establishment of strategic programs.

Keep informed of policies, international standards, specific developments in the region and good practices, particularly the protection of vulnerable people to improve future assistance programs.

Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in political or social sciences, business administration, international relations, law or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Substantial experience in the design and implementation and development of projects with large-scale donations, with experience in the field of research, monitoring and / or evaluation;
• Proven experience with strategic planning approaches, information / data analysis, budget control and report writing;
• Solid knowledge in program planning and implementation of objectives;
• Great ability to understand, develop and implement administrative and financial control procedures;
• Experience in management of work teams;
• Previous experience working on social projects, such as strengthening social inclusion and promoting the rights of migrants and refugees.
Languages
Fluency in English and Spanish is required. Working knowledge of Portuguese and/or French is an advantage.
