Context:
Under the overall supervision of the Regional Director for South America, and the direct supervision of the Senior Regional Resource Management Officer (SRRMO) for the Regional Office for South America in Buenos Aires, the successful candidate will be responsible in providing administrative and aspects of financial services support for the implementation of IOM's regional response to the flow of Venezuelans in South America, North America, Central America and the Caribbean.
Core Functions / Responsibilities:

Provide administrative support in monitoring the financial management of all the activities of the Regional Projects in response to the flow of Venezuelans.

Monitor and track funding resources and record financial transactions and project expenditures in the relevant systems. Analyze unusual transactions to recommend processing and provide data as required.

Provide guidance to project managers and finance support staff throughout the program cycle concerning the correct application of IOM’s finance regulations, rules and procedures.

Check that staff salaries are correctly allocated to the regional projects in line with IOM's projectization criteria and budget lines nature and funding.

Apply IOM’s administrative instructions and internal control procedures. Alert the SRRMO in a timely manner of unusual or irregularities regarding transactions, and delays impacting timely reporting.

Provide required documentation in a timely and effective manner, including archived documents, to support various financial operations, audits, verifications and other ad-hoc reports.

Ensure financial documents are in conformity with relevant financial regulations, policies and procedures.

Assist in the preparation of donor financial reports in accordance with IOM regulations and established procedures.

Undertake quality control checks on request for payment, purchase request and other requests that will result in financial obligations by field offices.

Apply various systems and tools that ensure zero tolerance for corruption or embezzlement throughout projects implementation.

Liaise with relevant units in the implementing missions, including the logistic unit, with regards to financial activities of the missions.

Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Finance, Accounting, Administration, Economics or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
Experience
• Experience in financial management, accounting and budgeting;
• Experience preparing reports, budgets, statistics and coordinate administrative activities;
• Familiarity with financial oversight and public administration;
• Knowledge of IOM/UN regulations, policies and procedures;
• Knowledge of International Public-Sector Accounting Standards (IPSAS);
• Experience with SAP is highly desirable;
• Ability to prepare concise and clear reports;
• Experience in field-work in a challenging environment and community-based reintegration process necessary;
• Experience in implementing projects in fragile and post- political settings.
Languages
Fluency in English and Spanish is required. Working knowledge of Portuguese and/or French is an advantage.
