Purpose of the Position

The HR Officer Career Management reports to the Operations Manager for close guidance, training and supervision. The officer provides support to the supervisor and colleagues in the Resource Mobilization Sector (PFP) in the CO to manage its human capital by administering and executing a variety of HR services, applying theoretical skills and knowledge of organizational HR policies, goals and objectives, with special focus in attracting talent, identifying HR needs, organizational design, advocacy, networking and partnership building, HR advisory, performance management and capacity building recruitment and placement, and implementing retention/succession plans in accordance with the Office HR work plan and consistent with the PFP strategic plan.

Key Accountabilities and Duties & Tasks

Organizational design

  • Attend budget planning reviews to contribute to the preparation and follow up on human resources plans, job descriptions and related organizational PFP structures and post level needs resulting from new fundraising activities and business changes in Resource Mobilization section.
  • Contribute to develop a human resource career development plan to support resource mobilization needs in close collaboration with internal CO colleagues and Regional HR Adviser.
  • Conduct classification reviews for general service posts providing guidance throughout the process on the use of the ICSC Master job classification standards to ensure equity, transparency and integrity in the process.
  • Prepare and implement the retention, succession and learning/career plans in the Resource Mobilization section to fulfill envisioned positions and/or new staff competencies required to support new PFP initiatives.
  • Advocacy, networking and partnership building

  • Monitor potential staff – management issues; provide advice to managers/supervisors on appropriate approach to be used in sound performance management and in counselling staff
  • Build and strengthen strategic partnerships with global/regional/country office HR and Advisers/Specialists through active networking to promote common approaches, encourage partnerships and to advocate best practices and common system improvements.
  • Participate and/or represent UNICEF (as delegated/designated) in key events/meetings and in inter-agency discussions and planning on Resource Mobilization HR related issues to ensure organizational position, interests and priorities are fully considered and integrated in the in development planning and agenda setting in human resource management.
  • Innovation, knowledge management and capacity building

  • Promote good practices to Resource Mobilization managers in areas of career development and performance management.
  • Enhance staff’s job performance by supporting the identification of training needs, preparation of training proposals and arranging for implementation and evaluation of training.
  • Participate as resource person in HR Capacity building initiatives to enhance the competencies of clients/stakeholders
  • Provide orientation briefings to new staff.
  • Keep abreast, research, benchmark and implement best and cutting edge practices in HR management and information systems.
  • Plan, organize and implement training events/initiatives to meet Resource mobilization learning needs.
  • Recruitment and placement

  • Following the Office HR work plan and consistent with the PFP strategic plan, prepare and implement a sourcing strategy to identify talented candidates to uphold the continuous growth of the PFP area.
  • Timely initiation of recruitment processes of Resource Mobilization staff for new posts and projected vacancies. Follow up with all relevant colleagues and partners to keep them informed and involved throughout all stages of recruitment.
  • Supervise all stages of the recruitment process from vacancy announcements, short listing and selection, verification of references/testing, reviews and staff orientation.
  • Promote in all recruitment processes and selection deliberations the organizational goals and targets for gender equity and cultural diversity
  • Team with supervisors in the recruitment process to ensure integrity and merit in all selection procedures.
  • Work to establish a targeted approach to recruit specialized talent to fill Resource Mobilization posts requiring specialized expertise

    Experience: 1 year of professional experience in human resource management in an international organization and/or large corporation is required. Experience in a UN system agency or organization is an asset.

    Language Requirements: Fluency in Spanish and English is required.

    Education: A University Degree in human resource management, business management, international relations, psychology or other related social science field is required.
